The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has condemned the police for setting dogs at protesting learners from St Faith’s High School in Rusape, Makoni District in Manicaland Province, and described the incident as unacceptable and inhumane.
Learners at the Anglican church-run school were protesting authorities’ decision to impose a US$600 mission fund on each student starting this term when police officers unleashed their dogs last Wednesday.
In a short video clip of the incident, which went viral on social media, learners were seen scampering for safety after one of the learners was mauled by the canine.
Reacting to the incident, ARTUZ criticised the police as well as school authorities for the way they handled the demonstration. It said:

The authorities went even further by hiring the Zimbabwe Republic Police, who deployed police dogs to attack innocent souls.
This is nothing short of a crime scene and a grave violation of human rights. The authorities’ response to this demonstration was inhumane and unacceptable.
</blockquote>
ARTUZ demanded a thourough investigation into the incident and to ensure those responsible for the mayhem are held accountable. It said:

We strongly condemn the reprehensible actions of the authorities at St Faiths Mission School and the State, who unleashed dogs on peacefully demonstrating school children for their right to education.
This incident is a clear reflection of bad economic management and highlights the need for the government to take immediate action to address the deteriorating state of the economy.
We call on the government to investigate this incident thoroughly, hold those responsible accountable, and take immediate steps to address the economic mismanagement that has led to such dire circumstances.
It is the government’s duty to protect its citizens and ensure their well-being, and failure to do so demonstrates a dereliction of responsibility.
</blockquote>
On Thursday, the Ministry of Primary and Secondary Education issued a statement saying normalcy had returned to the school.
Tension had been building up at the school for weeks and last week an Anglican priest allegedly assaulted a man with a disability who was seeking an audience with the school administration.

Rural Teachers Slam Police For Setting Dogs On Learners

The Ministry of Primary and Secondary Education says normalcy has returned to St Faith’s High School in Rusape, Makoni District in Manicaland Province, following a dispute between parents and the school’s responsible authority the Anglican Diocese of Manicaland which disrupted learning.
The protracted stand-off between the church, the school authorities and parents over the payment of a US$600 mission fund culminated in a march to Makoni District Education offices by learners on Wednesday, 14 February.
In a statement released on Thursday evening, the Ministry of Education said teaching and learning continued at the school without any further incidents. Part of the statement reads:

The Ministry today met with the members of the Responsible Authority, (the Anglican Church); the School Development Committee and [Ministry of Primary and Secondary Education] officials (Head Office, Provincial and District Offices). During the meeting, all sticking issues were resolved amicably.
The meeting agreed that normalcy returns to the school and that pupils continue to learn in a safe and healthy environment.
It was also agreed they continue working harmoniously and cordially to enable the provision of a conducive environment for effective teaching and learning.
The parties also accepted that they play different key complementary roles and agreed that if there are any differences they must be resolved through amicable engagement processes.

Ugly scenes were witnessed during the learners’ march as one of the police officers who was deployed to control the situation unleashed a dog on the learners, sending the children scampering for safety.
The incident was condemned by Amnesty International Zimbabwe which highlighted that peaceful protest is a human right and urged authorities to respect, facilitate and protect this right.

Normalcy Returns To St Faith's High School

Amnesty International Zimbabwe has condemned Zimbabwe Republic Police (ZRP) officers’ conduct during a demonstration by St Faith High School learners on Wednesday, 14 February.
At least 800 learners from St Faith’s Mission School marched for close to 13km to the Rusape Education District Office demonstrating against their school’s responsible authority the Anglican Diocese of Manicaland.
One of the police officers who was deployed to control the situation then unleashed a dog on the learners, sending the children scampering for safety.
In a post on X, Amnesty International Zimbabwe highlighted that peaceful protest is a human right and urged authorities to respect, facilitate and protect this right. It said:

We strongly condemn [Zimbabwe Republic Police] conduct at St Faith High in Rusape today, where a police officer set a dog on learners who were protesting against a US$600 fee hike. Peaceful protest is a human right. Authorities must respect, facilitate and protect this right.

The protest by learners followed a stand-off between the church, the school authorities and parents over the payment of a US$600 mission fund.
After holding an interactive session with Makoni District Acting Schools Inspector, Mr Tambama and Mr Mukorera from the Public Service Commission, the St Faith’s High learners were then addressed by their school head Arnold Makamba at Makoni District Education offices in Rusape.
It is not yet clear why police details unleashed dogs on schoolchildren and also the extent of the injuries suffered by the learners.
The ZRP has since released a statement saying it is conducting a full inquiry into the incident and that full details about the incident will be released once investigations are completed.

Amnesty International Condemns Zimbabwe Police Brutality During St Faith High Students' March

Citizens Coalition for Change’s (CCC) Youth Task Force National Administrator Pashor Raphael Sibanda, was summoned by the police on Thursday in Bulawayo, accused of planning a demonstration.
Sibanda, the former Cowdray Park Member of Parliament, and other CCC youth taskforce members recently held a press conference in Bulawayo where they threatened to stage street protests if urgent electoral reforms are not implemented.
Speaking to CITE’s <a href="https://cite.org.zw/former-cowdray-park-mp-summoned-by-police-over-planned-demo/">Senzeni Ncube</a>, Sibanda said that he was summoned for questioning following the press conference. He said:
<blockquote>
So, the police have called me for questioning following the press conference that we held on the 12th of December.
They allege that I am organising a demonstration in Bulawayo to be held tomorrow the 22nd of December.
However, in my press statement, I only said ‘We will flood the streets,’ we never spoke about the date and venue for our demonstrations.
I have since told them that I am not responsible for the 22nd December demonstration.
If we are to do a demo, we will do it at an appropriate time and we will do it in terms of law.
They said if there is a demo tomorrow, they will arrest me. They want to pin me for tomorrow’s demo.

He said the authorities are trying to intimidate him and other activists to discourage them from speaking out against the government.
In Zimbabwe, under the Maintenance of Peace and Order (MOPA), which replaced the Public Order and Security Act (POSA) in 2019, there are specific steps and considerations for organising demonstrations or public gatherings.
The Act covers gatherings, processions, and public demonstrations. It restricts assemblies in certain places and regulates how they are conducted.
The law stipulates that organisers or conveners must notify the police at least seven days before the event for demonstrations or marches and five days before for public meetings.
However, certain types of gatherings are exempt from following the MOPA, including those held exclusively for religious, educational, recreational, or charitable purposes, agricultural shows, and theatrical performances, among others.
The Police have routinely used the Act to bar opposition parties and civic organisations from holding public events, for example, political rallies by parties in the run-up to general elections.

Former Cowdray Park MP, Pashor Sibanda, Summoned By Police

The Zimbabwe Republic Police (ZRP) has banned a planned protest march by the Citizens Coalition for Change (CCC) which had been scheduled to take place in Bulawayo on Monday.
The Nelson Chamisa-led party said the demonstration was called to protest “an unfair election and the failure to respect the people’s votes through illegal recalls of elected representatives.”
CCC intended to hold a “peaceful demonstration” to petition the Minister of State and Devolution for Bulawayo Province at Mhlahlandlela Government Complex on 23 October from 10 AM to 4 PM.
Under the Maintenance of Peace and Order Act (MOPO), Organisers of public gatherings are required to notify the police and the police can either give them the green light to continue or prohibit the planned gathering.
In a letter to conveners of the protest, dated 18 October 2023, Chief Superintendent Vusumuzi Nkomo confirmed receiving the CCC’s notification on 16 October but said it (the notification), did not comply with certain provisions of the MOPO Act.
Chief Superintendent Nkomo, however, did not explain which provisions the notification did not meet.
In response to the banning of the planned protest, CCC spokesperson Promise Mkwananzi wrote on X:

We want to demonstrate our commitment to the law and we will exhaust every channel permissible in a democratic society.
When all has failed, we will then come to you- The Citizens- to say Citizens, we have done everything permissible in a democratic society, it’s OVER to you now, to take matters into your own hands and liberate your country.
We will no longer be responsible or answerable from then on. This country will be freed, order, sanity and normality will be restored soon.

Since its formation in early 2022, the CCC claims over 100 of its meetings, including campaign rallies, have been banned by the police.

Police Ban CCC Demonstration Planned For Bulawayo On 23 October

St Albert’s Secondary School in Centenary, Mashonaland Central Province, recently suspended 304 pupils for taking part in “an illegal strike”.
The learners were suspended after walking 52km to Mt Darwin demonstrating against the expulsion of 23 others.
However, by Tuesday, some of the learners had returned to the school.
<a href="https://www.herald.co.zw/school-suspends-304-pupils-over-demos/">The Herald</a> reported sources as saying the 23 pupils had been expelled without the approval of the regional education office, as required by the law.
The learners had paid money for a disco to play in advance, but it got to the school when it was time for them to retire to bed.
After they became violent, the school headmistress allowed the disco to play into the early hours of Sunday, 18 September.
School-leavers and other outsiders who had been allowed to attend the disco were allegedly partly to blame for the damage which left some windows shattered.
Most of the suspended pupils are in Forms Two and Three with a few in Form One.
The learners who walked to Mt Darwin were also demanding that the school provide more textbooks for A-level Geography and Divinity pupils.
They were also protesting against alleged victimisation by some teachers who borrowed money from pupils and the quality and quantity of food the school was providing.
St Albert’s, which offers both day and boarding facilities, has a total of 625 pupils.
The other complaint raised by the learners was that a high number of teachers were allegedly going out with female pupils.
Following the protests, the headmistress of the school, Sister Romano Donato, sent circulars to the parents of the affected pupils.
She instructed the learners to write a report to the school indicating the reasons for taking part in an “illegal strike”.
The Herald reported that efforts to get comments from the regional office and the Ministry of Education and Culture were fruitless.

School Suspends 304 Learners Over "Illegal Strike"

Three officials from the Private Security Workers Union (PSWU) who were arrested in Bulawayo have been granted ZWL$50 000 each after the intervention of human rights lawyers.
According to the Zimbabwe Lawyers for Human Rights (ZLHR), Last Danga Muzondo, Dzimudzi Feremba and Kholwani Tshuma were arrested for staging a protest at an OK Zimbabwe retail outlet and at N Richards outlet.
The trio was allegedly protesting against “slavery” and is accused of chanting songs and waving placards written, “No to Slavery”. ZLHR said:

In Bulawayo, we rescued 3 trade unionists, who are employed as security guards, who had been arrested and detained for allegedly protesting against “slavery” at an OK Zimbabwe retail outlet and at N Richards retail outlet.
The trio of Last Danga Muzondo, Dzimudzi Feremba and Kholwani Tshuma, who are leaders of the Private Security Workers Union, were charged with participating in a gathering with intent to promote public violence, breach of peace/bigotry as defined in section 37 of Criminal Code.
They were accused of chanting songs and waving placards written “No to Slavery” “USD”.
Their detention ended on Monday when our lawyer Jabulani Mhlanga represented them and got them released on ZWL$50 000 bail each.

Section 37 of the Criminal Law (Codification and Reform) Act of Zimbabwe states that “Any person who participates in a gathering with intent to promote public violence, breaches of the peace or bigotry shall be guilty of an offence and liable to a fine not exceeding level six or to imprisonment for a period not exceeding one year or to both such fine and such imprisonment.”

Three Trade Unionists Arrested For Protesting Against "Slavery" Granted Bail

Learners at Mwenje Primary School in Makoni District recently foiled a demonstration by their parents against their headmistress at the school.
<a href="https://www.manicapost.co.zw/learners-turn-against-parents-in-defense-of-head/">The Manica Post</a> reported that the learners chased away their placard-waving parents and members of the community who wanted to stage a demonstration to push the headmistress, Zvichaguma Murahwa, to be transferred from the school.
The demonstrators, who were led by the School Development Committee (SDC) chairman, Tendai Nyasa, failed to access the satellite school’s premises as the learners attacked them.
Murahwa told The Manica Post that some members of the community say she has overstayed at the school therefore she should be transferred. She said:
<blockquote>
Some members of the community are saying I have overstayed at the school and I should leave just like other teachers who have left.
They are also claiming that I am behind the transfer of a teacher after some issues were raised against that teacher who opted to leave.
The SDC chairperson led the demonstration, waving placards. However, I am safe because they (demonstrators) were chased away by the learners.
Their issue is not emanating from the school but from other disputes in the community.

Nyasa said there is a high turnover of teachers at the school which he blamed on the school head.
He also said there is a boundary dispute between the head’s parents and the community. Said Nyasa:
<blockquote>
There is a high turnover of teachers at the school because the head is frustrating teachers.
There are some misunderstandings over how school projects should be handled.
She constructed her personal house on a piece of land that we believe belongs to the school. The demarcations are not clear.
We are in the dark about a number of issues happening at the school. Parents went to the school on Monday to demonstrate, but learners attacked and insulted some parents, questioning what they want to do with their headmistress.
I think it is the head who incited them to revolt against us. She also has some parents who support her and they want the current SDC removed.
</blockquote>
There is a boundary dispute between the head’s parents and the community but we are not mixing issues.
Makoni District Schools Inspector, George Chidhakwa said that an audit team was sent to the school and came up with recommendations which he said will be implemented.

Learners Chase Parents Away From School In Defence Of Headmistress

The children and spouses of the former Lobels Biscuits employees in Bulawayo on Friday staged peaceful protests at the company’s Belmont factory.
The demonstration followed the sacking of more than 400 workers by the company for protesting sexual harassment, nepotism and low wages.
The workers accused Lobels Biscuits’ Chief operations officer Andrew Dinhidza, of sexual harassment and oppression and were demanding his dismissal.
One of the affected workers, Jeremani Serepiya, said their children are no longer going to school. She said:
<blockquote>
The children are here to just tell the management that they have hit hard times following the dismissal of their benefactors.
The children are no longer going to school because their parents cannot afford school fees, uniforms and food.
I was one of the workers who was fired and my pastor assisted me with buying books for my children. I am a widow and I cannot afford to sustain my family.
As we speak, we have been interdicted by the High Court not to set foot at the company’s premises.
We have been trying to seek an audience with the company’s management, but it seems they are not interested in meeting us.

A Form Four pupil whose father was fired by Lobels Biscuits said she was last week expelled from school because her school fees were not paid. She said:
<blockquote>
The company should just understand our plight as children.
It really pains me that I am no longer able to go to school because my father was unlawfully dismissed.
If the company refuses to listen to our plight we will be forced to write to President Emmerson Mnangagwa to intervene.

Spouses, Children Of Fired Lobels Biscuits Workers Protest At The Factory

Workers at the Lobels Biscuits Belmont plant on Wednesday staged a demonstration at the company’s premises against alleged sexual harassment, nepotism, and low wages among other complaints.
The workers accuse the management of ignoring their grievances for a long time, hence the decision to embark on job action.
The employees accuse the chief operating officer Andrew Dinhidza of employing his relatives and children in most of the senior positions at the company.
One worker who refused to be named for fear of victimisation told <a href="https://cite.org.zw/lobels-workers-stage-demo-want-coo-sacked/">CITE</a> that workers are also being subjected to sexual harassment. Said the worker:
<blockquote>
We are experiencing quite a number of problems here, ranging from poor working conditions, ill-treatment, sexual abuse, low wages and failure to backdate our salaries from 2020. However, nepotism and sexual abuse seem to have worsened our plight here.
Dinhidza has given all managerial and supervisor posts to his relatives and sons who do not even qualify to occupy those positions. That’s why we are saying he should go.
There is a lot of sexual abuse and victimization here. It’s hard to keep your job because there are too many conditions or else you lose your job.
If they fire you for you to come back they ask you to meet in town for talks so that they ask for sexual favours. We are tired of being used, Dinhidza should go.

Proper Mahachi, who is the former Lobels Biscuit workers union chair, and was reportedly fired for pushing for better working conditions, said:
<blockquote>
We were dismissed for knowing our right, we stood for the workers, and we were dismissed without any benefit and pay.
I was fired for engaging other stakeholders like the Gender Commission and the Zimbabwe Federations of Trade Union, because we knew our rights.
I am happy the workers have finally got tired of this abuse and they have stood for their rights.

Zimbabwe Federations of Trade Union (ZFTU) spokesperson Pardon Mangena who was present at the demonstration, said:
<blockquote>
We were approached by these workers raising a number of issues. One of the most outstanding issues was that of nepotism, where a whole CEO employs relatives and son, without even advertising the posts.
Promotions are just being done without following proper procedures and most of them do not qualify for those posts.
I am made to believe that since 2020 there has been a huge backlog of salaries and the employer is not forthcoming on the matter.
There are issues of sexual abuse where many women have raised alarm but nothing has been done to address the matter.
Surprisingly the Managing director has failed to investigate all these matters that have been raised here.
It’s sad that such a big company with over 600 workers can be run like a tuck shop.

Mangena also noted that the workers were not happy with the company’s decision to deduct 15 percent from their salaries following an armed robbery that took place.

Lobels Workers Stage Demo Over Alleged Sexual Harassment, Low Wages

More than 100 workers at Vubachikwe Mine in Gwanda, Matabeleland South Province, were arrested on Wednesday for staging a demonstration over unpaid salaries.
One of the workers who spoke to Pindula News on Tuesday on condition of anonymity said they have not been paid the USD component of their salaries for September and October.
Meanwhile, the Zimbabwe Lawyers for Human Rights (ZLHR) is representing 170 workers who were arrested today.
The workers are accused of failing to comply with the conditions which were set for the sanctioned demonstration. ZLHR said:
<blockquote>
In Gwanda, we are representing 170 Vubachikwe Mine employees, arrested today for allegedly participating in a protest against their employer for not paying their salaries for the past 2 months.
Our lawyers Jabulani Mhlanga and Prisca Dube have been advised by [Police] that the mine employees will be charged with public violence.
They are accused of failing to comply with the conditions which were set for the sanctioned demonstration.

On Monday last week, the wives of the mine workers picketed outside the mine premises to demand better treatment for their husbands.
The workers engaged Gwanda-based human rights watchdog, Coalition for Citizens Advocates (COCA), to assist them.
COCA secretary Wilbert Ndiweni visited the mine on Monday where workers aired their grievances. Ndiweni told <a href="https://www.newsday.co.zw/southerneye/local-news/article/200003157/vumbachikwe-workers-send-sos-over-salaries">NewsDay</a>:

In September they only got a local currency component of their salaries. Their salaries normally come in local and foreign currency (USD) in a 40 and 60% split.
Dozens of competent staff members are continuously put on forced leave and discriminatory tactics are used in stage-managed disciplinary procedures.
Demands for outstanding April and July backpay are falling on deaf ears. As we speak, the employees are not aware of when the October salary is coming.

The wives of the mine workers told COCA that they were failing to pay school fees, and medicals and afford decent meals because their husbands had not been paid.

170 Vubachikwe Mine Workers Arrested During Demonstration Over Unpaid Salaries

Chief Makoni recently led hundreds of his subjects to demonstrate against what they consider the annexation of their ancestral land by the Ministry of Local Government and Public Works.
The protestors blocked the Mutare-Harare Road in Rusape for nearly an hour as they sang Chimurenga songs in protest over the takeover of their land.
Chief Makoni, born Colgan Simbayi Gwasira; his wife, Redempter Gwasira; headmen, village heads and several other clansmen led the protestors on Wednesday last week.
The procession marched from Chief Makoni’s Court along Chingaira Street and went to Manda Avenue and then Chimurenga Street, which is part of the Mutare-Harare Highway, thereby blocking traffic.
Chief Makoni and his wife sat on the tarmac as they were circled by their singing subject and attempts by the police to disperse them were fruitless.
The demonstration was sparked by the publishing of a Government Gazette that showed that a huge chunk of Chief Makoni’s land was allocated to Chiefs Chiduku, Tandi, Chikore and Chipunza, reported <a href="https://www.manicapost.co.zw/chief-makoni-demonstrates-against-boundaries/">The Manica Post</a>.
Last month, Chiefs Chiduku and Tandi reportedly began moving into Chief Makoni territory and installing headmen and village heads, a development said to have angered Chief Makoni.
Speaking during an interview with The Manica Post, Chief Makoni said that a large part of his territory had been taken away from him. He said:

Three weeks ago a chief director in the Local Government ministry, Mr (Felix) Chikowo addressed rural district councils’ chief executive officers and said he had been sent by Local Government and Public Works Minister July Moyo to advise Makoni Rural District Council that the issue of boundaries had been settled. It was declared that he had given Chiefs Chiduku and Tandi our land.
All the southern parts of Makoni, including those under substantive headmen Masvosva, Bvekerwa, Mupambawahle, Rukweza, Nyamombe and all resettlements such as Romsely and Nyamapembere, are said to have been allocated to the two chiefs.
They also took our sacred mountains such as Chirimutsitu which the whites christened the Devil’s Pass after a lot of them perished during a war. They also took Mt Manda and the entire Rusape town.
To the west, they gave it to Chief Tandi, the entire Headlands have been allocated to Chief Chipunza and North East has been allocated to Chief Chikore. This means about 90 percent of the Makoni territory has been allocated to other chiefs.
We are now only left with Gandanzara, Chiendambuya north and Dowa. It is like South Africa losing its vast territory to countries like Swaziland and Lesotho, can you imagine that?
This issue started in 2017, but we challenged the move and the Government Gazette was withdrawn. 
Now Minister Moyo has escalated the matter to another level and we approached him raising our objection, but he told us that our Makoni District belongs to the Rozvi Dynasty.

In a statement, the Ministry of Local Government and Public Works said Chief Makoni approached the High Court appealing against a proclamation that was made in a Government Gazette that placed communities in Rusape resettlement under five Rusape chiefs after consultations as required by Section 29 of the Traditional Leaders’ Act.
The statement said the matter was thrown out by the High Court and Chief Makoni was supposed to appeal to the Supreme Court if he was not happy with the High Court ruling, rather than engaging in an illegal demonstration.
Secretary for Manicaland Provincial Affairs and Devolution, Edgars Seenza, said he was aware of the demonstration and was waiting for a detailed report from the Makoni District Development Coordinator which will be forwarded to the Ministry of Local Government and Public Works.
Zimbabwe Council of Chiefs, Manicaland Chapter chairman, Chief Makumbe condemned the demonstration. He said:

We were surprised to hear that Chief Makoni resorted to a demonstration to air his grievances. He took us to court over the issue and a ruling was made. 
If he was not happy with the outcome, he knows the proper channels to follow. By demonstrating, he was doing so against who and to get what? Did he exhaust all the prescribed channels to have his grievances heard?
We condemn such behaviour as it is uncultured. As traditional leaders, we should lead by example. It is unheard of for a traditional leader to lead his or her subjects to revolt against the Government. Disputes should be solved using laid down procedures and not taking the law into our own hands.
We should revisit the Traditional Leaders Act and incorporate the issue of disciplinary measures that will be meted on violators of the law and policies.

Chief Makoni Blocks Highway Protesting 'Annexation' Of His Land

Police have rejected an application by Gweru residents to stage a demonstration against the Gweru City Council on Monday.
The planned protest was organised by Gweru United Progressive Residents and Ratepayers Development Association (GUPRADA) and Gweru Residents and Ratepayers Association (GRRA).
It was set to take place at Gweru Town House from 11 AM to 1 PM.
The Zimbabwe Republic Police (ZRP) turned down the application on the grounds that the convenors failed to meet the requirements outlined in the Maintenance of Peace and Order Act (MOPA).
Part of a letter dated 12 October 2022, addressed to GUPRADA director David Chikore by the officer Commanding Gweru Police Urban District Superintendent Joshua Nyamadzawo reads in part:
<blockquote>
Reference is made to the notification dated September 11, which was received on October 11. This office regrets to advise you that your notification does not meet the requirements as outlined in Section 7.1(a), 7.2(f-h)b of MOPA Chapter 11;23.
You didn’t give adequate notice of seven days for the intended gathering. You failed to state conveners’ addresses and their deputies’ names, addresses and telephone numbers. You failed to indicate the number of participants.
You failed to indicate the number and names of marshals as well as how they’re distinguished.
You also failed to mention the manner in which the participants will be transported to and from the venue.

GRRA director Conilia Selipiwe told <a href="https://www.newsday.co.zw/local-news/article/200002007/police-block-gweru-residents-demo">NewsDay Weekender</a> that they had taken note of the letter and will make another application on Friday, 14 October 2022.

Police Block Gweru Residents' Demo, Cite MOPA Provisions

Chinhoyi residents on Friday picketed at Town House in protest over what they consider to be exorbitant United States dollar-denominated municipal services bills.
The peaceful protestors, who included leaders of residents and the ratepayers’ association, converged at Chinhoyi Municipality head offices where they waved placards, with one inscribed “Rebasing Is Illegal.”
Speaking to <a href="https://www.newzimbabwe.com/chinhoyi-residents-stage-protest-against-exorbitant-us-tariffs/">NewZimbabwe.com</a>, Chinhoyi Residents Association (CRA) chairman, Clifford Hlupeko, said the local authority’s property valuation process is flawed which has resulted in some commercial property owners getting bills as high as US$1 700, up from US$200. He said:

There are myriad challenges that we are facing, chief among them being exorbitant rates.
The bills have gone up by 500% which residents and the business community cannot afford to pay.
So we have come here to give notice to council demanding that they reduce the bills with immediate effect. The economy is subdued, who doesn’t know that?

Zimbabwe National Association of Residents Associations and Trusts (ZNAORT) Mashonaland West chairman, Liberty Chitiya, said the new billing system is illegal. Said Chitiya:

The whole process is fraught with illegalities. From the word go, rebasing was done on June 7 this year during a full council meeting, then given to residents as a notice on June 23, what were they doing?
They were tampering with our approved 2022 budget without consultations with stakeholders.
</blockquote>
Chitiya said the council should revert to the approved 2022 budget estimates, review performance and then propose a supplementary budget after consulting ratepayers.
The protestors also lamented deteriorating service delivery in Chinhoyi. They cited unavailability of clean running water, uncollected garbage and non-functional street lights among other issues that need to be addressed.

Chinhoyi Residents Protest Against "Exorbitant" US Dollar Rates

The relatives of the missing St Mathias Tsonzo High School student, Livingstone Sunhwa, were set to hold a demonstration at the school on Friday, 24 June.
Family spokesperson, Sylvia Paunganwa, told H-Metro that the demo was meant to raise their concerns about the whereabouts of the 19-year-old.
During the protest, the people will be searching the school premises for the missing teenager.
Livingstone was reportedly last seen on the night of 5 December 2021 under the custody of the headmaster, Maxwell Sambona. Said Sylvia:

We have decided to do this demonstration because we are not getting any sensible answers from the authorities, such as the school, the police and the Ministry of Primary and Secondary Education, since Livingstone went missing.
Hopefully, we are going to search the school and the surrounding areas, with the help of the police, and community.
And, if we don’t find him, we want the higher authorities to intervene in this case so that we can look for Livingstone effectively and lawfully. The demo will start at 8 am (today).
We need answers from the headmaster because Livingstone was a boarder, his home is in Dangamvura, Mutare.
He stayed at school and the headmaster is the last person he was seen with.

Livingstone was believed to have broken into the school’s tuck-shop with other unidentified pupils and stole biscuits, roasted corn (maputi) and Zap Nax chips, some of which were found stashed under his bed.
The teenager was arrested by the police who reportedly beat him up at the school’s assembly, took him to the station and later returned him to the school and handed him into his headmaster’s custody.
This was meant to allow him to write his Form Four final exams.
On 6 December, Livingstone could not be located as he was due to write one of his ZIMSEC papers.

Missing Student's Relatives Plan Demo At St Mathias High School

Forty (40) pupils from <a href="https://www.pindula.co.zw/Gokomere_High_School">Gokomere High School</a> were on Monday taken to Masvingo Central Police Station where they were detained before being released after the intervention of human rights lawyers.
Reports indicate that the pupils allegedly went on a rampage destroying the Dining Hall (DH) window panes and the school head Acquanos Mazhunga’s vehicle.
In a statement, the Zimbabwe Lawyers for Human Rights (ZLHR) confirmed that the pupils were released from police detention. ZLHR said:
<blockquote>
40 Gokomere College students who were taken from their school premises this morning have now been released following [ZLHR’s] intervention.
The [Officer-in-Charge] advised that if need be they will go after the “ring leaders”. The students were accused of staging a protest at school.

It is not yet clear what the students were protesting against but the incident comes barely a month after pupils at <a href="https://www.pindula.co.zw/Mashoko_Secondary_School">Mashoko Mission High School</a> Bikita District, went berserk and destroyed property including the head, Trynos Mbwirire’s vehicle, prompting the Zimbabwe Republic Police (ZRP) to deploy the Riot Unit to the school.
The irate pupils reportedly destroyed windowpanes at the classrooms and uprooted carrots from Mbwirire’s garden.
The pupils had several grievances, among them the school’s failure to supply electricity for the past seven days and the unavailability of running water for several weeks.

Police Detain 40 Gokomere High School Pupils

Zimbabwean Lawyers from different law firms staged a mini demonstration in Harare soon after Transform Zimbabwe (TZ) leader Jacob Ngarivhume was granted bail at the High Court, Wednesday.
The lawyers’ main objective was to highlight their concerns about how President Emmerson Mnangagwa’s government was abusing the Constitution and not respecting the rule of law.
They placed white flowers in the form of a wreath before a placard that was inscribed: “Respect our Constitution, Zimbabweans Lives matter”.
The demonstration followed the arrest and prolonged detention of several political and human rights activists.
The lawyers complained that the State was implementing justice in a politically motivated manner.
Hopewell Chin’ono, Jacob Ngarivhume and Godfrey Kurauone were detained for over a month and were denied bail several times.
Chin’ono and Ngarivhume were finally granted bail on Wednesday after spending the greater part of 43 days in leg irons at Chikurubi Maximum Security Prison.

Zimbabwean Lawyers Stage Demo At High Court

The High Court has issued a temporary stay of transfer for a police officer who was transferred by his superiors from Harare Metropolitan to Manicaland Province.
Constable Nashly Muyedzenga is one of over 100 police officers forced by their superiors to immediately transfer from their stations to remote areas on allegations that they failed to thwart a demonstration by the MDC Alliance last year.
In June this year, Muyedzenga filed an urgent application at the High Court challenging his transfer from Harare to Mutasa arguing that it was unlawful.
High Court judge Justice Paul Musithu ruled that the transfer should be deferred until current COVID-19 regulations are lifted. Justice Musithu’s order read:
<blockquote>The applicant’s transfer dated June 2020 be and is hereby stayed pending the determination of the appeal noted on June 9, 2020, and the transfer is hereby stayed until the end of COVID-19 regulations.</blockquote>
Muyedzenga approached the court after his appeal to have the transfer reconsidered by his superiors hit a brick wall.
In his founding affidavit, Muyedzenga said it was not feasible for him to transfer within the given timeframe considering that he is the primary caregiver of his two young children who are still in school as his wife was currently a student at a college in Masvingo.

Workers have given the <a href="https://www.pindula.co.zw/Zimbabwe_Congress_of_Trade_Unions" rel="noopener noreferrer" target="_blank">Zimbabwe Congress of Trade Unions (ZCTU)</a> the go-ahead to organise a set of sustained crippling actions to force the government to address the issue of the depreciating value of their salaries.
ZCTU president <a href="https://www.pindula.co.zw/Peter_Mutasa" rel="noopener noreferrer" target="_blank">Peter Mutasa</a> told NewZimbabwe.com on Wednesday that workers and community leaders in the southern region of the country had given the union permission to organise nationwide demonstrations. He said:
<blockquote>We received permission to organise a set of sustained crippling actions, which must not be ceased until government and business resolve the currency problems, which have seen the value of salaries depreciating at lighting speed.</blockquote>
Mutasa said the situation is no longer tenable as workers are enduring long hours in transport queues while they are earning paltry salaries.
ZCTU will also hold consultations in Masvingo, <a href="https://www.pindula.co.zw/Chinhoyi" rel="noopener noreferrer" target="_blank">Chinhoyi</a>, Gweru, Mutare and Harare to chart the way forward.

Workers Okay ZCTU's Planned Demonstrations

A Njube High School teacher who allegedly influenced pupils to march against an increase in school fees and teachers’ “poor remuneration” on Monday last week is still at large.
<a href="https://www.pindula.co.zw/Zimbabwe_Republic_Police" rel="noopener noreferrer" target="_blank">Zimbabwe Republic Police</a> national spokesperson Assistant Commissioner <a href="https://www.pindula.co.zw/Paul_Nyathi" rel="noopener noreferrer" target="_blank">Paul Nyathi</a> on Friday revealed that Brian Mutsiba, a biology teacher at the school has not yet been arrested. He said:
<blockquote>We have not arrested the teacher and investigations to locate him are still ongoing.</blockquote>
Mutsiba is reported to have inspired 153 pupils to march from their school located in Njube suburb, Bulawayo, in protest against the increase in school fees from $92 to $440 per term.
The group of pupils removed the national flag from the mast and waved it as they marched from the school premises to Siyephambili Drive before heading towards the city using Luveve Road.
They abandoned the march near Entumbane Complex after their headmaster ordered them to return to school.
Mutsiba faces charges of participating in a public gathering with intent to promote public violence, breach of peace, or bigotry and insulting the flag.

Police Yet To Locate Njube Demo Teacher

The <a href="https://www.pindula.co.zw/Zimbabwe_Republic_Police" rel="noopener noreferrer" target="_blank">Zimbabwe Republic Police (ZRP)</a> has refuted social media reports that there was a demonstration by police officers at the Support Unit Headquarters.
In a statement on Friday morning, the Police warned members of the public that those responsible for causing disharmony in the Police Service will have no one but themselves to blame if detected. The statement reads:
<blockquote>The ZRP dismisses social media articles especially on WhatsApp and twitter which are being attributed to COZWVA that there was a demonstration at Support Unit HQ by police officers. That is false.
Members of the public are warned against trying to cause division and disharmony in the Police Service. Those responsible will only have themselves to blame if detected.</blockquote>

ZRP Refutes Reports Of Demo By Police Officers At Support Unit HQ

The Zimbabwe Congress of Trade Unions (ZCTU) said that it’s members are free to take part in a demonstration planned for the 16th of August by the opposition MDC party.
The MDC early this week notified the police of its intention to stage protests over the government’s failure to arrest the ever deteriorating economic situation in the country.
Speaking to NewsDay about the planned demonstration, ZCTU secretary general, Japhet Moyo said:
<blockquote>If they are protesting about issues that we raised, I won’t be surprised that some of our members will be part of the demonstrations.
If they are talking about the same issues ZCTU has been talking about over the years, then I don’t see what will stop them from participating. Those who are interested will go and participate.</blockquote>
Moyo added that his organisation’s modus operandi differs from that of the MDC as the ZCTU uses stay aways at a pressure tool.
He said that since the ZCTU has members from both ZANU PF and the MDC, it will not tell its members to participate in the demonstration.

ZCTU Won't Tell Members Not To Participate In MDC Demo

A Bulawayo political activist, Josphat Mzaca Ngulube appeared before a Bulawayo magistrate on Friday facing charges of contravening the Public Order and Security Act (POSA).
Ngulube was arrested on Wednesday with two others for allegedly staging an unsanctioned demonstration.
The 34-year-old activist was granted $100 bail by magistrate Franklin Mkhwananzi.
The State prosecutor, Rufaro Mageza told the court that on July 13, Ngulube submitted a notice to the police seeking to demonstrate on July 17. However, the notice was rejected for having been submitted on short notice. Said Mageza:
<blockquote>The regulating authority noted the accused had not given the 7-day notice as required by the law. He was contacted and advised that the time of notice was not in compliance with the law and so the route which they were to use amongst others was not started in their notice.</blockquote>
Ngulube was on 15 July summoned by police to the regulating officer’s office for discussions concerning the planned demonstration and he refused, Mageza alleged. He added:
<blockquote>On July 17 at around 12 midday at corner 10th Ave and Fort Street near Pick and Pay, Ngulube went ahead and convened a public demonstration where members of the public amounting to about 30 people gathered.</blockquote>

Jailed Bulawayo Activist Freed On $100 Bail For Illegal Protest

Morgan ZINTEC College students yesterday demonstrated over being fined for late submission of assignments as well as the institution’s failure to provide condoms in rest rooms.
The students also allege they are being barred from attending lectures for being late. The students chanted slogans and displayed placards demanding the ouster of college principal, Tonderai Zenda.Students who spoke to HMetro also complained about the college’s diet. Some said the restrooms are filthy.
Addressing the students, Zenda said he will meet the financial committee and fix the food situation. He however said he will not tolerate late comers. Said Zenda:
<blockquote>I have heard your grievances and we have spoken to the kitchen staff and I’m certain that the problem is going to be fixed soon. I’m very sorry but I heard about the food situation yesterday and I promise to meet with the finance committee and discuss the issue. We are going to make sure that your diet will improve. For the issue of the school starting time, I have no regret and we will not tolerate late comers since education system respects time. A teacher is supposed to be on time always, therefore we are training you to be good teachers.</blockquote>

Morgan ZINTECH Students Demonstrate

Lectures resumed at the National University of Science and Technology (Nust) yesterday, with police saying they had released 58 students who had been arrested for staging a demonstration at the institution.
Speaking to The Chronicle, Nust director of marketing and communication Felix Moyo yesterday confirmed the resumption of lectures at the university. Said Moyo:
<blockquote>Lectures resumed today (yesterday). We sent a team to go and assess the situation. Students and lecturers are back in lecture rooms. In cases where students were few it could have been because they were not sure whether yesterday’s developments were going to continue today.</blockquote>
Bulawayo provincial police spokesperson Inspector Precious Simango said 58 students who were arrested were released after paying $5 fine each. Said Simango:
<blockquote>I can confirm that we arrested 58 Nust students on charges of conduct likely to provoke the breach of peace. The students had blocked the Bulawayo-Gwanda road, denying vehicles access to the route that is why police had to intervene. They were all released after paying $5 fine each.</blockquote>
However, Nust student representative council president Pablo Chimusoro, who was among those arrested, said 61 students were arrested. He also said 17 students were injured after police set dogs on the. The 17 were rushed to an emergency medical centre in Bulawayo for treatment.

NUST Students Released, Lectures Resume

Midlands State University (MSU) students staged a demonstration yesterday over the institution’s decision to bar some of them from writing end of semester examinations that start today because of fees arrears.
MSU security personnel were involved in running battles with the students who protested through song and dance outside the administration bloc, before they stormed Vice Chancellor Professor Victor Muzvidziwa’s office. Police was called in to contain the situation after some of the students turned violent. 
MSU public relations director Mrs Mirirai Mawere told The Herald that the demonstration was done by an insignificant number of students. She said the university has been lenient enough to allow students  who are paid up to last semester to write exams. Said Mrs Mawere:
<blockquote>The notices were a way of making students who have not been paying fees for some time to come up with a payment plan. We have over 20 000 students, but an insignificant number demonstrated over the decision. We have been lenient as an institution, taking cognisance of the prevailing economic situation and said those who are paid up to last semester can write exams. These are some of the lenient measures that any institution would put for students to make a commitment, but if you come tomorrow everything would be normal, students will be writing their exams.</blockquote>

MSU students stage demo after institution bars indebted students from writing exams

National University of Science and Technology (Nust)’s communications and marketing officer Mrs Lindiwe Nyoni confirmed that anti-riot police had to be called in after the institution’s students staged a demonstration. During the demonstration, students demanded to see Nust’s acting Vice Chancellor Professor Samson Sibanda.
The demonstration comes after the recent decision by students to engage lawyers to force Nust to account for $1,5 million in students’ medical aid fees. Said Nyoni:
<blockquote>The Students’ Representative Council (SRC) called a meeting this afternoon and the agenda of the meeting was students’ medical aid, the alleged misappropriation of students’ funds and levies by administration and students learning environment. They had raised these issues prior to this and management acknowledges having received their concerns but they are processes that need to be done before a response is given to the students.</blockquote>
