President Emmerson Mnangagwa has re-assigned Sithembiso Nyoni from the Ministry of Industry and Commerce to head the Ministry of Environment, Climate and Wildlife.
Mangaliso Ndlovu, who was the Minister of Environment, Climate and Wildlife, is now the Minister of Industry and Commerce.
In a statement, the Chief Secretary to the President and Cabinet, Martin Rushwaya announced that the re-assignments are with immediate effect.
Rushwaya said the President did the reassignment in terms of Subsection 104 of the Constitution of Zimbabwe.
No reasons were given for the changes.

Mnangagwa Swaps Cabinet Ministers

ZANU PF director for information, Farai Marapira, defended President Emmerson Mnangagwa’s new Cabinet, saying it was chosen on merit.
Mnangagwa retained a significant number of Ministers from the previous cabinet and also appointed his son and brother’s son as Deputy Ministers.
Marapira said those who criticise the new Cabinet have a dinosaur spirit of extinction and will be put to shame when the ministers deliver on their mandate. <a href="https://businesstimes.co.zw/zanu-pf-tells-off-critics-after-criticism-of-cabinet/">Business Times</a> quoted Marapira as saying:

It is very unfortunate that we continue to be living in a time where the opposition in its dinosaur spirit of extinction still believes they can garner relevance from criticising ZANU PF.
The Cabinet of ZANU PF is wonderful and as the ruling party we have full confidence, that it has been chosen on meritocracy by the President and it will deliver the mandate just like the first Cabinet.
Allow me to remind you that the opposition said the same thing in 2018 but we have completed Gwayi-Shangani, we completed Hwange Unit 7 and 8 and they continue to say the same rhetoric.

Marapira said the opposition should focus on improving service delivery in Harare and Bulawayo rather than criticising ZANU PF. He said:

The opposition is busy trying to make itself a commentator when it is a fellow player in the rebuilding of this country. They need to realise their role.
The opposition is not on the terrace to watch the game played, they are on the ground playing. I urge the populace of Zimbabwe to take the opposition to task because they have been voted in to fulfill a mandate by the voters which is for service delivery in towns. The opposition needs to lose its infatuation with our party.
ZANU PF is infatuated with the people. We are there and desirous to deliver the needs of the people, our sole goal is to connect our people to a better tomorrow.

Binga North MP, Dubeko Prince Sibanda (CCC), said “There is nothing that is inspiring” about the new Cabinet. He added:

Yes, some can talk about regional balance but to be honest with you, our problems in this country go beyond regional balance.

New Cabinet Ministers Chosen On Merit - ZANU PF

Dr Masimba Mavaza, a political commentator, has said nothing stops President Emmerson Mnangagwa from appointing his relatives to the Cabinet.
His remarks come after Mnangagwa received criticism from some quarters for appointing his son Kudakwashe, and his brother’s son, Tongai, as Deputy Ministers.
Mnangagwa also recently conferred a Doctor of Philosophy in Law Honorary Degree on his wife, First Lady Auxillia Mnangagwa.
But in a column in <a href="https://www.herald.co.zw/ed-mnangagwa-has-nothing-to-apologise-for-even-if-he-appoints-his-qualified-relatives/">The Herald</a>, Mavaza said the President enjoys freedom in choosing his personal staff and Cabinet. He wrote:
<blockquote>
The President’s office is not an executive agency and that cannot stop him from hiring family as Cabinet and or State House staff – which would justify appointments of the Mnangagwa duo as deputy ministers.
In other words, while the President is chief executive, rules barring nepotism in an executive agency don’t count or relate to presidential appointments because the Cabinet and the State House are not agencies.
Basically, it’s the office of the President. So, other legal provisions that apply to hiring in government would undermine decisions made about Cabinet or State House staffing.
Such a statutory catchall gives President Mnangagwa broad leeway to hire just about anyone for his office and his Cabinet.
… The President should not apologise for appointing anyone into government, including his own relatives, as long as they are qualified and have the right credentials to occupy the office.
The argument from the different quarters saying President Mnangagwa was engaging in nepotism by appointing his trusted cadres is neither here nor there.
</blockquote>
Mavaza claimed that politics in India, which is dubbed “the world’s largest democracy”, have been dominated by political dynasties since the country gained independence from the British a few years after the end of World War Two. He said:
<blockquote>
In fact, in 2009, nearly a third of the country’s elected Members of Parliament had relatives who served in public office immediately before them or at the same time.
According to one survey, 46 percent of Indians said that they would prefer voting for a candidate who comes from a political family. They say he most probably has experience and will not be seeking to fill his pockets.
There are no explicit laws that say the President cannot appoint a relative to any official government post if they are qualified and trusted by the President.
In the event that a President’s relative is widely perceived to be the best qualified for a certain role, that appointment can be evaluated on the merits.
</blockquote>
Mavaza, however, said the appointment of family members to key government positions should be the exception, not the norm.

ED Has Nothing To Apologise For Even If He Appoints Qualified Relatives To Key Govt Posts - Dr Mavaza

President Emmerson Mnangagwa’s newly appointed Cabinet goes beyond nepotism and shows that he is a terrified man with no one but friends and family to trust.
This was said by a political commentator, Dr William Mpofu, after Mnangagwa, appointed his son, Kudakwashe David, as the Deputy Finance Minister as well as his nephew, Tongai, as the Deputy Tourism Minister.
Speaking to <a href="https://www.sabcnews.com/sabcnews/mnangagwas-newly-appointed-cabinet-beyond-nepotism-mpofu/">SABC News</a>, Mpofu said Mnangagwa has lost the support of some of his enablers and is now only left with close friends and relatives to appoint to the Cabinet. He said:

This is now a faction of a faction that has come to power, President Mnangagwa’s group keeps getting smaller and smaller.
There are many people who were his friends before, that are no longer friends, there are many people who were with him after the coup that are no longer with him.
Hence, he’s left with friends and family to appoint to the Cabinet- this is a terrified man who no longer trusts anyone, who is afraid of everybody, who knows that he’s not wanted.
He’s hated, he’s illegitimate. That’s why he’s willing to subvert the political will of Zimbabweans- it’s not out of power hunger, it’s out of fear.

Mnangagwa appointed his new cabinet following his re-election amid a disputed win by the opposition parties which claimed rigging.
Meanwhile, Mnangagwa retained several individuals from the previous cabinet, among them Mthuli Ncube (Finance and Investment Promotion), Kazembe Kazembe (Home Affairs and Cultural Heritage), Ziyambi Ziyambi (Justice Legal and Parliamentary Affairs) Anxious Masuka (Lands and Agriculture), Amon Murwira (Higher and Tertiary Education) Oppah Muchinguri-Kashiri (Defence and Security), and Frederick Shava (Foreign Affairs and International Trade).

Mnangagwa's New Cabinet Goes Beyond Nepotism, Says William Mpofu

National Assembly Speaker Jacob Mudenda on Thursday chided Cabinet Ministers who are failing to attend Parliament to respond to questions from legislators.
Just a few Cabinet Minister turned up during the question-and-answer session this week prompting Mudenda to say they were abusing their offices.
Mudenda confirmed receiving apologies from more than 10 ministers, including Vice President Constantino Chiwenga, who also happens to be the Health and Childcare Minister. Said Mudenda:

May I address myself to the leader of government business, there are ministers who are perennially now giving apologies and although it is their right to give apologies, that right should not be abused.
They have a responsibility to be in the House to answer questions from the Honourable Members, that is one observation.
The second observation is that where a full Cabinet minister is absent and there is a deputy minister, the deputy minister must be available at all times in terms of Section 107 (2) of the Constitution.
</blockquote>
Norton MP Temba Mliswa (Independent) said absentee ministers must be exposed so that voters are aware of those performing their duties and those who are not. Mliswa said:

So, I propose that there be a list of every minister’s attendance, where they would have asked for a leave of absence, be put there equally and the Members of Parliament so that the nation is able to understand who is working and who is not working.

The Question and Answer Session is a forum where Members of Parliament (MPs) can ask questions to Cabinet Ministers on matters of public interest.
The session takes place on Wednesdays when Parliament is in session and allows MPs to obtain information, seek clarification or express their concerns about government policies, programmes, or actions.
During the session, MPs submit written questions to the Speaker of the National Assembly, who then forwards them to the relevant Cabinet Minister for response.
The responses are usually given orally in Parliament and the MPs can follow up with supplementary questions to seek further clarity.
The Question and Answer session enables MPs to hold the government to account and ensure transparency and good governance.

Speaker Of Parliament Criticises Absentee Ministers

The Office of the President and Cabinet (OPC) has announced that two (2) ministers performed below target since last year when they signed performance contracts.
<a href="https://www.pindula.co.zw/Misheck_Sibanda">Misheck Sibanda</a>, the Chief Secretary to the President and Cabinet, announced that 19 out of 21 Cabinet Ministers were evaluated.
Of those, 2 Ministers excelled beyond expectation, 15 met their targets while 2 performed below target.

2 Ministers Performed Below Target - Mnangagwa

President Emmerson Mnangagwa is this week expected to reveal how Cabinet ministers, permanent secretaries and heads of Government agencies and departments performed under contracts they signed last year.
Mnangagwa will on Thursday announce the government officials’ performances last year when they sign this year’s contracts on the same day.
This year’s performance contracts signing ceremony would be broadcast live on national television on 16 March according to a statement released by the Office of the President and Cabinet (OPC). Part of the statement reads:

The Cabinet meeting which was as per custom due on Tuesday has been postponed to Thursday this week.
The Chief Secretary to the President and Cabinet, Dr Misheck Sibanda, announced the postponement on Monday without stating the reason.
The announcement was made when President Emmerson Mnangagwa and several Cabinet ministers are away on national duty in the United Arab Emirates (UAE) for the 5th Global Business Forum on Africa 2019.

Mnangagwa To Appoint Minister of State for Harare Metropolitan Province

Finance Minister Mthuli Ncube said Government has not yet authorised the purchase of new vehicles for ministers and Members of Parliament as part of its austerity measures to reduce expenses.
He said ministers and MPs are using cars borrowed from either parastatals or other government departments. Said Ncube:
<blockquote>Ministers are using borrowed cars either from parastatals or other government departments. This also applied to Members of Parliament. We’ve all said as ministers and MPs we should meet the people of Zimbabwe halfway and show that we sympathise with them as we go through this reform agenda. The situation will get better over time but for now things have to be the way they are. In terms of civil servants we did realise that the sharp increase in prices needed a response and we decided to cushion them between January and March.</blockquote>

Ministers Using Cars Borrowed From Parastatals Or Other Govt Departments- Mthuli Ncube

Finance Minister Mthuli Ncube said he will not purchase condition of service vehicles for all ministers, but will use the money to purchase a fleet of new ambulances for public health facilities.
Government has 21 Cabinet Ministers, 14 Deputy Ministers and nine Ministers of State. Cabinet Ministers were usually given an executive car and two off-road vehicles as part of their condition of service. Deputy Ministers were given an executive car and one off-roader. Ncube said this during a town hall meeting organised by Global Shapers Community Harare on Friday. Said Ncube:
<blockquote>By the way, our strategy for showing how we are using resources also shows in the way we are making savings. I have said to all the ministers, my colleagues and all the Members of Parliament, that we shouldn’t have these fancy cars. We have not authorised the purchase of a car for a minister in Zimbabwe. None! I have said to them, you know I need the money to buy ambulances, I need ambulances and that is what I am going to buy with the savings from the cars for the ministers; that is what I am going to do. So we are very serious about this austerity, about walking the talk, about meeting the people of Zimbabwe halfway, about using their 2 percent taxes properly. The 2 percent tax is not about paying to Caesar what belongs to Caesar, it’s about us giving back to the people what they contributed in the first place and covering the areas where we think we can create the right type of goods for everyone to benefit from.</blockquote>

Deputy Information minister Energy Mutodi told Daily News that the Land Rover Discovery vehicles given to Cabinet ministers were purchased before the July 30 polls.
Said Mutodi:
<blockquote>The vehicles you are referring to — that the ministers were given — are those that had not been allocated to anyone from the last Cabinet; so they have been there, parked. They are not newly-acquired as Treasury has made it clear that it will purchase new vehicles for ministers in the first quarter of 2019.</blockquote>

Land Rover Discovery Vehicles Given To Ministers Not New, Govt To Purchase New Vehicles In 2019- Mutodi

Presenting the 2019 national budget on Thursday in Parliament, Finance Minister Mthuli Ncube said Government will cut basic salaries by 5% as a means to reduce spending on employment costs.
He said the salary cut will be effected on all senior positions from Principal Directors, Permanent Secretaries and their equivalents up to Deputy Ministers, Ministers and the Presidium. The salary cut effective 1 January will also affect top officials at State Owned Enterprises. Said Ncube:
<blockquote>Mr Speaker Sir, it is critical that we reduce public spending on employment costs. As a first step, Government has decided that effective 1 January 2019, a 5% cut on basic salary, be effected for all senior positions from Principal Directors, Permanent Secretaries and their equivalents up to Deputy Ministers, Ministers and the Presidium. This is also extended to basic salaries of those in designated posts in State Owned Enterprises (CEOs, Executive Directors and equivalent grades), including Constitutional Commissions and grant aided institutions. A standardisation/alignment exercise in remuneration including benefits for Constitutional Commissions, will also be undertaken to remove inequity and disparities.</blockquote>

MDC MP for Mutare Central Innocent Gonese has asked President Emmerson Mnangagwa to regularise Home Affairs minister Cain Mathema’s appointment to avert a constitutional crisis as he now has more non-constituency MPs appointed as ministers, which is against the governance charter.
Gonese raised the issue in parliament and stated that the executive was improperly constituted owing to Mathema’s appointment.
Said Gonese:
<blockquote>The Constitution provides that the number of non-constituency MPs should not be more than five but we already have six including some who are in here now such as Amon Murwira (Higher and Tertiary Education) July Moyo (Local Government) against the national Constitution. Unlike the previous Constitution which gave the executive up to 90 days to regularise (the issue), the current Constitution does not, which means as it is until that is done, the executive is not properly constituted and the speaker (Jacob Mudenda) must make a ruling forthwith.</blockquote>

Regularize Mathema Appointment Gonese Tells Mnangagwa

President Emmerson Mnangagwa on Monday held his first cabinet meeting since being declared the winner of the July 30 elections. Here are the President’s remarks from his inaugural cabinet meeting,
<blockquote>OPENING REMARKS BY HIS EXCELLENCY THE PRESIDENT, COMRADE E.D. MNANGAGWA, TO THE INAUGURAL CABINET MEETING OF THE SECOND REPUBLIC 
HARARE, 17 SEPTEMBER, 2018.
I am pleased to welcome you all, to our first Cabinet Meeting under the Second Republic.
You should be aware of the mammoth task before us, that is, to lead the transformation process, on our trajectory to become a middle-income economy by 2030, characterised by job-rich economic growth, and a globally competitive society.
Since the advent of the New Dispensation on the 24th of November 2017, we adopted a new methodology of ensuring that Government Ministries and agencies, deliver quality services to the people, through the Integrated Results Based Management System, with its accompanying Rapid Results Approach. We also adopted the 100 — Day Programme cycle, as a new model of doing business to support our drive to attain Vision 2030. The 100-Day Programme cycle. helped us to accentuate the rapid and efficient implementation of priority projects. with an immediate impact on the livelihoods of our people.
Going forward, we should continue to apply the 100-Day cycles as a way of doing business in Government, supported by the monitoring of performance outcomes using the Executive Electronic Dashboard. This means that, at the click of a button, project performance tracking has been made easy across Cabinet. Ministries and parastatals. All Ministers, particularly new ones, should embrace the 100-Day Cycle as the norm of doing business in Cabinet.
In the coming week, while I will be away on international business at the 73rd Session of the United Nations General Assembly meeting, half-day workshops will be organised to enable all Ministers to adequately acquaint themselves with the essential components of the 100-Day Cycle, the Integrated Results Based Management System, the Rapid Results Approach, and the Executive Dashboard. A similar exercise will be conducted for Permanent Secretaries and other senior Government officials. 
Each portfolio Minister should now identify a minimum of five (5) quick-win and high impact projects in order that work on them, commences in earnest. Where appropriate, it is permissible to go beyond the five, subject to approval by Cabinet.
I expect members of my Government to speak with one voice. Our approach will entail four or five Ministers making presentations during the course of a Cabinet Meeting like this one until the 100-Day cycle ends. The decision taken by Cabinet will be communicated to the nation every Wednesday after we have met. Thus, the Minister of Information, Publicity and Broadcasting Services. will issue a press statement in the presence of the Chief Secretary, and the implementing Ministers. This will help entrench transparency, and a culture of responsiveness, as we seek to transform the quality of life of our people.
At this point, let us now turn to the business of the day. which we intend to dispense with quickly, in view of the business in Parliament tomorrow,

President Emmerson Mnangagwa has said that all cabinet decisions will be released to the public on Wednesdays following each cabinet meeting on Tuesday. However, this week’s meeting was held on Monday as the official opening of parliament will be taking place on Tuesday. 2. At that sitting, Government resolved to administer National Affairs in an open and transparent manner, consistent with His Excellency the President, Cde E.D. Mnangagwa’s commitment to servant leadership and to opening Zimbabwe for both local and international business and investment activities.
3. Against such a commitment, it follows that key decisions of Government must and should be placed in the public domain, preferably soonest, so as to allow different players to take or modify business decisions in harmony with the broad direction of Government policy.
4. Since this was an inaugural Cabinet sitting, Government’s focus was on pressing issues which either constitute running items of Cabinet, or which may have arisen soon before its sitting. Our expectation is that as we move into the future, our Briefings will gravitate more and more towards substantive policy issues related to new matters, and to the long-term management of national issues.
5. In terms of format, I, as the Minister of Information, Publicity and Broadcasting Services, and thus as Government Spokesperson, will chair these Briefing sessions whose import is to give pointers on policy decisions by Government. For every Briefing Session, I will have with me Ministers whose portfolios will have a bearing on anyone decision Government will have taken and meriting announcement to the Nation.
6. It is not for me to go into the meat of these decisions, something which you as the Media can always raise with the concerned Ministers. This means that by their very nature, these Briefings will only summarize decisions of Government thus providing critical leads on policies and programmes under execution.
7. You notice that I have with me the Chief Secretary to the President and Cabinet, Dr M.J.M. Sibanda. He will be a regular face during these weekly briefings to ensure close and accurate coordination between my Ministry and the Cabinet Office. 
8. As this is an inaugural Briefing, we will indulge you a little by allowing you to field questions both on the format of this new public communication tool, and on substantive matters, we shall share with you shortly.

President Mnangagwa will today swear in his newly appointed Cabinet of 20 members, 13 deputy ministers and nine provincial ministers. The swearing-in ceremony is scheduled to take place at 8AM at State House.
Mnangagwa’s new cabinet has been hailed by a section of Zimbabweans with War Veterans Secretary-General Victor Matemadanda urging people not to support the cabinet blindly.

New Ministers To Be Sworn In Today

Zanu-PF national spokesperson Ambassador Simon Khaya Moyo hailed President Mnangagwa’s new cabinet appointments.
Khaya Moyo said the cabinet was a mixture of experience and meritocracy. He also wished the new cabinet well. Said Khaya Moyo:

Zanu-PF Hails Mnangagwa's New Cabinet Appointments

Addressing former freedom fighters at the Zimbabwe National Liberation War Veterans’ Association Bulawayo offices yesterday, the association’s secretary general Victor Matemadanda praised President Mnangagwa’s new cabinet appointments.
Matemadanda urged war veterans to support Mnangagwa’s new ministers but said they must not do so blindly. Said Matemadanda:
<blockquote>Let us support our President, let’s support his ministers because some people are going to use you to complain about the people he appointed as ministers. Who thought that Kirsty Coventry would be appointed a Minister? Mthuli (Ncube) has been appointed. Let us support the President, let us support every initiative but I’m not saying we must do it blindly.</blockquote>

Let's Not Support Mnangagwa Blindly: War Veterans On New Cabinet

Former Minister of Home Affairs and Culture, Obert Mpofu has applauded <a href="https://news.pindula.co.zw/2018/09/07/full-list-of-president-emmerson-mnangagwas-post-election-cabinet-ministers/" rel="noopener" target="_blank">President Emmerson Mnangagwa’s cabinet</a> selections <a href="https://news.pindula.co.zw/2018/09/07/list-of-former-ministers-dropped-in-president-mnangagwas-new-cabinet/" rel="noopener" target="_blank">despite the fact that he was dropped</a>. Mpofu called on all his comrades to support Mnangagwa as he attempts to renew the party and government. Speaking to The Standard, Mpofu said,
<blockquote>Some of us have been in government for 23 years. It was high time for some of us to leave for young and energetic leaders. It is a programme of Zanu PF, which is not meant to disadvantage anyone. I am happy with the move. I went to the Senate and I am the party’s secretary for administration, what more do I want?
I am appealing to all my comrades to support the president in his quest to renew the party and government. I am excited about it and think this is the way to go. We have done our best, it’s high time we provided space to the president to renew the party and government.</blockquote>
However, former Minister of Finance, Patrick Chinamasa chose not to comment saying,
<blockquote>I cannot comment on those issues, you know it. If I want to talk about it some other time, I will publish a book.</blockquote>

I Am Happy With The Move, Had Been In Government For 23 Years: Obert Mpofu Speaks On Cabinet Axing

Press Statement on the Appointment of Cabinet Ministers
By Nkululeko Sibanda (Presidential Spokesperson) 08/09/2018 Zimbabwe is naturally endowed with beauty and brains. The Declared-President Mnangagwa cannot put lipstick on a pig and then declare it Miss Zimbabwe. An illegitimate President cannot put two fresh apples in a rotten basket and hope to produce clean basket. One wonders if ‘new-dispensation’ means that you can cook in a dirty pot and hope that using two cups of clean water will produce clean food. This cabinet suffers a lot of previous co-morbidities and dirty baggage.
The appointed of a couple of notable names is just but a cheap attempt to give gravitas to a weak president. President Mnangagwa’s inauguration ignited a catastrophic economic decline, like no other just after an election. A government is as strong as its leader and as economically capable as it is legitimate. Name bombing, by throwing into the basket Professor Ncube and Kirsty Coventry is an unsophisticated way of pampering a largely incontinent cabinet.
As Zimbabwe will already know President Mnangagwa has no respect for the constitution and the law but it is not anyone’s expectation that he would continue to subvert the law. His appointments are unconstitutional and against his stated objectives to implement devolution.
He has appointed ministers of state, who are unconstitutional in the first instance and a subversion of devolution. Provincial councils will have no role in circumstances where a province already has an executive minister. It is also a shame that the declared President has announced 43 ministers and deputies and lies that he appointed 20 ministers. Zimbabweans can see through the lie. Creating 20 ministries is not the same as appointing 20 ministers and this president knows that he is lying.
The appointment of a minister of local government is also a relic of an old habit that is unconstitutional. By creating local government and devolution the constitution intended to have people government their matters close to home. This ministry is no longer necessary and is intended to fight against devolution.
Notably this cabinet does not have sufficient representation of women, young people and war veterans, even by weak ZANU PF standards. We know that Zimbabweans know that any minister works as part of a cabinet. This means that it does not matter who is appointed into a weak government, led by an illegitimate president. A government is as strong as its weakest link and a raped election produced a raped economy.
The President Advocate Nelson Chamisa did set out, during his campaign and in his smart policy programme, a gold standard that this country could follow in the appointment of ministers, reducing them to no more than 15. This would guide his work in government. Owing it to the 2.6 million voters who delivered an electoral and numbers-based victory, Zimbabwe can expect that he is prepared to drive this economy forward. He has the right skills and the right teams to resuscitate this economy.

MDC Alliance leader Nelson Chamisa has commented on President Mnangagwa’s new cabinet appointments saying an illegitimate president cannot appoint a legitimate cabinet.
Without mentioning names, Chamisa also took a shot at Mnangagwa’s appointment of Olympic gold medal winner Kirsty Coventry and Mthuli Ncube which has been hailed as a good move by a section of Zimbabweans. In a tweet Chamisa said:

Two Fresh Apples Cannot Redeem A Rotten Basket: Chamisa Comments On ED's New Cabinet Appointments Kirsty And Mthuli Ncube

Speaking to NewZimbabwe.com, former Energy Minister and Renewal Democrats of Zimbabwe (RDZ) leader, Elton Mangoma said President Mnangagwa must appoint new permanent secretaries.
Mangoma’s comments come after Mnangagwa announced a 20 member cabinet which did not include Zanu-PF bigwigs such as Patrick Chinamasa and Obert Mpofu. Mangoma said the new ministers should be allowed to implement their ideas particularly new Finance Minister Mthuli Ncube. Said Mangoma:
<blockquote>This kind of reshuffle must be extended to the permanent secretaries in order for the incoming ministers to move in with new ideas. But the cabinet is definitely much better than I feared it could be. What is left is what philosophy they are going to use. Whether these people are allowed to have little room to manoeuvre, particularly to do with finance. The key issue that will drive the economy is how the currency issue is going to be dealt with, whether they will stop the printing of treasury bills and whether they will be able to live within a reasonable means and not continue to rely on treasury bills.</blockquote>

President Mnangagwa has announced a new 20 member cabinet. He also appointed Deputy Ministers and 10 Provincial Affairs Ministers. The appointments were made in terms of Section 104 (1) of the Constitution.The new cabinet ministers will be sworn-in on Monday 10 September at State House at 9am.
