The Zimbabwe Republic Police (ZRP) is implementing a strict no-mobile-phone policy for officers on duty, permitting cellphone usage only during breaks and lunch periods.
In a memorandum dated October 31, 2024, addressed to all stations in Masvingo Central District, the Officer Commanding expressed concern that, despite repeated directives prohibiting cellphone use while on duty, many commanders have failed to enforce this policy effectively. Reads the memo:

With immediate effect, no member is allowed to be in possession of a cellphone whilst on duty. Cellphones should only be used during break and lunch times.
Once a member is found with a cellphone whilst on duty, the Officer in- Charge of the said member will be put to task.
Upon commencement of duty, the Officer in-Charge should take possession of the cell phones and lock them in the safe or cabinet.
All stations standard operation procedures should contain a clause governing the use of cell phones whilst on duty and members should acknowledge having read and understood the SOPs.
</blockquote>
The directive may pose challenges for police officers if they are not provided with radios. Officers say they rely on their phones to call for backup, request ambulances at accident scenes, and coordinate transportation.

The <a href="https://www.pindula.co.zw/Zimbabwe_Republic_Police">Zimbabwe Republic Police (ZRP)</a> is seeking the relatives of a man who was allegedly killed by a mob on Monday for stealing two cell phones.
In a statement, police said the body of the deceased is currently at Norton Hospital. Reads the statement:

The ZRP is appealing for information which may assist to locate the relatives of a man identified as Tapiwa Moyo (40) who died on 11/07/22 in Norton after he was attacked by a mob for allegedly breaking into a house in Katanga before stealing two cellphones.

In a different case, ZRP Lupane Traffic arrested a pharmacist, Tafadzwa Mudyiwevhu (41) on the 12th of July 2022 for theft of 1 296 family planning pills at Victoria Falls Hospital. The pills were recovered stashed in a Harare-bound bus at a roadblock along Bulawayo- Victoria Falls Road at 120 km peg.

Cellphone Thief Dies After Being Assaulted By A Mob

The Morgan Zintec College principal has criticised school heads for being enemies of progress by barring students from using smartphones in schools.
Morgan Zintec College is a primary school teacher training institution located in Harare.
Dr Tonderai James Zendah was addressing school heads at the National Association of Secondary Heads (Nash) conference in Victoria Falls on Wednesday. He said:
<blockquote>We have a situation whereby pupils are searched when they board buses to go to school because we want to make sure they don’t carry smartphones.
We as headmasters brag to our colleagues about how strict we are on this issue not knowing that we are being enemies of progress.
Let us not stifle technology. I prefer we move a gear up and allow cell phones in school but probably those with specific software.</blockquote>
However, educators who are against the use of smartphones by pupils in schools believe that gadgets will distract children from learning as they will spend time on social media platforms.
In advanced countries such as France, under new rules introduced in 2018, pupils under the age of 15 are not allowed to bring smartphones to schools. A Busines Insider report says:
<blockquote>Monday is the first day that French schoolchildren under 15 cannot use their cellphones at any point during the school day, thanks to a new nationwide law.
The ban, passed in July following a campaign pledge made by French President Emmanuel Macron, will affect elementary and junior high schools across the country as they return from the summer break.
The new law, which went into effect on August 5, bans all types of cellphones, as well as tablets and smartwatches.
While a ban on cellphones during class hours was already in place since 2010, the new law extends to breaks and mealtimes.
Schools are free to choose themselves if they will implement the ban for students over 15. There are also some exceptions to the ban, such as for students with disabilities.</blockquote>
