President Emmerson Mnangagwa has reappointed Bubi MP Simelisizwe Sibanda as the Deputy Minister of Higher and Tertiary Education, Innovation, Science and Technology Development.
In a statement issued this Wednesday, 31 July, the Chief Secretary to the President and Cabinet, Martin Rushwaya, said the appointment is effective immediately.
Rushwaya said that President Mnangagwa pardoned Sibanda following representations, profuse apologies, and Sibanda’s undertakings to refrain from similar wrongdoings in the future.
However, Rushwaya did not specify what Sibanda had apologised for or the nature of the behaviour he promised to avoid going forward. Reads the statement:

Following representations, profuse apologies and undertakings to refrain from similar misdemeanours in future, His Excellency the President, Cde. Dr. Emmerson Dambudzo Mnangagwa has decided that Hon. Simelisizwe Sibanda be pardoned.
Accordingly, His Excellency the President, Cde. Dr. Emmerson Dambudzo Mnangagwa has in terms of subsection 2 of Section 104 of the Constitution of Zimbabwe, appointed Hon. Simelisizwe Sibanda M.P. as the Deputy Minister of Higher and Tertiary Education, Innovation, Science and Technology Development.
The appointment is with immediate effect.

Sibanda was fired on 01 July 2024 after demanding the transfer of early childhood development (ECD) teacher, Winnet Mharadze from Clonmore Primary School in Bubi Constituency, allegedly for not being proficient in the local language, Ndebele.
The ZANU PF MP had gone to donate uniforms to learners at the school, 55 km out of Bulawayo, off Harare Road near Gloag High School on June 24, 2024.
During a meeting attended by teachers, parents and hundreds of learners, Sibanda asked Mharadze why she was in Matabeleland and tested her by asking her what “uqethu” is.
As reported by <a href="https://cite.org.zw/outrage-as-dep-minister-fired-over-support-for-indigenous-languages/">CITE</a>, uqethu means grass, and it is part of a common tongue twister among IsiNdebele speakers that goes “Qum’ qethu, ‘gecu ‘qethu,” which simply means cut the grass.
This was not the first instance of Sibanda criticizing Shona teachers in Bubi. Reports indicate that Bubi District education officials alleged the MP stirred controversy previously at Mbembeswana 1 Primary, where he also reprimanded Shona teachers who could not speak the local language.
In 2016, then Primary and Secondary Education Minister Lazarus Dokora said that infant classes (ECD to Grade Two) in the country must be taught in indigenous languages.
Zimbabwe’s Constitution also recognises 16 languages, while a 2018 policy mandates student teachers to learn three local languages beyond their own.
 On 02 July, Sibanda issued an apology for publicly criticising the ECD teacher, saying he took “full responsibility” for his actions. He said:

PUBLIC APOLOGY TO THE NATION OF ZIMBABWE BY HONOURABLE SIMELISIZWE SIBANDA 
2nd of July 2024
I, Honourable Simelisizwe Sibanda, former Deputy Minister of Higher and Tertiary Education, do hereby express my sincere apologies for the concerns arising from my recent actions.
I understand that my approach to addressing the issue of a teacher’s language proficiency was misguided and inappropriate, leading to perceptions of tribalism.
I want to assure the public and especially the teachers that my intention was solely to ensure that our children receive quality education, and I was concerned about the teacher’s ability to communicate effectively with her students.
However, as a national leader, I should have addressed this issue through appropriate channels, avoiding public platforms that may have fueled the tribal connotations.
I take full responsibility for my actions and acknowledge that my approach was wrong. I understand that my actions may have perpetuated tribal divisions, and for that, I truly apologise to the whole teaching fraternity and nation at large.
I want to assure the public that my commitment to our nation’s unity and development has always been genuine.
I want to express my gratitude to the public, the Ministry of Higher and Tertiary Education, Innovation, Science and Technology Development, for supporting me during my tenure. I appreciate the opportunity to have served and contributed to the development of our education sector.
I also want to extend my apologies to all the leadership and members of my Party ZANU PF. I understand the party’s values of unity and inclusivity, and I regret any harm caused by my lack of judgment.
I hope that the party and its members will accept my sincere apologies and recognize my commitment to our nation’s progress.
I would like to thank His Excellency, the President CDE Dr Emmerson Dambudzo Mnangagwa, for trusting me and giving me the opportunity to serve within the Ministry of Higher and Tertiary Education, Innovation Science and Technology Development, and regret that I have let him down.
Finally, I remain committed to the nation’s progress under the leadership of our visionary leadership of His Excellency CDE Dr E.D Munangagwa as we consolidate the gains we have made as we pursue Vision 2030.

Educationists, activists, and politicians in Matabeleland have condemned the sacking of the Deputy Minister of Higher and Tertiary Education, Innovation, Science, and Technology Development, Simelisizwe Sibanda, by President Emmerson Mnangagwa on Monday, July 1, 2024.
They view Sibanda’s dismissal for advocating Ndebele infants being taught in their mother tongue as a form of ethnocide.
Ethnocide refers to the deliberate and systematic destruction of the culture, customs, language, and way of life of a particular ethnic group. It can occur in various forms, ranging from government policies aimed at forcibly integrating minority groups into the dominant culture to more extreme measures like mass killings.

In an interview with CITE, Cultural studies expert Khanyile Mlotshwa said that Ndebele children have a human right to learn in their language. Said Mlotshwa:

It is ironic that the new Zimbabwean constitution that has a strong bill of rights also recognises many different languages in the country.
No matter what some other people might feel about isiNdebele, it is recognised in that constitution as well as ChiShona. Ndebele children have a human right to learn in their language.
A teacher who cannot speak their mother tongue cannot be forced on these children, especially in their first 1,000 days at school.
Sadly, this is something that has to be spoken about year in and year out, yet the government does not want to reform itself and stop treating other citizens as stepchildren of Zimbabwe. The marginalised people’s life is ironic in very strange and macabre ways.

Speaking to CITE, an educationist, Future Msebele, claimed Sibanda was fired for implementing government policy under the new Heritage-based Education 5.0, which says ECD learners must be taught in their mother language. Said Msebele:

This is seen as the continuation of the Gukurahundi programme. The programme of ethnocide should not be allowed to continue.

Renowned academic Dr Samukele Hadebe, whose PhD was entirely written in IsiNdebele, said:
<blockquote>
Teaching in schools is socialising children into future adults and responsible citizens to play various roles in their respective families, communities, and society at large.
Education is imparting culture, and philosophy, and giving lifelong skills needed for survival.
If you teach children in a language that they do not understand, or they are taught by someone they cannot understand, it means you are deliberately giving unequal education.
You are designing that education to create some children to be future slaves for other children whom you want to be masters over those that have poor education in the same country.
</blockquote>
He added that a teacher who is deployed to do what he or she is not capable of doing is a criminal.
The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) leader, Obert Masaraure, said:

Zimbabwe has a Harare problem. Our governance system is over-centralised in Harare; decisions made from Harare are not compatible with the lived realities of all regions. Such a system deliberately marginalises sections of Matabeleland.
Harare has therefore systematically denied some learners opportunities to progress professionally. Deployment is also centralised and run by some Shona supremacists.

Mbuso Fuzwayo, Secretary General of Ibhetshu LikaZulu, a local pressure group, criticised Zimbabwean leadership, alleging they are tribalists rather than nation builders, who have exacerbated societal divisions instead of fostering unity in diversity.

"Sacking Of Higher Education Deputy Minister A Continuation Of Ethnocide"

The husband of Budiriro 4 Primary School ECD teacher, Magdalene Mandiveyi, who was found dead on Friday after she had been reported missing, said his life will never be the same again following her mysterious death.
Mandiveyi (38) was found dead in a maize field in Aspindale on Friday.
Her husband, David Mupanganyemba (45), told H-Metro that on the day Magdalene went missing, she left home early for work while he and their three-month-old baby were still asleep. Said Mupanganyemba:

She left home on Monday for work and left me asleep since I was off duty.
Handitombozivi kuti musi wacho akabuda mumba akapfeka zvakaitasei. I expected her during lunchtime to breastfeed the baby, but she never came. I called her cellphone number, but it was unreachable.
I sent someone to look for her at the school and that is when we learned that she had not reported for duty and began to wonder what had happened to her.
One of the senior teachers told us that Magdalene had phoned earlier in the morning saying she would report late for work.
She told the senior teacher that she wanted to nurse the baby since our maid had not returned from her off.
After informing my in-laws about this, we joined the search party, only to be called to Marimba Police Station on Friday to identify a body they had found.
I went and identified the body as my wife. My life will never be the same without her.

Mupanganyemba, who described his wife as “a very quiet and supportive woman”, said she had not complained about anything nor showed any signs of distress in the days leading up to her disappearance and subsequent death.
A Budiriro 4 Primary student who boarded the same kombi with Magdalene in the morning she disappeared allegedly told a senior teacher at the school that the driver ignored their calls to be dropped off at their usual point.
The girl said the driver of the kombi later stopped and allowed her to alight while Magdalene remained seated.
Some mourners, including teachers from Budiriro 4 Primary, said they suspected Magdalene could have been killed for ritual purposes. Said a mourner:

It was raining the whole week, but her body had no mud whatsoever. She could have been killed elsewhere and dumped in the field.
</blockquote>
Magdalene completed her teaching studies at Nyadire Teachers’ College in 2015 and joined the Ministry of Primary and Secondary Education the following year.
She first taught at Stratford Primary School in Banket before moving to Royden Primary School near Whitehouse along the Harare-Bulawayo Road.
Magdalene then taught at David Livingstone Primary School before being transferred to Budiriro 4 Primary.

Ritual Murder Suspected In ECD Teacher’s Death

An Early Childhood Development (ECD) teacher based in Harare who had been reported missing was found dead on a mountain on Friday.
Police said the body of Magdalene Mandiveyi, who was an ECD teacher at Budiriro 4 Primary School in Harare, was found on Aspindale Mountain in Mufakose.
Her belongings, which included a black handbag, a black wallet, a phone and cash amounting to US$5.00 and ZWL$1 290.00 was found on the scene.
In a statement, police said they are investigating the circumstances that led to Mandiveyi’s death. The statement, posted on the ZRP Twitter page reads:

The ZRP is investigating circumstances surrounding the death of Magdalene Mandiveyi, who was an ECD teacher at Budiriro 4 Primary School in Harare.
The deceased was reported missing and later found dead on 27/01/23 in Aspindale Mountain, Mufakose.
A black handbag, a black wallet containing the deceased’s national ID, a black Samsung cellphone, an Edgars card, a Jet company receipt, two pens, two markers, a payslip in the deceased‘s name, USD5.00 cash and ZWL$1 290.00 cash were recovered at the scene. Next of kin have been advised.
Anyone with information that may assist in the investigation of the case to contact any nearest station.
