The Crisis in Zimbabwe Coalition (CiZC) has called on the government to launch comprehensive investigations into all the cases of corruption and financial mismanagement highlighted in the Auditor General’s report for the Financial Year ended December 31, 2023.
In a statement, CiZC said that the AG’s report exposes a culture of impunity, a lack of accountability, and a blatant disregard for proper procedures by those occupying public offices. Reads the statement:

The Crisis in Zimbabwe Coalition is appalled by the damning revelations contained in the latest Auditor General’s report on the widespread corruption and financial mismanagement and calls on Zimbabweans to stand up to demand that those responsible be held accountable.
The latest report, which closely mirrors the previous ones by the AG, lays bare the culture of impunity, lack of accountability, and blatant disregard for proper procedures that have become the hallmark of governance in Zimbabwe.
The report exposes a disturbing pattern of corruption and abuse of public resources across these include:
<ul>
<li>Unfulfilled Contracts and Missing Assets,</li>
<li>Inflated Pricing and Suspicious Procurement,</li>
<li>Unaccounted Funds and Arrears,</li>
<li>Failure to Respond to Audit Findings</li>
</ul>
The government’s failure to address the financial rot has exacerbated the economic and humanitarian crises facing the country, leaving millions of Zimbabweans suffering.
The Crisis in Zimbabwe Coalition demands the following urgent actions:

<li>The government must launch comprehensive investigations into all the cases of corruption and financial mismanagement highlighted in the Auditor General’s report. Those responsible must be held accountable</li>
<li>The govt must urgently revamp its public financial management systems and procurement procedures to ensure transparency, competitive bidding, and effective oversight. All govt ministries and agencies must be required to promptly respond to audit findings and recommendations</li>
<li>Independent Oversight and Civil Society Participation: The govt must empower independent oversight bodies, such as the AG’s Office, and actively engage with civil society organizations to enhance transparency and public participation in the management of public resources.</li>

CSOs Urge Govt to Probe Corruption Detailed In Auditor General's Report

The Crisis in Zimbabwe Coalition (CiZC), a group made up of over 90 non-governmental organisations (NGOs), has urged law enforcement agencies to take action against anyone who steals from the state, regardless of their position in society.
In a statement, CiZC spokesperson Marvellous Kumalo said the capture of the State by criminals has reached”alarming” levels. Said Kumalo:
<blockquote>
The current events in our nation are alarming… We urge all Zimbabweans to stand up against the Chivayo mafia and all syndicates capturing the state. Our country is at risk, and soon we may be left with no country.
</blockquote>
Kumalo’s statement comes after Wicknell Chivayo and his business partners Moses Mpofu and Mike Chimombe turned against him and exposed a murky US$40 million Zimbabwe Electoral Commission (ZEC) deal.
The Zimbabwe Anti-Corruption Commission (ZACC) on Sunday said it was investigating the contract.
However, Kumalo claimed that the undue control over various branches of the government and the Executive by criminals was concerning. He said:

What Zimbabwe is currently facing under President Mnangagwa can be described as a form of criminal state capture by his associates who are involved in corrupt business with the president.
We urge law enforcement agencies to impartially hold accountable anyone who steals from the state, even if they claim to have the backing of the President. 
Scandals such as the ZEC and the Ministry of Local Government’s mishandling of fire-tender contracts cannot be overlooked.
</blockquote>
Better Brands company, owned by ZANU PF Member of Parliament, Scott Sakupwanya, was reportedly involved in the contract to supply election-related material to ZEC in the run-up to the 23 August 2023 general elections.
Kumalo said this jeopardises ZEC’s independence and its ability to oversee fair elections. He said:

The disarray witnessed with the delayed arrival of ballot papers and other election materials is evidence of the flawed tendering process and its inefficiencies.
It’s been confirmed that some suppliers provided materials to ZEC without going through a competitive tender process.
The August 2023 election had a budget of US$188 million. It did not have proper costing and worse, no transparent procurement process.

Kumalo said evidence has emerged that a server, which typically costs US$4 700 was purchased for US$1.2 million. He said:

This raises questions about the philosophy of ‘gutsa ruzhinji’ when a select few are looting state resources to buy cars.
The US$188 million misspent could have been used to secure grain for citizens affected by drought or purchase much-needed hospital equipment for public hospitals.
It’s deeply concerning when taxpayers are forced to travel to South Africa for cancer treatments and other complex surgeries due to the lack of proper facilities at home…
It is disheartening to see the links between the illicit ZEC funds and the turmoil in parliament. It’s especially troubling that a recipient of this money was able to enter Parliament as the uncontested representative of the Mabvuku-Tafara constituency.
This undermining of Parliament is damaging to our democracy, particularly if, as mentioned earlier, the executive, the legislature, and the judiciary all seem to be influenced by this aggressive criminal mafia.

Kumalo demanded the establishment of a Commission of Inquiry to thoroughly investigate state capture and the “ZEC-gate” scandal, adding that those found guilty should be punished.

Crisis In Zimbabwe Coalition Calls For A Commission Of Inquiry On State Capture

Dzikamai Bere, the Zimbabwe Human Rights Association (ZimRights) director, has said the Government introduced the ZiG currency without thoroughly consulting ordinary people thereby undermining the Constitution.
Speaking during an interview with the Crisis in Zimbabwe Coalition (CiZC), which shared the conversation with <a href="https://www.newsday.co.zw/local-news/article/200026682/zig-was-imposed-on-zimbos">NewsDay</a>, Bere said the government “ambushed” citizens with a new currency. He said:
<blockquote>
A new currency is not a tsunami. You know, as a government, that you are going to introduce a new currency on this day, so you should begin a process of consulting the stakeholders.
You bring the law to Parliament, to allow Parliament to debate the law. Because sovereignty resides in the people, you do not ambush people with a new currency.
This is why the Constitution starts with the phrase “we, the people”, and establishes what we call the sovereignty of the people.

The ZiG, short for Zimbabwe Gold, was launched on 05 April 2024 and replaced the Zimbabwean dollar, which had lost 80% of its value this year.
The ZiG is the ZANU PF-led government’s sixth attempt to have a functioning local currency. It is backed by 2.5 tonnes of gold and about $100 million in foreign currency reserves held by the central bank.
Banknotes and coins of the ZiG were released at the end of last month to the public but they remain scarce, making the buying and selling of small items difficult.

"ZiG Currency Was Imposed On Zimbabweans"

The Crisis in Zimbabwe Coalition (CiZC), which is a coalition of local civil society organisations, has written to Angolan president João Lourenço, who is the current Southern Africa Development Community (SADC) chairperson, seeking the regional body’s intervention “return” Zimbabwe “to majority rule”.
In a letter seen by <a href="https://www.newsday.co.zw/local-news/article/200017188/csos-turn-to-sadc-over-zim-polls">NewsDay</a>, dated 18 September 2023, CiZC chairperson Peter Mutasa appealed to Lourenço that SADC considers the election observer mission reports issued by various bodies critical of how the 2023 Zimbabwe Harmonised Elections were conducted. The letter read in part:

Sadly, as expressed by the various election observer mission reports including the SADC Elections Observer Mission (SEOM), the Zimbabwe Election Support Network and the African Union-COMESA Joint EOM (AU), the elections in Zimbabwe were not free, fair or credible.
In light of that, Your Excellency, we humbly request that your office diplomatically engage Harare to assist this country in returning to majority rule.
The current electoral coup is not good for Zimbabwe, the SADC and the African Union.
</blockquote>
Most of the election observer missions, including SEOM, reported that the elections did not meet regional and international standards for the holding of free, fair and credible polls.
Mutasa described President Emmerson Mnangagwa and ZANU PF’s win as an “electoral coup”. He wrote:

The SADC that you lead faces the task of pre-empting and hence stopping the scourge of military coups, by averting and stopping “electoral coups” in southern Africa.
Zimbabwe must be assisted by the region to cure the bane of contested elections and governmental legitimacy which is stalling her economic recovery and sustainable growth.
As a way ahead, Mr. President, we kindly ask your esteemed office to cause a SADC extraordinary summit to meet and receive reports from all parties including our present government and us, civil society.

Zimbabwe’s main opposition party, the Citizens Coalition for Change (CCC) rejected the election outcome and has been engaging SADC leaders to intervene and call for a fresh election.

Crisis in Zimbabwe Coalition Approaches SADC Chairman Over Disputed August Elections

The Crisis in Zimbabwe Coalition (CiZC) has criticised the Zimbabwe Electoral Commission (ZEC) for allegedly disregarding electoral laws by failing to avail ballot papers at some polling stations 48 hours before the election.
In a statement released at 4 PM on Wednesday, 23 August, CiZC demanded that ZEC address the nation, election observers and the world about the manner in which it has been handling the general elections.

The brazen disregard for electoral laws by the [Zimbabwe Electoral Commission] has put a fresh dent into the already discredited Zim election, and we call on ZEC to do the only available dignified thing, that is, to address the nation, observers and the world.
Firstly, ZEC failed to provide the voters’ roll and other voting materials to all polling stations 48 hours before the election as stated in the Electoral Act.
In most polling stations across the country, the voters’ roll, which should be pasted outside polling stations 48 hours before election day, was only available on the early morning of voting day.
As if that was not enough, the majority of polling stations in Harare and Bulawayo failed to open at 7 AM, the time stipulated by the law, and as at 4 PM dozens of polling stations were yet to commence voting.
Thirdly, the election management body has not been transparent enough. In its statement, Zec said the delays were a result of the high number of court challenges, which obstensibly delayed the printing of ballot papers.
Here are a few examples of constituencies where voting was yet to start as at 4pm: Glen View North, Warren Park, Westlea, Harare West and Budiriro South. In constituencies like Glen View South – where voting started pm – and Kuwadzana East, ZEC didn’t provide enough ballots.
ZEC only addressed this embarrassing delay through a lukewarm press statement. The statement, issued at 10 am confirmed that at that time, only 23 percent of polling stations in Harare, 85 percent in Manicaland and 75 percent in Bulawayo, had opened.
Secondly, Zec has remained complicit in denying Zimbabweans their chance to express themselves through the ballot by issuing a bungled voters’ roll. The Coalition has carried out an extensive survey and established that the number of voters turned away is unusually high.
In some cases, like the one in Binga South Constituency over 200 voters were turned away at Sianungu pry school Polling station after it was established that their names were appearing at another polling station at Sikomena, about 60 km away.
What is not adding up is that the ballot papers for Presidential and National Assembly candidates, where there were court challenges, were available, and the local authority ballots, where there were no court challenges, remained unavailable, resulting in the delays.
In addition, in some polling stations, Zec availed fewer ballot papers for local authorities, exposing the fact that ZEC could have been ill-prepared to run this election, or is simply acting to deny citizens their right to vote.
Such a situation adds to the trust deficit that Zec is already suffering after it has made a series of controversial decisions that seemed to favour the incumbent party.
As it stands, Zec is only confirming what the Crisis in Zimbabwe Coalition has stated in the run up elections; that the election management body is not independent and lacks the capacity to conduct elections and needs reform.
In light of this, we strongly call on Zec to realise that the last of its integrity is at stake, and the only source of salvation is it coming out to address the nation, acknowledge its failure, and come up with a clear plan to deal with the crisis it has created.
Failure to do that, the election management body would have indicted itself as the major impediment to free, fair and credible elections in Zimbabwe. We remain on call to all observers to take note of the events of today and make them an integral part of their reports.
We also stand in firm solidarity with like-minded organisations, like the [Zimbabwe Lawyers for Human Rights], which has taken legal action to compel Zec to deliver complete sets of ballot papers &amp; cause that voting commences in all polling stations.

Crisis In Zimbabwe Coalition Criticises ZEC Over "Brazen Disregard For Electoral Laws"

The Crisis in Zimbabwe Coalition (CiZC) has accused the Zimbabwe Congress of Trade Unions (ZCTU) of being captured by the State following the suspension of Obert Masaraure, the president of the Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ).
Masaraure was suspended recently for alleged misconduct and is also accused of leaking information from ZCTU deliberations of a 27 April 2023 meeting.
In a statement, CiZC said a small clique in the ZCTU leadership has been captured by the State as part of the post-coup government’s project to establish a one-party dictatorship. It said:
<blockquote>
The manoeuvres to capture the labour movement follow a similar pattern to what we have seen with the main opposition political party post-2017.
Indeed, it is no mistake and clearly, part of the broader scheme of the second republic under President Emmerson Mnangagwa to re-establish the one-party State project.
By allowing itself to be used in the second republic’s one-party State project, this small clique in the ZCTU leadership must be reminded that it will never have its cake and eat it.
And, indeed, the affiliate unions of the ZCTU have already shown that they will not take the victimisation of labour leaders lying down.

According to a report by <a href="https://thenewshawks.com/zctu-leaders-meet-president-amid-labour-capture-criticism/">The NewsHawks,</a> ZCTU has been accused by its affiliates of betraying the workers’ cause and hobnobbing with State officials.
During a trip to Geneva last month for an International Labour Organisation (ILO) meeting, ZCTU president Florence Taruvinga, and secretary-general Japhet Moyo flew out of Zimbabwe together with the government delegation led by Labour Minister Paul Mavima.
Zimbabwe Federation of Trade Unions secretary-general Kennias Shamuyarira was also in the delegation.
The ZCTU leaders flew business class and the trip was funded by the Zimbabwean government, raising speculation that Taruvinga and Moyo could have been compromised.
They informed ILO that Zimbabwe no longer had a bad human rights record, resulting in Zimbabwe being struck off the list of 24 countries with a terrible human rights and labour injustice record.

ZCTU Has Been Captured By The State, Says Crisis In Zimbabwe Coalition

Below is a statement by Crisis in Zimbabwe Coalition’s response to the brutal assault of human rights lawyer Obey Shava by unknown assailants in Harare on Wednesday evening.

Crisis in Zimbabwe Coalition stands in unwavering solidarity with the Zimbabwe Lawyers for Human Rights and the human rights fraternity in denouncing the recent brutal physical attack of human rights lawyer Obey Shava.
Obey Shava is an ardent advocate for justice and human rights in Zimbabwe. His unwavering commitment to defending the rights of those in need has made him a formidable force against systemic oppression and injustice. J
Just this week, he secured the acquittal of victims of abduction, opposition legislator Joana Mamombe and activist Cecelia Chimbiri.
We condemn the assault on Shava in the strongest terms. This attack not only undermines the fundamental principles of justice and human rights but also poses a threat to the safety and well-being of those working tirelessly within the legal fraternity to safeguard these ideals.
The deteriorating electoral environment in Zimbabwe, as the nation approaches the August 2023 elections, presents a huge threat to our collective pursuit of a democratic and rights-respecting society.
The recent assaults, arbitrary arrests, and threats faced by individuals affiliated with CCC exemplify the escalating repression faced by those daring to freely express themselves through the vote, itself a fundamental gain of our esteemed liberation struggle.
We continue to witness, sadly, an escalation of political violence perpetrated mostly by members of the ruling Zanu PF party; disruption and banning of opposition political activities as well as a complete public media blackout on other political organizations across the country.
These actions only serve to undermine the credibility and fairness of the upcoming elections, casting a dark shadow over the future of democracy in Zimbabwe.
In light of these distressing developments as this only further adds questions to the credibility of the 2023 election:
We further urgently urge SADC and AU to intervene and exert their influence to ensure that the government of Zimbabwe upholds the principles of human rights, democracy, and transparent elections.
We implore these regional and continental bodies to exert diplomatic pressure on Zimbabwe, urging the government to immediately cease all acts of violence, intimidation, and harassment against political opponents, human rights defenders, and legal practitioners like Obey Shava.
<div>The Coalition further recommends that SADC and the AU engage in dialogue with the government of Zimbabwe, emphasizing the critical need for free and fair elections that reflect the true will of the Zimbabwean people.</div>

Crisis In Zimbabwe Coalition Condemn "Brutal Physical Attack" Of Human Rights Lawyer

The Crisis in Zimbabwe Coalition (CiZC) has condemned the government’s decision to de-register 291 private voluntary organisations (PVOs).
Public Service, Labour and Social Welfare Minister Paul Mavima said the PVOs were deregistered for different reasons but mainly because of their failure to submit audited financial statements.
CiZC spokesperson Obert Masaraure said the development will result in job losses and this will have a negative impact on livelihoods. Masaraure said:
<blockquote>
This is quite an unfortunate development that will negatively impact the lives of ordinary citizens; especially given the fact that most of these organisations are working in the field of social welfare.
We also have to be alive of the negative economic impacts of this move and the fact that jobs will be lost, and again this will impact negatively on livelihoods.
Government should consider the welfare of the suffering masses before implementing decisions that impact on people’s welfare.
We would also like to highlight the fact that the push to amend the PVOs Act is a sure sign that the government is determined to close down operating space for civil society organisations.
Government is keen to instill fear into civil society organisations that are undertaking their genuine role of holding the government to account.
We implore the government to respect the work of civil society organisations and to recognise their huge contribution to the strengthening of democracy, good governance and economic prosperity.

Zimbabwe Human Rights NGO Forum executive director Musa Kika urged civil society organisations (CSOs) to comply with the requirements of the law to avoid being de-registered. He said:

Information gathered by NANGO regarding the motivation and reasons for deregistration is mainly failure to comply with the PVO Act (17:05) Section 5(e), which requires PVOs to submit annual returns (audited financial reports and annual narrative reports) of which failure to submit these for three consecutive years may result in your certificate being terminated.
We urge all our members not to panic. However, we encourage all PVOs to submit their returns annually as a compliance requirement in order to avoid any risk of being deregistered.

Crisis In Zimbabwe Coalition Denounces Govt's Decision To De-register 291 PVOs

The Crisis in Zimbabwe Coalition (CiZC) has called for credible electoral processes, including the delimitation of electoral boundaries, to ensure that the 2023 elections are free and fair.
Speaking during an election resource centre-hosted delimitation meeting in Harare on Saturday, CiZC spokesperson Obert Masaure claimed that the upcoming elections have already been rigged in favour of ZANU PF. He said:
<blockquote>
Are we going to sheepishly submit ourselves to an election when we know that these are flawed processes?
People are going to say no let’s rationalise and allow this process to go. Allow an election that has already been rigged?
We all know that everything is pointing toward rigging the elections. We have a State media which remains biased and a military factor as well.
Why are we participating? Are we doing it in the sense that we want development and democracy in Zimbabwe?
If we want democracy we have to say enough is enough and get to a point where citizens say away with this delimitation process.
We will go to an election when the voters roll and the State media is accessible to all players and when the military is no longer part of our politics.
These reforms are serious and must be done. We, therefore, submit that Zimbabwe isn’t ready for elections and we urge those who want to participate in the process to call for credible electoral processes.

2023 Elections Already Rigged - CiZC

Crisis in Zimbabwe Coalition (CiZC) has criticised the Zimbabwe Republic Police (ZRP) for allegedly doing nothing to stop suspected ZANU activists from disrupting a CCC Press conference in Harare on Tuesday.
There was heavy police presence outside the Media Centre in Harare where CCC was scheduled to address a press conference.
However, suspected ZANU PF members stormed into the conference room and allegedly stole CCC banners just before the press conference started and forced some CCC officials to escape through a back exit.
In a statement, CiZC accused police officers of ignoring the violence that was unfolding before them. Read the statement:

While [police officers] patrolled the entrance to Media Centre, where [CCC] was due to hold a press conference, suspected [ZANU PF] youths stormed the venue and violently kicked out the CCC officials who were yet to start their press conference.
What is clear is that [police officers] stood by and decided to pay a blind eye to the unfolding violence, a situation that unfortunately points to partisanship by the police. Police have not arrested [ZANU PF] members implicated in violence.
According to the Constitution, the police service is supposed to act in an impartial manner and in line with the dictates of the Zimbabwe Constitution.
The latest incident is not isolated. The State has continued to abuse state security agents and the judiciary for political purposes.
We implore the police to bring the perpetrators of today’s violent incident to account.

Crisis in Zimbabwe Coalition (CiZC) has expressed their disappointment in the manner in which the government responded to the COVID-19 pandemic and said the government has not tactifully responded to COVID-19 Newsday reports.
Describing the government’s response to COVID-19 as haphazard, CiZC regional coordinator Blessing Vava said;
<blockquote>It is disappointing to note that the government’s response to COVID-19 has been haphazard, with lots of misinformation while the out of sorts President Emmerson Mnangagwa has been running all over like a headless chicken. It seems there is no strategy and a clear roadmap, on how the nation is going to progress post lockdown.
The Health ministry has been reduced to giving statistics on the number of infections without adequately proffering practical solutions to curb the spread of COVID-19. Despite imposing a lockdown which has rather failed due to the socio-economic structure of our society, many Zimbabweans continue to be at risk as the struggle for economic survival is a daily reality. Over 70% of Zimbabweans are living in poverty. A lockdown that is not supported by a rigorous COVID-19 testing programme will unfortunately just be a tick-box exercise.</blockquote>

The Government’s Response To COVID-19 Has Been Haphazard - Crisis In Zimbabwe Coalition

The Crisis in Zimbabwe Coalition (CiZC) is deeply concerned about the deteriorating socio-economic conditions and closure of democratic space in Zimbabwe.
This media brief seeks to draw your attention to the socio-political and economic challenges currently facing the country.
We are worried about the political situation in our country and with an escalation of human rights violations and the collapse of the economy and resultant social service nets resulting in the millions of citizens seeking refuge in neighbouring countries and beyond.
Fresh cases of arbitrary arrests, unlawful detentions and abductions of unarmed civilians and civil society leaders are being reported.
Multiple threats and intimidation by government officials against trade unions, civil society leaders and ordinary Zimbabweans are continuing unabated.
To date, about 22 civil society leaders and human rights defenders and opposition leaders have been charged with subversion since the beginning of the year.
In August alone, police arrested over 80 citizens in Bulawayo, Chitungwiza and Harare on allegations of committing public violence.
In Harare, medical facilities have recorded more than 20 cases of people who were brutally assaulted by police including a journalist, Fani Mapfumo, who was covering a peaceful protest on the 16th of August 2019. The injured include women and children.
The democratic space continues to shrink and Zimbabwe with the banning of demonstrations in all major towns signalling a state of emergency.
The judiciary is now heavily compromised and is being systematically used to deny the people their fundamental rights as enshrined by Section 59 of the constitution and the expansive bill of rights in the Zimbabwean charter.
We fear that if the situation continues unchecked, there are greater chances of an escalation of social unrest and instability in Zimbabwe. This might result in regional instability as Zimbabweans seek food, shelter and refugee in neighbouring countries.
Consequently, this month, the government of Zimbabwe, through their mouthpiece the Herald newspaper on the 16th of August 2019 made sensational allegations that civil society leaders who were attending the SADC People’s Summit in Tanzania were planning to demonstrate against President Mnangagwa and were being trained to commit acts of banditry.
The state went on to publish over 20 names of civil society leaders that they claim were planning to smear the image of the country.
The allegations resulted in the detention and harassment of the activists upon their return to Zimbabwe. We view this move as calculated and desperate tactics by the government to instil fear amongst activists and the civil society in general.
Regionally, we participated at this year’s SADC Peoples Summit held at the National Museum in Tanzania from the 13th to the 18th of August 2019 and the summit urged SADC to ensure the continuation and deepening of the political reform processes in Zimbabwe, Malawi, Tanzania, Lesotho and Zambia in terms of human rights, democratization, constitutionalism, free and fair elections and protection of the rights of the citizens.
It is our view, therefore, that the political processes in Zimbabwe must seek to promote and consolidate democracy, peace and human security and we also maintain that resolving the current political crisis in the country is a pre-requisite for democracy and economic development.
Similarly, in May this year, Zimbabwean authorities arrested 7 civil society leaders upon their arrival from a meeting in the Maldives and charged them with subversion despite the absence of evidence that shows that they were trained in banditry.
Turning to the economy, there is a perpetual economic meltdown (resulting from the current political crisis) which has resulted in high levels of inflation and an increase in domestic debt which has compromised the government’s capacity for the provision of social services and social protection for ordinary citizens.
Zimbabwe’s economy is collapsing under the burden of a) grand corruption and b) the power of a military elite which is subverting constitutional processes.
The recent 76% cost of living adjustment offer to civil servants which will see the least-paid worker taking home $1 023 (less than USD100) per month is inadequate due to the high cost of living.
Equally, a majority of Zimbabweans are surviving on less than USD1 a day is impacting negatively on ordinary citizens and has the potential of fuelling more conflicts in Zimbabwe.
Thought the government through Statutory Instrument SI 142 of 2019 outlawed the use of multiple currencies, prices and cost of living remain benchmarked in foreign currency, hence the need to peg wages and earnings to the united states dollar.
The country is also facing an extreme drought with estimated figures of nearly 5.5 million people–a third of Zimbabwe’s population needing food assistance by 2020, according to a UNICEF report in June.
Going forward
Based on the above background, which should be understood in the context of the ongoing political and economic crisis bedevilling the country, we propose the following urgent interventions:
1) We reiterate our call for internal and inclusive stakeholders’ dialogue in Zimbabwe. It is our conviction that the dialogue process must involve all stakeholders and a national visioning process that has a civil society, government, political parties, business, religious groups and labour unions among other critical stakeholders on board.
As an import of the dialogue process should produce a clear timed roadmap to the demilitarization of civilian political processes and the restoration of normalcy by focusing on key political, economic and social reforms.
2) We urge regional and international blocs to promote and support efforts at arresting the economic downturn in Zimbabwe based on a clear reform roadmap and encourage Zimbabwe to adopt and implement pro-poor and inclusive economic policies.
Efforts at economic transformation, stabilization and growth should be aimed at achieving inclusive sustainable economic growth and development.
3) We urge the Government of Zimbabwe to stop the crackdown on human rights defenders, activists, media and the opposition, uphold and guarantee citizens’ rights as enshrined in the Zimbabwean Constitution and other regional and international human rights treaties and statutes.
The Global Political Agreement (GPA) issues guaranteed by SADC/AU remain at the centre of the crisis especially the constitutional reform process. Therefore, the full implementation of the country’s constitution is equally important in promoting democracy in Zimbabwe.
4) We urge SADC and the AU to decisively ACT by urgently and adequately intervening in the Zimbabwe situation. We are concerned that SADC is focusing on the non-event of the so-called sanctions when the country is in flames as the regional body is rendering itself irrelevant as it surely is not showing leadership on the political question in Zimbabwe.
Without addressing the political and legitimacy crisis, the socio-economic dislocations will send shock waves to the entire region.
5) Call upon the Zimbabwe, government to prioritize and prepare for humanitarian assistance programs for the millions facing starvation in Zimbabwe.

The Crisis in Zimbabwe Coalition (CiZC) has called for the inclusion of civil society organisations in dialogue over the crises affecting the country. This comes when President Emmerson Mnangagwa has invited all presidential candidates in the 2018 presidential election to a meeting at State House. CiZC said in a statement:
<blockquote>As an umbrella body of civil society organizations in Zimbabwe advocating for democratic governance and we reiterate our call for an inclusive process on the national dialogue that brings all stakeholders together beyond political boundaries.
In this regard, we hold the firm view that the national dialogue process must never be restricted to political parties but should rather bring on board a cross-section of stakeholders that include civil society, labour, women, youth, person living disabilities, farmers, media, students, the diaspora, religious groups and business among other critical stakeholders.
Restricting the dialogue process to political parties will only create a political pact that excludes the concerns of ordinary citizens. This therefore underlines the importance of an accepted by all stakeholders and guarantor at the African Union or United Nations level.
We further clarify that in our view the national dialogue that we continue to call for is not predicated on creating another version of a Global Political Agreement (GPA) or an elite power-sharing deal.
We reiterate that our envisaged national dialogue should be a reform process that seeks to safeguard the interest of citizens by restoring the Social Contract between the citizens and those that govern.</blockquote>

Crisis In Zimbabwe Coalition Calls For Inclusion Of CSOs In National Dialogue

State owned media reports that 6 Western nationals have been working with local non-governmental organisations led by Crisis Coalition in Zimbabwe (CCiZ) to force President Mnangagwa into a unity Government with opposition political parties or to set up a transitional authority.
The six foreigners allegedly convened a week-long workshop at a private lodge in Harare earlier this month where they came up with strategies to incite Zimbabweans to revolt against President Mnangagwa and the Zanu-PF Government. The workshop was reportedly coordinated by CCiZ chairperson Mr Rashid Mahiya and a committee member, Mr Pride Mukono, from December 3 to 7 under the theme: “The Crisis of Legitimacy in Zimbabwe.” When contacted for a comment, CCiZ spokesman Mr Tabani Moyo denied that there was such a meeting. State media quotes a source who attended the alleged meeting saying:
<blockquote>The six regime change strategists from the United States, Germany, Spain and Switzerland facilitated the workshop at which the NGOs were promised more funding “if they show maturity in organising their programmes as one entity.
