The Confederation of Zimbabwe Retailers (CZR) has warned the government against banning the existing multi-currency system and designating the Zimbabwe Gold (ZiG) as the exclusive legal tender to stabilise the rapidly depreciating local currency, reported <a href="https://www.newsday.co.zw/local-news/article/200033068/no-to-forced-de-dollarisation-retailers">NewsDay</a>.
On September 27, the Reserve Bank of Zimbabwe (RBZ) devalued the ZiG from 14.1 to 24.3 per United States dollar. 
In the wake of this devaluation, some economic analysts have urged the government to ban the use of the United States dollar and adopt the ZiG as the exclusive currency for trade.
However, in a report addressed to RBZ governor John Mushayavanhu on September 30, CZR president Denford Mutashu warned that enforced de-dollarisation could have “catastrophic consequences” for the economy. Said Mutashu:
<blockquote>
As the CZR, we strongly believe that any attempts to fully de-dollarise at this stage could have catastrophic consequences for both businesses and the broader economy.
A hasty transition will amplify current economic challenges rather than alleviate them.
</blockquote>
Mutashu warned that banning the US dollar for domestic transactions could lead to fuel shortages and severely impact the retail sector, along with other industries. He said:
<blockquote>
Any move to switch the currency of transaction, without adequate reserves and systems in place, will inevitably lead to scarcity, causing significant disruptions across all sectors.
The transportation industry, a critical player in the retail supply chain, would also be affected, driving up logistical costs and causing inflationary pressures.
With the current foreign currency exchange allocation system, there are already challenges in meeting the demands of industries for US dollars.
Full de-dollarisation would exacerbate these shortages as businesses will struggle to secure foreign currency to import essential goods and raw materials.
</blockquote>
Mutashu suggested that, for now, the government should permit the coexistence of both the US dollar and the ZiG to provide businesses and consumers with the flexibility necessary to adapt. He added:
<blockquote>
Gradually, as confidence in the local currency builds, the reliance on the US dollar can be reduced.
</blockquote>
In an interview with NewsDay, Economist Prosper Chitambara said de-dollarisation should be market-driven. He said:
<blockquote>
Well, my thinking is that the issue of de-dollarisation is a very sensitive matter and it is a matter that must be dealt with very circumspectly and also very cautiously.
It must not necessarily be a rushed exercise or a government-decreed exercise, but it must be an inclusive process that is based on a market-determined process that is tied to the attainment of certain key benchmarks around issues of production, issues of reserves, inflation and issues of informality.

Economist Vince Musewe warned that forcing a local currency will collapse the economy. He said:
<blockquote>
Zimbabweans prefer the US dollar and that is not about to change. Unless there is a drastic change in policymaking, the same problems will continue to be faced by us beyond 2030. Forcing a local currency will collapse the economy.

The ZiG, or Zimbabwe Gold, was launched in April 2024 and represents the country’s sixth attempt to establish a stable currency in the past 15 years.

But Mutashu showered Mnangagwa for his “groundbreaking initiatives” that supposedly ensured quality and affordable care. He added:

Mnangagwa's Leadership Has Been Exceptional, Says Denford Mutashu

The Confederation of Zimbabwe Retailers (CZR) is set to host a business summit next month with President Emmerson Mnangagwa to discuss various issues affecting all business players.
The country is currently experiencing a liquidity crunch, foreign currency shortages and unscheduled power cuts.
CZR president Denford Mutashu <a href="https://www.newsday.co.zw/business/article/200005703/business-to-engage-ed-over-operating-environment">told NewsDay Business</a> that the summit will host more than 1 000 delegates from the country’s 10 provinces, the SADC region as well as from India and China. Said Mutashu:
<blockquote>
This is an event which is being hosted by the Confederation of Zimbabwe Retailers. It will involve all business players, be it mining, manufacturing, retail or distribution.
It is an opportunity where the President will meet with the business community and engage on various issues, be it policy, challenges, suggestions and solutions to some of the challenges.
The platform is being created to ensure that business and government continue to dialogue even at the highest level.

Mutashu said it is important for the President to meet the business community once or twice every year so that he gets feedback about the business environment. He said:

Business To Engage Mnangagwa Over Operating Environment

The Confederation of Zimbabwe Retailers (CZR) says shop owners cannot be expected to sell their products in Zimbabwe dollars when they source the same products from manufacturers in foreign currency.
This follows reports that some wholesalers and retailers in Bulawayo and Harare are charging some basic grocery items strictly in foreign currency and refusing to take local currency.
The development is forcing consumers to go to the black market to secure foreign currency.
Speaking to The Sunday News, CZR president Denford Mutashu said the pricing of goods is determined by the currency that wholesalers and retailers use to source products from manufacturers. Said Mutashu:

We are in a multi-currency system and both the ZWL$ and the USD are official legal tender.
Retailers and wholesalers price goods and services according to the currency they use to source products from manufacturers.
Very few manufacturers and suppliers can release goods in local currency as a way of using their product to source forex and augment that which they get from the auction, which constitutes an average of 20 per cent to 40 per cent of their total requirement.
Instead of buying forex from the parallel market, businesses are using their products to source forex as a survival means.

Shops Defend Selling Goods Exclusively In Forex

The Government has been urged to review fuel taxes after the Zimbabwe Energy Regulatory Authority (ZERA) increased the prices of fuel twice in one week.
The fuel prices have gone up significantly on the global market since Russia launched a military invasion of Ukraine on 24 February, with Western powers responding by imposing economic sanctions on Moscow.
Dzivaresekwa MP Edwin Mushoriwa (MDC Alliance) implored the Government to reduce fuel taxes and levies to make the product affordable for citizens. Said Mushoriwa:

The various taxes and levies contribute approximately 30 per cent to the price of fuel so isn’t it possible to review them downwards?
</blockquote>
Tobacco Association Zimbabwe president, George Seremwe, warned that the recent fuel price hike will make tobacco farming less profitable. He said:
<blockquote>
As farmers, we are very much worried about the escalating prices of fuel which has been caused by the crisis in Ukraine and we think that is going to affect our profitability of tobacco production.
Fuel is one of our major inputs in the value chain. We need fuel for the transportation from the fields to sheds, and from floors to market we also use fuel.
We are very much worried about the charge from transporters, very soon because we will be transporting our tobacco, this will have an impact on our profits.

Govt Urged To Reduce Fuel Taxes And Levies

The Confederation of Zimbabwe Retailers (CZR) has called on monetary authorities to resolve the problem of multiple exchange rates.
The local currency is in the form of banknotes, mobile money and swipe and this has resulted in the emergence of multiple, albeit illegal, exchange rates. The official (auction) exchange rate is $88,5 (Zimbabwe dollars in their various forms) to the US dollar.
In June 2019, the Government reintroduced the Zimbabwe dollar as the sole legal tender but then allowed United States (US) dollar transactions last March.
CZR president Denford Mutashu argued that different exchange rates have resulted in some manufacturers and suppliers resorting to turning down payments in local currency. He said:
<blockquote>
It has come to our attention that there are four exchange rates one meets at goods and service procurement.
There is the auction exchange rate ($89: US1), Zimbabwe dollar (ZWL) Swipe to US$ ($180 to US$1), ZWL mobile money to US$ ($200: US$1), and ZWL cash to US$ ($165: US$1). We have also discovered that there is also a rate for Nostro USD.
This has created confusion on the market and extreme cases are when the supplier /manufacturer/tuck shop wholesale flatly refuses any other payment for goods and services except US dollar cash which comes with sweet discounts to entice the retailer or wholesaler.

He said the multiple exchange rates were causing confusion in the market, as formal retailers were struggling to compete with informal businesses that sell exclusively in US dollars.
He also said this was pushing more companies to demand US dollar payments and to seek hard currency on the parallel market.

Multiple Exchange Rates Killing Us - Retailers

Retailers have implored the government to review their business hours following the recent extension of the Level Four COVID-19 lockdown by a further two weeks.
Confederation of Zimbabwe Retailers (CZR) president Denford Mutashu said they are appealing for an extension of operating hours from the current 8:00 AM to 3:30 PM. Said Mutashu:

We strongly believe that this humble appeal will go a long way in alleviating the negative impact of the COVID-19 pandemic on business as costs have been on an unrelenting upward trajectory.
</blockquote>
Retailers have also appealed for the extension of the curfew time due to increased customer and vehicle congestion as working hours are coinciding with retail shops’ closing times.
Mutashu said this is resulting in transportation and access to food problems.

Retailers Appeal For Extension Of Business Hours

Confederation of Zimbabwe Retailers (CRZ) president, Denford Mutashu, has applauded President Emmerson Mnangagwa for tightening COVID-19 national lockdown measures.
In a statement, Mutashu implored business leaders and consumers to adhere to set protocols to ensure safety and prevent loss of life. He said:
<blockquote>The Confederation of Zimbabwe Retailers (CZR) applauds President Mnangagwa for announcing level 4 COVID-19 restrictions in order to curb a surge in new cases and deaths.
CZR urges business and the general public to strictly adhere to the measures. Let us all remain vigilant and save lives and livelihoods.
President Mnangagwa is on record saying it is better to save lives as the economy will be resuscitated in future.
The country is in a state of war against the invisible enemy, the COVID-19 pandemic and it is our collective responsibility to stop the spread of this respiratory disease. Together we can defeat COVID-19.</blockquote>
President Mnangagwa Tuesday announced a strict level four lockdown in which business hours have been reduced to between 8 am and 3.30 pm and the curfew hours extended to run from 6.30 pm to 6 am.
The restrictions, which took effect on Tuesday, will be in place for two weeks pending a review of the situation.
Mutashu recently issued a statement imploring Government to implement a national lockdown saying they had noticed a general surge of COVID-19 cases in most parts of the country.
He was, however, berated by the Tourism Business Council of Zimbabwe (TBCZ), which said a national lockdown would affect tourism recovery.

Retailers Welcome Stricter Lockdown Measures

Statement by the Confederation of Zimbabwe Retailers (CZR) president Denford Mutashu on national lockdown.

The Confederation of Zimbabwe Retailers (CZR) is calling on His Excellency President Dr Emmerson .D. Mnangagwa, The Hon Vice President &amp; Ministry of Health and Child Care General (Rtd) Dr CGN Chiwenga and Government to implement a National lockdown owing to the continued rise in Covid-19 statistics and the impending disastrous threat posed by the deadly Third Wave.
This comes after CZR has noticed a general complacency in most parts of the country which has seen a rise in lack of physical distancing, disregard to wearing of masks, as most people quickly put on their masks when approaching police officers only to take them off thereafter.
There is however a need for increased Zimbabwe Republic Police (ZRP) presence in most parts of the country mostly communities and major highways.
It is also critical to highlight that the general citizenry must remain vigilant and be alive to the deadly threat posed by the 3rd wave of Covid-19.
Law enforcement agencies should clamp down on illegal gatherings, illegal private house parties, close all Shabeens as well as enforcing minimum numbers for funerals.
Only essential services providers should remain operational during the proposed 30-day lockdown. Public transport operators should also carry 50% of their capacity.
As CZR we implore Government to revise lockdown offence penalties.
The business community should also reactivate its support towards resource mobilization as the country continue with its vaccination drive while the drive should be accelerated and spread out across the country so that that public vaccination is accelerated.
CZR, therefore, recommends an 8 pm to 6 am curfew and reduce operating hours to 8 am to 4 pm daily for essential services providers.
Companies should also submit a list of their essential employees to a command centre in their area of operations.

Zimbabwe Retailers' Statement Calling For 30-day National Lockdown {Full Text}

Business has noted the new foreign currency measures imposed by the government last week with trepidation as they could lead to price increases, lower economic activity and herald a return to the hyperinflation era of 2007/08.
Last week the government gazetted the new rules under Statutory Instrument (SI) 127 of 2021 seen as an attempt to arrest the runaway exchange rate on the parallel market and stabilise the local currency.
However, Denford Mutashu, the president of the Confederation of Zimbabwe Retailers (CZR) said SI 127 of 2021’s impact was akin to price controls and could lead to shortages. Said Mutashu:
<blockquote>The SI, which was released in the market like a bomb recently, is a case of the so-called cat thrown among the pigeons.
It has had the impact of shocking the market and destabilising the market as business woke up to its reality to their day-to-day business.
As business, there is a huge worry that it seems too close uncomfortably to price control.</blockquote>
Mutashu said the government should have consulted widely before announcing the policy as some retailers have hiked prices by 100 per cent in response to the new regulations. He said:
<blockquote>Shops had been full and prices had nearly stabilised and we are currently at a position that could see some price increases and those fears have been confirmed by the current trend of huge price increases in the region of between 50% and 100%.
I received messages from Manicaland (province), for example, and indications are that prices have been increased by shocking levels.</blockquote>
Economist and businessman Prosper Chitambara told NewsDay yesterday that the effects of the new regulations were already being felt by consumers as business was already increasing prices of goods and services. He said:
<blockquote>It means that consumers’ welfare will be eroded and they will be the victims as prices will go up.
There is now a need for government to go back to the drawing board and consult the private sector, and I think that dialogue at this time is very critical.</blockquote>

'New Forex Rules A Cat Thrown Among The Pigeons'

The country’s formal retail sector has lamented the damage posed by the informal sector which is selling cheap substitute goods to consumers resulting in the formal sector making loses, Sunday Mail reports.
This was revealed by CRZ President Denford Mutashu who said groceries smuggled into the country are sold at a very low price, formal retailers can’t match that price:
<blockquote>Formal traders are currently in a difficult situation as they have to contend with informal traders, who are selling commodities available in shops at very low prices and this practice has seen anyone wishing or thinking of being an informal trader just “waking up” to become one,
The (profit) margins for the sector have dropped. We used to put a margin of 10-15 percent, but have reduced to five percent and sales per square footage have also dropped. The average basket per shop has also reduced as the commodities are being offered outside.
Expenses remain constant as shops can’t lay off workers overnight with equipment having to be maintained despite sales being low. Salaries have to be paid despite prices going down</blockquote>

Formal Retailers Lament The Influx Of Cheap  Substitute Goods

The <a href="https://www.pindula.co.zw/Confederation_of_Zimbabwe_Retailers" rel="noopener noreferrer" target="_blank">Confederation of Zimbabwe Retailers (CZR)</a> said that some manufacturers withhold products to create shortages in order to push up their prices.
This was confirmed to Business Times by CZR president Denford Mutashu, who said they told President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa" rel="noopener noreferrer" target="_blank">Emmerson Mnangagwa</a> that manufacturers have a tendency to create artificial shortages on the market. Said Mutashu:
<blockquote>It is quite disturbing that selected suppliers are withholding products and this has been done mainly on products whose prices are negotiated with the government.
There are certain products like sugar, bread and cooking oil whose pricing is negotiated with the government. Therefore as you have observed, whenever there is a shortage of the product, when the product resurfaces, the price is usually higher.</blockquote>
Sugar, bread, cooking oil and mealie meal are some of the products which suddenly disappear from supermarket shelves and then reappear after prices have been steeply hiked.

Retailers Blame Suppliers For 'Price Madness'

Prices of goods and services have escalated over the past few weeks with most consumers unable to afford the bare basics.
The Chronicle reports that in Bulawayo, prices of some basic commodities have been increased by up to 100 per cent. The report says:
<blockquote>A two-litre bottle of cooking oil, which was selling at around $28, has increased to $35.
The price of a 10kg bag of mealie-meal has been increased from $27 to about $68 but most supermarkets do not have the mealie-meal.
The price of a loaf of bread has also gone up from $6,90 to $9 while that of 1kg of salt has gone up from $4 to $7.
The price of a 1kg packet of Cremora has gone up from $40 to $50 and that of a packet of 2kg rice has increased from $20 to $25.</blockquote>
The price increases have been attributed to the fall in the value of the Zimbabwe dollar on the formal interbank market, with retailers trying to keep pace. Confederation of Zimbabwe Retailers (CZR) president, Denford Mutashu had this to say:
<blockquote>While we remain positive and optimistic that the prices will stabilise, there is a need to provide all the required information.
Month-on-month and year-on-year inflation figures are important for planning purposes.</blockquote>
Mutashu said that there is a need to ensure uninterrupted power supplies to enable manufacturers to be productive rather than paying idle workers.
Some consumers have urged the government to control prices before the situation spirals out of control.

Prices Of Goods Hiked By Close To 100%

The Confederation of Zimbabwe Retailers has welcomed the government decision to provide manufacturers with foreign currency in a move meant to stabilise the prices of basic goods and services.
While addressing the media during a post-Cabinet meeting in Harare on Tuesday, Information Minister Monica Mutsvangwa said:
<blockquote>To alleviate the suffering of the majority of our people, Cabinet is putting in place mechanisms to ensure foreign currency is made available to the business community for the procurement of raw materials for the production process.</blockquote>
The government used to support bread and cooking oil manufactures with “cheap” foreign currency to import critical raw materials but discontinued it after the RBZ introduced the interbank foreign currency market in mid-February.
In an interview with The Herald, CZR president Denford Mutashu said:
<blockquote>I remember a lot of basic goods manufacturers used to get a lot of support (from Government) but right now, almost everyone is being directed to the interbank where sometimes foreign currency is not available.
So what it means is that we are leaving the supply of basic commodities to the vultures of market forces and the consumers will certainly become vulnerable (and) we believe that there can be a way that can be worked out to try and ensure that the suppliers and manufacturers of basic commodities are supported.</blockquote>

Retailers Welcome Govt Decision To Avail Forex For Manufacturers

The price hikes that have been experienced over the past few weeks have continued unabated with retailers trying to cushion their businesses against acute foreign currency shortages.
Some products that have their retail prices increased according to a Newsday survey include a two-litre bottle of cooking oil which is now selling at between $13 and $15, up from about $11 and two litres of Mazoe orange crush which increased from $8,50 to $13.
Confederation of Zimbabwe Retailers president Denford Mutashu told Newsday on Sunday that the increases stemmed from changing trading terms. Said Mutashu:
<blockquote>The increases are suffocating the consumers who are hapless under the current situation.
It is, however, a chicken and egg situation as suppliers have been increasing prices into the sector at a faster pace, citing rising costs.
Some suppliers are demanding payment in cash or United States dollars, which pushes sector players to the parallel market.
Trading terms have shifted drastically and more are on cash on delivery and moved from extended payment terms like a week (7 days), fortnight (14 days) and a month (30 days), citing changing operating environment anchored on one’s ability to source cheaper foreign currency.
The economy is dangerously dependent on the US$ availability in most sectors.</blockquote>
Zimbabwe Congress of Trade Union (ZCTU) president Peter Mutasa blamed the collusion between the government and businesses in pursuing a capitalist agenda for the hardships on workers.

Price Hikes Continue Unabated - Report

President Emmerson Mnangagwa has warned retailers and companies against what he called unjustified price increases.
Addressing the Zanu PF youth assembly at the party’s headquarters in the capital Harare on Wednesday, Mnangagwa said:
The government notes the present wanton, upsurge and ever-escalating unjustified increase in prices.
<blockquote>We urge compatriots in industry, business and commerce to desist from this inhumane trend which has brought untold suffering and misery to our people.
We cannot have the continued exploitation of our people by those who exhibit rent-seeking behaviour.</blockquote>
However, retailers argue that the rise in prices is linked to the recent hike in grain producer prices and the surging illegal foreign currency rates.
Confederation Retailers of Zimbabwe (CZR) board member Alois Burutsa said:
<blockquote>Basically, the suppliers are increasing their prices in relation to the movement of the foreign currency black market…even distributors who import finished products.</blockquote>
Confederation of Zimbabwe (CZI) president Sifelani Jabangwe said that retailers will not suffer is their pricing does not reflect the exchange rate. Said Jabangwe:
<blockquote>Instability is not good for all of us and business is concerned about the movement in prices… and the concerns are related to the past.
If the rate moves and you are pricing wrongly you actually then suffer from inadequate working capital. This is a genuine fear that is in business and we need to see how we can address this.</blockquote>

ED Fumes Over Price Hikes, Retailers Blame Exchange Rate

The president of the Confederation of Zimbabwe Retailers, Denford Mutashu, has attributed the reduction in retail volumes to the recent price increases against low incomes.
Mr. Mutashu lamented:
<blockquote>The volumes of products pushed by the sector have declined owing to low disposable incomes, as prices have shot up beyond the reach of ordinary citizens. Inflationary pressures have been mounting against stagnant or eroded incomes.</blockquote>
His observations echo findings of a survey that was conducted by the Consumer Council of Zimbabwe between March 22 and April 2. The survey divulged that all provinces recorded price increases.
Some have argued that official statistics from the government agency no longer represent the reality on the ground.
Price hikes have been linked, partly and importantly, to the scarcity of foreign currency in the market. The RTGS dollar that was introduced by the Zimbabwean central bank has been shedding value on a continual basis.

Price Increase Affected Retail Volumes - Statistics

Some businesses whose property was either looted or destroyed during the January protests ignited by an unprecedented fuel price hike have started to receive funds through Government’s Emergency Relief Loan Fund.
This was revealed by Confederation of Zimbabwe Retailers president Denford Mutashu, who said that the retailers are not accessing cash but receiving stock from manufacturers and wholesalers paid for by the government. Said Mutashu:
<blockquote>Retailers are not accessing cash but some have already started receiving stock from the manufacturers and wholesalers whom the Government is going to direct payment to.
The manufacturers and wholesalers are providing the stock to retailers and the amount varies depending on the losses from the January protests.
We, however, don’t have the actual statistics of the businesses that have accessed funding because most of the retailers have just started filling in forms since the application process has just begun.
We also need to reiterate that this is a loan facility and it is not money that is given for free but it will be paid back.</blockquote>
Shops mainly in high-density suburbs in both Harare and Bulawayo were looted during protests in January that were called for by trade unions in protets over the government’s failure to deal with a deepening economic crisis.

Govt Releases Funds For Shops Looted During ShutDownZim

Some major supermarkets in Harare have run out of basic foodstuffs. This was revealed in a survey carried out by Newsday over the weekend. Major retailers, Food World, OK and TM Pick n Pay in the central business district had run out of flour, mealie-meal and cooking oil, among others.
Confederation of Zimbabwe Retailers president Denford Mutashu said that the reason for the shortages is that most manufacturers could not distribute their products due to the shutdown. He said:
<blockquote>It’s a case of a supply gap because most manufacturers could not distribute their products due to the shutdown. The gap taken by the shutdown cannot be filled easily. We are hoping that the suppliers would deliver today. I am actually coming from a meeting with suppliers right now, and they assured us that they would supply.</blockquote>
Some retail shops have started rationing products that can be bought by customers at a time in order to prevent stock outs.

Major Retail Shops Run Out Of Basic Foodstuffs Due To Shutdown

The Confederation of Zimbabwe Retailers has bemoaned the smuggling of goods across the country’s borders which has negatively impacted their operations.
CZR president Denford Mutashu said that smuggling is rampant. The smuggled goods are then sold by informal traders who do not pay taxes thus giving them an unfair advantage over formal retailers.
While addressing delegates during the recent fourth edition of the CZR annual national retailers and wholesalers awards event, Mutashu said
<blockquote>Formal retail players are failing to cope with this level of informalisation, as traders sell smuggled goods on the streets and in front of retail shops, posing unjustified competition.
The situation is compounded by the fact that the operating costs of formal retailers have gone up significantly, with property owners now demanding their monthly rentals in foreign currency.
Fuel shortages have also significantly affected our logistics and the general increase in the prices by our suppliers has also weakened consumers’ spending power.</blockquote>
