ZANU PF’s bid to extend President Emmerson Mnangagwa’s presidency beyond 2028 is reportedly gaining traction, with several party structures rallying nationwide support for the plan.
Mnangagwa’s current term is constitutionally set to end in 2028, marking the completion of his second and final term as President. Despite this, there are growing calls within his party to extend his tenure.
The President has repeatedly said that he has no intention of staying in office beyond the end of his second term in 2028.
Despite Mnangagwa’s position, various ZANU PF affiliates and structures, which played key roles in his previous campaigns, have openly endorsed the idea of extending his presidency until 2030.
Last weekend, ZANU PF chairpersons from all 10 provinces gathered at the President’s Precabe farm in Kwekwe, where they reaffirmed their commitment to pushing for the extension of Mnangagwa’s term to 2030.
In an interview with the <a href="https://www.theindependent.co.zw/local-news/article/200035887/plot-to-keep-mnangagwa-in-power-beyond-2028-thickens">Independent</a>, ZANU PF spokesperson Chris Mutsvangwa said that the party plans to promote Mnangagwa’s achievements since taking office in 2017 as part of the campaign to extend his presidency. Said Mutsvangwa:

The party is preparing for the eventuality of implementing the 2030 resolution.
This entails mass awareness of the sterling record of President Emmerson Dambudzo Mnangagwa as a deliverer of rare calibre statesmanship.
At the end of the day, the party membership works for, prays and hopes for resonance with the all-important electorate.
The party organs and mass structures are now mobilising to parry aside any distractions as he discharges his second term. They are keen to see much more of the development dividend.
He will garner overwhelming membership support on merit and track record of performance and delivery. This is why his detractors are quaking.
They are hankering to turn him into a lame-duck leader through a foisted and premature anointment of an incompetent successor.

ZANU PF is set to hold an elective congress in 2027, ahead of the harmonised elections scheduled for 2028.
ZANU PF Harare provincial chairperson, Goodwills Masimirembwa, told The Independent that the party is awaiting a constitutional amendment that would allow President Mnangagwa to remain in office beyond 2028. Said Masimirembwa:

Implementation of National Conference resolutions is done by ZANU PF national leadership, not by provinces. Harare Province adopted the 2030 resolution together with other provinces. Nothing has changed.
We remain in full support and look forward to the amendment of the constitution or passing of other legal instruments to enable His Excellency Dr E D Mnangagwa to continue serving as State President beyond 2028.
ZANU PF provinces are not in the business of thinking about other candidates during the term of an incumbent. Our total and undivided loyalty is to His Excellency Dr Emmerson Dambudzo Mnangagwa.

Mnangagwa is currently limited by the constitution, which permits only two five-year terms in office.
Even if the constitution is amended, certain provisions would still prevent the incumbent from benefiting.
These provisions would require a referendum to be amended for Mnangagwa to remain in office beyond 2028.

ZANU PF wants President Mnangagwa to stay in power past 2028. Despite his term ending then, some party members want him to continue until 2030. They say he has done a good job as President. The party is preparing to campaign for this extension. The constitution currently limits Presidents to two terms, but ZANU PF is looking to change that. The final decision will need a referendum. President Mnangagwa has said he doesn't plan to stay in power after 2028, but his party members want him to continue.

Mnangagwa's Presidency Extension Gaining Momentum

Three ZANU PF provinces—Harare, Masvingo, and Mashonaland East—have reiterated their calls for President Emmerson Mnangagwa to lead the country until 2030, in line with a resolution adopted at the party’s Annual National People’s Conference.
According to <a href="https://www.newsday.co.zw/local-news/article/200035453/zanu-pf-rolls-out-ed2030-campaign-drive">NewsDay</a>, the ruling party has launched a nationwide campaign, holding inter-district meetings across the country to advocate for the extension of Mnangagwa’s presidency and to identify party members who oppose the move.
Mnangagwa’s current second and final term is set to end in 2028, and any extension would require an amendment to the national constitution.
Mnangagwa has, however, said he will not seek a new term at the end of his current term in 2028 insisting that he is a constitutionalist.
Over the weekend, ZANU PF provincial chairpersons presented a unified message at the meetings, suggesting a coordinated push for Mnangagwa’s term extension.
Addressing ZANU PF inter-district meetings in Zone 3 Kuwadzana and Zone 4 at the Harare provincial offices on Sunday, Harare provincial chairman Godwills Masimirembwa announced that a key resolution was to extend Mnangagwa’s term from 2028 to 2030. He said:

The position is that the resolution was adopted at the conference. As Harare province, we will continue to humbly call on President Mnangagwa to accept the wishes of the people for him to serve beyond 2028.
We have heard what has been said by the party’s Secretary for Legal Affairs, Cde Patrick Chinamasa, but we as President Mnangagwa’s children are happy with his performance.
We are excited by his leadership, and we continue to knock on his door, humbly requesting that he accept our pleas to enable the process of amending the constitution to take place.
The good thing though is that Cde Chinamasa indicated that it is possible to amend the constitution and therefore it is possible to act lawfully, and constitutionally to extend the term of office of the President or to come up with a legal mechanism that will allow the President to serve up to 2030.

Addressing an inter-district meeting in Chikomba on Sunday, Mashonaland East provincial chairman Daniel Garwe said:
<blockquote>
The thematic committee which presented on that was led by Cde Chinamasa and he presented the resolutions as they are.
After he presented that, we did not see anyone, or people or organisations who objected to the resolutions which then means everyone at the conference was satisfied by all the resolutions including the 2030 one.
Our appeal is that you give the feedback as it is, not a distorted one. All the resolutions were adopted and this should be conveyed to people during inter-district meetings.
The President said when his term is over, he will leave, he also said that he is a constitutionalist, yes, he is. This is according to the constitution. But let us not mix the constitution and vision.
President Mnangagwa has a vision and he needs support, loyalty and endurance. The vision has a destination.

Addressing a Provincial Coordinating Committee (PCC) meeting on Saturday, ZANU PF Masvingo provincial chair Robson Mavhenyengwa said:

We will be taking our conference resolutions to the grassroots in the district because we are coming from our conference (Annual National People’s Conference) and the top amongst the resolutions that we are taking to the grassroots is that President Mnangagwa should remain in office until 2030, that resolution was supported by all provinces (of the party) and that will be our number one resolution when we go to the people in the grassroots.
We are saying as Masvingo province we are solidly behind President Mnangagwa’s vision and we fully support that he remains in office until 2030.

He says he won't seek another term. The provinces say he should continue because he is doing a good job. They want the national constitution to be changed for this. Three ZANU PF Provinces In Coordinated Push For Mnangagwa's Term Extension

ZANU PF’s Harare Province has suspended chairperson Goodwills Masimirembwa for allegedly supporting the divisive “2030 Mnangagwa will still be in office” agenda, which pushes for President Mnangagwa to remain in power beyond the constitutional two-term limit.
Reports suggest a faction loyal to Vice President Constantino Chiwenga pushed for Masimirembwa’s ouster and plans further retributions.
Masimirembwa, who was served with his suspension letter last week, is accused of violating both the party and national constitution.
The suspension was confirmed in a letter from provincial political commissar Kudakwashe Damson on November 14, 2024. It reads in part:

It has been noted with utter shock and dismay, the grave acts of misconduct arising from your discharge of duties as Provincial Chairman as set out here in…
Gross abrogation of the party Constitution and national Constitution. Firstly, by you personally and actively moving the ‘2030’ initiative and sloganeering against not only the will of His Excellency, the First Secretary and President of Zanu PF, Cde E.D. Mnangagwa, but also against the party and national Constitution, you have led and preferred an agenda that has the deliberate effect of causing divisions and factions in the party.
We believe that the unconstitutional actions being pursued by you are meant to deliberately undermine and impair the standing the legacy of our revered leader, His Excellency, the President, in obvious pursuit of a hidden, selfish and nefarious agenda.
</blockquote>
Masimirembwa was accused of sabotaging ZANU PF’s campaign in recent by-elections in Mt Pleasant and Harare East.
His offices at the Zimbabwe Legal Institute in Harare were also petrol-bombed, leaving a security guard with serious burns.

Masimirembwa Suspended As ZANU PF Harare Chairperson

A ZANU PF Harare provincial co-ordinating committee meeting held on Sunday revealed increasing opposition to the controversial ED2030 slogan, which advocates for an extension of President Emmerson Mnangagwa’s term in office.
According to <a href="https://www.newsday.co.zw/local-news/article/200034919/harare-explodes-over-ed2030-slogan">NewsDay</a>, sources who attended the meeting claimed that members were instructed to stop chanting the ED2030 slogan to avoid further divisions within the party over the issue of term extension.
During the meeting, party members reportedly questioned national commissar Munyaradzi Machacha, seeking clarification on why the leadership had been allowing the slogan to circulate when President Mnangagwa has repeatedly stated he will not seek to extend his presidency.
In response, Machacha assured members that ZANU PF would hold elections for a new leader in 2027, providing an opportunity for party members to support their preferred candidates. Said a NewsDay source:

Machacha said the party will select a new leader in 2027 ahead of the 2028 general elections.
Cde Machacha stated that President Mnangagwa’s term ends in 2028.

When contacted for comment on Monday regarding ZANU PF’s position on the controversial ED2030 slogan, party Director for Information and Publicity Farai Marapira said he was in China and could not immediately respond.
Machacha also declined to comment, directing inquiries to provincial chairperson Godwills Masimirembwa.
Masimirembwa, who spoke to NewsDay late Tuesday night, downplayed the tensions surrounding the slogan.
He confirmed that the Sunday provincial meeting had gone smoothly without any incidents.
Masimirembwa said there had been no discussions related to the ED2030 slogan during the meeting.
However, Masimirembwa did mention that a stern warning had been issued to members against spreading “lies and disunity on social media.” He added:

It was resolved that they should be disciplined and there should be order in the party structures in Harare.

Masimirembwa was reportedly heavily criticised and accused of failing to unite the province. 
While Mnangagwa has repeatedly stated that he does not seek an extension and will step down after his second and final term, some factions within the party, particularly his Karanga clansmen in the Midlands and Masvingo, are pushing for his presidency to be extended to 2030.
This push gained momentum at the ZANU PF annual conference in Bulawayo last month, where the party adopted a resolution to amend its Constitution, paving the way for the potential extension of Mnangagwa’s term.
