Finance, Economic Development, and Investment Promotion Deputy Minister David Mnangagwa said that the Zimbabwe Gold (ZWG) currency, commonly referred to as ZiG, is being gradually introduced into the market amid a shortage of cash in the economy.
In a recent interview with <a href="https://www.newsday.co.zw/thestandard/business/article/200029032/minister-confirms-structure-to-drip-feed-zwg-into-economy">NewsDay</a>, Mnangagwa said ZWG was being gradually introduced into the economy as the authorities carefully managed the money supply to protect the value of the local currency. Said Mnangagwa:

What is happening now that is different from what was happening during the ZWL$ era is that there is less velocity for our money.
Prior to that, you find that each time someone held local currency they would get rid of it in the next few minutes and within the next day because they were trying to hedge against inflation.
Right now, from the inception of ZiG [now ZWG], you will find out that when one gets ZiG they will hold on to it, because of the value that it has, which means that it is not going to circulate as much.
But with that said, the Reserve Bank and government will not be tempted to print more because we have a structure that constrains how much money supply can be there. So, in my view, it is a good thing.

Mnangagwa clarified that the central bank does not dictate how banks distribute cash, emphasizing that authorities have not issued directives to restrict the issuance of ZWG currency, including cash and coins. He said:

When you speak to the banks, they tell you that people are not withdrawing the notes and the coins.
When you speak to the people, they will tell you when you go to the bank, they are saying that we do not have so that creates a bit of a situation where we still need to investigate what is going on.
But, the Reserve Bank is not waiting while the market is being starved. They have taken active measures to do that.
On the issue that the central bank gave out an instruction for banks to limit giving out the ZWG cash and coins, there can be no merit to such speculation because it would be very difficult for such an order to be superintended over.

He said to address the shortage of ZWG cash, the central bank has introduced withdrawal spots in different cities through Homelink.
Economist Vince Musewe told NewsDay that the RBZ should ensure that there is enough ZWG in the economy as “cash is the energy to economic activity.” Said Musewe:

The bottom line is that there should be adequate liquidity in the market for people to either save or transact. Cash is the energy to economic activity.
If there is not enough ZWG out there it means that money supply is out of sync with demand and the responsibility of the RBZ is to manage that situation. The market has been drip-fed with the ZWG in fear of the parallel market.

The shortage of cash following the introduction of ZWG in April 2024 is significantly impacting daily business operations and consumer livelihoods.
This is particularly challenging as Zimbabwe’s economy is largely informal, where physical cash plays a crucial role in trade within this sector.

Mnangagwa Confirms Structure To "Drip Feed’ ZiG Into Economy

A fire broke out late Friday night at the residence of Deputy Minister of Finance, Economic Development and Investment Promotion, Kudakwashe David Mnangagwa, shortly before midnight, according to the Zimbabwe Republic Police (ZRP).
In a statement released on Saturday, ZRP spokesperson Commissioner Paul Nyathi confirmed the incident but did not provide any further details on the circumstances surrounding the fire. He said:

The Zimbabwe Republic Police confirms that investigations are currently underway in connection with a fire incident which occurred at the house of the Deputy Minister of Finance, Economic Development and Investment Promotion, Honourable Kudakwashe David Mnangagwa on 28 June 2024 at 11.30 PM.

The fire incident at the Deputy Minister’s residence comes on the heels of previous mysterious occurrences at his Borrowdale home, with the police still investigating and searching for clues on the potential perpetrators.
According to <a href="https://www.zimlive.com/fire-breaks-out-at-minister-mnangagwas-borrowdale-home/">ZimLive</a>, on June 23, around 10 PM, while Mnangagwa was watching television with his wife, they heard unusual noises coming from the ceiling of their home.
He called two police officers guarding his home who surveyed the house and the perimeter but saw nothing suspicious.
At about 11.50 PM that same night, Mnangagwa called the officers a second time and asked them to check the roof.
It is alleged that on the roof, officers found a bag loaded with some of the deputy minister’s possessions including torn documents, two Apple MacBook laptops and a MacBook iPad which appeared to have been deliberately damaged.
Mnangagwa reportedly informed the officers that his 9mm Beretta pistol with 15 live cartridges was missing, together with US$500 cash which was in the bag.
The intruder allegedly entered the kitchen, retrieved a loaf of bread from the kitchen unit and dumped it on the floor near the door.
The intruder then went to the garage and cut the driver’s headrest of Mnangagwa’s parked Land Rover Defender.
ZimLive reported that on June 24, police officers, including a canine unit, combed the property but there was no trace of the suspect and no evidence of any forced entry.
In the second incident, on June 25, an intruder whom police are dubbing the “ghost raider” left six cartridges – three outside Mnangagwa’s main bedroom door and three on the lawn outside his house.
Just after 7.30 AM on June 26, Mnangagwa’s eight-year-old son went to his parents’ bedroom and as he was about to knock on the door he saw a live cartridge lying on the floor and police were called.
Police located three cartridges within two meters of the door, and a further three on the lawn outside the property.
The repeated, undetected intrusions into the heavily guarded home of the Deputy Minister, even in the presence of potential CCTV surveillance, are perplexing.

Fire Breaks Out At Deputy Minister Mnangagwa's Residence, Police Say

The Zimbabwe Republic Police (ZRP) has launched an investigation into alleged criminal acts at the residence of Deputy Minister of Finance, Economic Development and Investment Promotion, David Kudakwashe Mnangagwa.
David Mnangagwa is the son of President Emmerson Mnangagwa.
In a statement issued this Friday, June 28th, ZRP spokesperson, Commissioner Paul Nyathi, said that further details will be made available as the investigations into the matter progress. He said:

The first breach reportedly took place on June 23 at around 10 PM when Mnangagwa, who was watching TV with his wife, called two police officers guarding his double-storey property on Camel Road after hearing unusual noises coming from the ceiling.

Police Probe Alleged Criminal Activity At David Mnangagwa's Residence

Deputy Minister of Finance, Economic Development, and Investment Promotion, David Kudakwashe Mnangagwa, has addressed growing concerns over the sudden surge in Zimbabwe’s exchange rate.
In a statement issued this Thursday, March 28, Mnangagwa said the delay in releasing the monetary policy statement (MPS) has fuelled anxiety and curiosity among citizens.
Mnangagwa said Zimbabweans who hold the local currency should avoid hedging against it to protect themselves from potential losses adding that the government remains committed to maintaining currency stability. Reads the statement:

We have been receiving enquiries about the surge in the exchange rate, which right now can be attributed to the anxiety and anticipation of the upcoming Monetary Policy Statement which is around the corner.
If I were to irresponsibly give unsolicited advice, I would urge Zimbabweans with their hard-earned ZWL not to hedge against it.
Government is committed to ensuring that there will be no loss of value through the introduction of currency stabilisation measures.

Examples of currency hedging include currency forward contracts, which are straightforward agreements to exchange a specific amount of one currency for another at a predetermined exchange rate on a future date.
Critics say the Zimbabwean economy is akin to an aeroplane on autopilot — nobody knows where it is headed or where it will land.
The southern African country is grappling with hyperinflation, currency instability, company closures, job losses, and power shortages, among a myriad of other challenges.

Govt Committed To Saving Zimbabwe Dollar, Says Kuda Mnangagwa

The United Zimbabwe Alliance led by <a href="https://www.pindula.co.zw/Elisabeth_Valerio/">Elisabeth Valerio</a> has condemned President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa/">Emmerson Mnangagwa</a>‘s appointments of his son David Kudakwase Mnangagwa and nephew Tongai Mafidi Mnangagwa exemplify dynastic succession and should not be tolerated in a democratic Zimbabwe. In a statement obtained by Pindula News, the party also said Mnangagwa’s cabinet essentially is a reshuffling of the same team that spearheaded the current economic meltdown. Read the statement:

The United Zimbabwe Alliance (UZA) has taken note of the new cabinet sworn in by President ED Mnangagwa on Tuesday. This follows the swearing-in of the President and the appointment of the two Vice Presidents.
President Mnangagwa’s new cabinet fails to meet the expectations of many Zimbabweans who are suffering from a collapsing economy and a moribund local currency. Prices of basic commodities have been on an upward trend, pushing many Zimbabweans, especially the underprivileged into abject poverty. UZA had hoped President Mnangagwa’s cabinet would show, at least, his concern and efforts to turn around the economy and the fortunes of the people of Zimbabwe, especially young people who bear the brunt of rising unemployment. Instead, the newly appointed cabinet falls short in a number of respects, the following in particular:
The President’s brazen display of nepotism by appointing his son David Kudakwashe Mnangagwa, as the Deputy Finance Minister and his nephew Tongai Mafidhi Mnangagwa as Deputy Minister of Tourism and Hospitality is synonymous with dynastic succession and should never be condoned in a democratic Zimbabwe.
President Mnangagwa’s cabinet essentially is a reshuffling of the same team that spearheaded the current economic meltdown. This will not move the nation forward. To achieve international standards, the President’s cabinet should be a platform that taps into the experiences of its appointed ministers. Experience, however, does not refer to the number of years one has spent in cabinet or to age.
President Mnangagwa missed an opportunity to refocus government towards sustainable development. Appointing new qualified minds would bring new solutions to the myriad of challenges Zimbabwe is facing. Where are the youth in President Mnangagwa’s cabinet? The old generation should allow Zimbabwe’s young people to chart the way forward for future generations.
More than one third of President Mnangagwa’s cabinet ministers are over 60 years old and most of them have been in cabinet for the better part of their political lives. While UZA respects the cadres who sacrificed their lives for an independent Zimbabwe, we do not believe that 43 years after independence the country should remain in war mode. It’s time for new blood.
Appointing 26 cabinet ministers and 10 provincial ministers in a country already burdened with economic malaise proves that either President Mnangagwa is out of touch with reality or has no regard for the voice of the people. UZA would have expected President Mnangagwa to trim the size of his cabinet. UZA favours a lean cabinet of under 15 ministers, which should include qualified and experienced individuals leading the various portfolios.
There is redundancy in President Mnangagwa’s cabinet. UZA questions what the role of the minister responsible for provincial affairs is. What is the role of the Skills Audit Ministry? Could it not have been a department within another ministry?
Women’s political participation and influence is a key factor in achieving gender parity. The gender regression in President Mnangagwa’s cabinet appears to disregard the National Development Strategy 1 (NDS1) which targets the integration of gender mainstreaming across all sectors building on government’s commitment towards the National Gender Policy, Gender Equality and Gender Responsive Budgeting Strategy.
President Mnangagwa’s cabinet ministers include only 6 women and 20 men. This contradicts past government pronouncements and stakeholder efforts to achieve gender balance in the governance of Zimbabwe. Women and girls constitute 52% of our country’s population yet they continue to be underrepresented across key sectors resulting in limited opportunities to influence policy and access economic and legal protections. Women are also highly impacted by cultural and patriarchal barriers.
As UZA, we call upon President Mnangagwa to urgently consider the following:
• Disband and combine redundant ministries to create a lean cabinet.
• Ensure 50/50 gender balance in appointments. We acknowledge the delicate and emotive exercise of striving to achieve gender balance and we expect meritocracy to be a criteria when working to establish gender equity.
• Withdraw appointment of ministers who are past their prime to pave way for accomplished young ministers who have the capacity to bring forward new innovative ideas.
• Invite CVs and publicly interview Zimbabweans for ministerial positions in the same way judges and commissioners are appointed.
• Include competent persons from opposition parties in cabinet ministerial positions. Zimbabwe belongs to us all!
The August 2023 elections did not meet the standards of a free and fair election and the SADC Principles Governing Democratic Elections. As UZA, we call upon President Mnangagwa to conduct a consultation process aimed at finding solutions to the country’s challenges, maintaining stability and unifying the nation post-election. This is not time to grandstand. Zimbabweans count on political leadership to create a conducive environment for sustainable development.
