The Supreme Court has rejected an appeal by aspiring independent candidate Ephias Mambume, seeking to overturn a previous High Court ruling that disqualified him from being a duly nominated candidate for the Ward 1 Victoria Falls Municipality by-election.
In a statement, ZEC Chief Elections Officer Utloile Silaigwana confirmed that the Supreme Court’s decision upholds the High Court’s 18 November 2024 judgment, which means Tonderai Mutasa of ZANU PF remains the duly elected councillor for the ward. Added Silaigwana:

The ruling disqualified the independent candidate’s nomination following an application which cited Mambume as a debtor owing the local authority in unpaid bills.
As a result of the Supreme Court decision, there will be no by-election in Ward 1 of Victoria Falls Municipality on 30 November 2024.
The other by-elections for Ward 38 of Makoni Rural District Council and Ward 10 of Bindura Rural District Council will go ahead on 30 November 2024 as scheduled.

Mambume had filed an appeal at the Supreme Court challenging the High Court’s decision to bar him from contesting the November 30 poll.
He claimed he was a victim of a “well-resourced corrupt cabal” within the local authority seeking to remove him to advance their interests.
The High Court disqualified Mambume following an electoral petition by Mutasa, who argued that Mambume was in default on water and rates payments exceeding US$17 000 for over 120 days, a violation of the Electoral Act.
This ruling automatically declared Mutasa the duly elected councillor for Ward 1, as he and Mambume were the only candidates.
However, Mambume, represented by Tanaka Law Chambers, challenged the ruling, arguing that the disqualification was orchestrated by “corrupt officials” in the Victoria Falls City Council.

Mutasa said Mambume didn't pay bills. There will be no new election now. Mambume said the council was corrupt. The court decided that Mutasa won the election properly. As a result, Mutasa remains the councilor.

Supreme Court Confirms ZANU PF's Tonderai Mutasa As Victoria Falls Ward 1 Councillor

Tonderai Mutasa of ZAN PF was sworn in as the councillor for Ward 1 in Victoria Falls on Thursday.
Former CCC councillor, Ephias Mambume, who had filed as an independent candidate, was disqualified from standing in the election after a legal challenge by Mutasa.
The challenge was based on Mambume, who was recalled by self-styled party leader Sengezo Tshabangu, having outstanding unpaid council bills for over 120 days, violating election eligibility requirements.
The disqualification was upheld by the Electoral Court, led by Justice Bongani Ndlovu of the Bulawayo High Court, who ruled on November 18.
The ruling left Mutasa as the only remaining candidate for the by-election, which was scheduled for November 30, as announced by the Zimbabwe Electoral Commission (ZEC). ZEC said in a public notice:

Consequently, the public is hereby notified… that since only one candidate has been duly nominated for Victoria Falls municipality Ward 1, being Mutasa Tonderai of ZANU PF party, he has been duly elected as the councillor with effect from November 18, 2024.

Mutasa took his oath of loyalty to the laws of Zimbabwe in the presence of town clerk Ronnie Dube.
Mambume, however, has vowed to challenge his disqualification at the Supreme Court.
The Electoral Court found that Mambume had failed to settle outstanding rates. Council records show that he owed ZiG 103,039 and US$7,127.50 on one stand and US$5,160 on another property.

Former CCC Councillor Disqualified From By-election Over Unpaid Bills

A Citizens Coalition for Change (CCC) rally scheduled for Sunday in Cowdray Park suburb, Bulawayo, has reportedly been cancelled to pave the way for a ZANU PF rally.
The CCC leader Nelson Chamisa was expected to grace the rally to drum up support for the party’s candidates in the 09 December by-election, but the rally will not happen today.
Instead, Vice President and ZANU PF second secretary Constantino Chiwenga will address party supporters in the suburb to drum up support for party candidates Arthur Mujeyi and Kidwell Mujuru.
Mujeyi is standing in for the national assembly while Mujuru is running for Ward Six council seat in next weekend’s by-elections.
The CCC rally was expected to be held at a popular meeting point known as “eboosteni”.
The opposition party had notified the police on 28 November 2023 as required under the MOPO Act and the rally was expected to take place from 12 noon to 2 PM.
Speaking to <a href="https://cite.org.zw/police-block-ccc-cowdray-park-rally-to-pave-way-for-zanu-pf/">CITE</a>, CCC National Assembly candidate Pashor Sibanda said on Saturday, the police notified them their rally had been cancelled to pave the way for ZANU PF’s rally. Said Sibanda:

The Police have cancelled our by-election rally which was scheduled for tomorrow (Sunday). They have cancelled because ZANU PF has also scheduled their rally at the same venue.

Contacted for comment by CITE, ZRP spokesperson, Assitant Commissioner Paul Nyathi said he was not aware of the scheduled rally. He said:

As far as we are concerned here, we are not aware of the so-called rally. As far as I am concerned, we don’t have any information at national level because these are the issues handled at local level or at district level and normally they are not obliged to inform us at national level when some of these things happen.

Meanwhile, Police in Masvingo have reportedly surrounded the venue for a CCC scheduled for this Sunday, despite granting the opposition party the green light to host the event just two days ago.
Armed anti-riot police officers were reportedly deployed outside Masvingo Car Park Grounds where recalled Ward 2 councillor and former Masvingo Mayor Shantiel Yeukai Chiwara was scheduled to hold her last by-election rally.

Police "Block" CCC Cowdray Park Rally To Allow ZANU PF To Hold Its Election Campaign

ZANU PF has won the Chinhoyi Municipality Ward 2 by-election, the Zimbabwe Electoral Commission (ZEC) has announced.
ZANU PF candidate Walter Mutevani garnered 564 votes against CCC candidate Hamilton Jonasi who polled 465 votes.
According to Elections Officer Shepherd Kawocha, there were 07 spoilt ballot papers, while the percentage poll was 39.2%.
The Ward seat fell vacant following the death of Patricia Chibaya (CCC), who had won her second term during 23 and 24 August harmonised polls after beating Mutevani.
In its coverage of the election, the Zimbabwe Election Support Network (ZESN) said:

Before the setting up of polling stations, voters’ rolls were displayed outside to enable the electorate to check their names, a good practice from the ZEC that serves to lessen the number of redirected and turned-away voters on polling day.
Both CCC and ZANU-PF deployed party agents comprehensively across the four polling stations in the Chinhoyi Municipality Ward 2 by-elections.
This allows the political party agents to track polling processes and make any informed interventions where necessary.

ZANU PF Wins Chinhoyi Municipality Ward 2 By-election

The Zimbabwe Human Rights Association (ZimRights) has condemned cases of politically motivated violence and intimidation of voters in the Gutu West constituency allegedly by ZANU PF Forever Associates Zimbabwe (FAZ) activists.
 The Gutu West by-election will be held on 11 November 2023 bringing the National Assembly of the 10th Parliament up to its full membership of 280 seats.
Elections in the constituency could not be held on 23 August following the death of one of the nominated candidates, Christopher Mutonhori Rwodzi.
In a Press statement issued this Tuesday, 07 November, ZimRights identified one Rashiel Bere from Ward 6 as one of the perpetrators of voter intimidation. Reads the statement:

The Zimbabwe Human Rights Association (ZimRights) notes with concern the rising cases of political intimidation and violence in Ward 41, Gutu West Constituency ahead of the national assembly by-elections scheduled for the 11th of November 2023.
ZimRights community human rights monitors have documented and reported an increase in this phenomenon. The alleged perpetrators are members of the ruling party (ZANU-PF) and its affiliates.
Political Intimidation is the use of threats, coercion, or attempts to intimidate for the purpose of interfering with the right of another person to vote or to vote for the person of their choice.
ZimRights community human rights monitors in Masvingo received allegations that ZANU-PF member, Rashiel Bere from Ward 6, Mukwasi primary school, also a member of the Forever Associates Zimbabwe (FAZ) organization is moving around with ZANU-PF aspiring candidates intimidating villagers and threatening to burn their houses if they vote for the opposition party.
This worrying trend threatens to derail citizens’ participation in democratic processes, resulting in voter apathy and anarchy.
Political intimidation poses a threat to democracy, human rights, social cohesion, and progress.
Rashiel Bere who is also allegedly selling out opposition party supporters in ward 41 Gutu West to the FAZ organisation advised all women and elderly people to act illiterate and not vote in the upcoming elections but submit their names to FAZ so that FAZ votes on their behalf.
In another case reported from the Chatsworth shopping center in Gutu, a CCC member was beaten by ZANU-PF supporters after he was seen wearing a CCC T-shirt.
The victim said one of the men who assaulted him is the young brother of ZANU-PF MP Candidate John Paradza, well known as (Boss Para).
This is a sad confirmation of the findings of the ZimRights 2022 State of Peace Report, which highlights that over 50% of Zimbabweans are living in fragile peace, fearing the elections.
It is against this background that ZimRights condemns, in strongest terms, the acts of political intimidation as it is in violation of citizens’ right to form, join, and participate in the activities of a political party and to make political choices freely as protected by Section 67 of the Constitution of Zimbabwe.

ZimRights Concerned Over Rise In Cases Of Political Violence In Gutu West

Vice President Kembo Mohadi reportedly collapsed while addressing a ZANU PF by-election campaign launch for the Gutu West constituency on Saturday.
Mohadi collapsed while on the podium during his address to ZANU PF supporters at Chivake Primary School in Gutu, Masvingo Province, reported The Standard [<a href="https://bulawayo24.com/index-id-news-sc-local-byo-236624.html">via Bulawayo24]</a>.
He was reportedly airlifted to an undisclosed medical facility for treatment.
The publication cited witnesses as saying Mohadi asked for water and then fell to the ground.
ZANU PF officials and security personnel rushed to assist the Vice President, carrying him to a nearby vehicle before his evacuation by air.
Security agents reportedly ordered journalists covering the event to delete all pictures of Mohadi’s collapse.
ZANU PF Secretary for Security Lovemore Matuke played down the incident, suggesting it was due to sugar diabetes.
The ZANU PF candidate for the Gutu West by-election, John Paradza, reassured the public that Vice President Mohadi was safe.
Mohadi was officially launching the campaign to drum up support for Paradza ahead of the by-election set for 11 November.
The Gutu West election could not be held on 23 August following the death of an independent candidate, Christopher Mutonhori Rwodzi, in a road traffic accident in June after nominations had closed.
Paradza, who is ZANU PF’s Deputy Secretary for Youth Affairs, was the sitting legislator for the constituency and won the ruling party primary election uncontested ahead of the August 2023 Harmonised Elections.

VP Mohadi Collapses At ZANU PF Rally

Voters in Gutu West will not be able to cast their votes on 23 August 2023 following the death of one of the candidates.
Independent candidate Christopher Mutonhori Rwodzi (53) for Gutu West died in a car accident a few days after successfully filing his nomination papers.
The other candidates for the constituency are CCC’s Ephraim Murudu and incumbent MP and ZANU PF national youth league deputy secretary John Paradza.
Zimbabwe Electoral Commission (ZEC) Masvingo Provincial Elections Officer Zex Pudurai told <a href="https://masvingomirror.com/zec-stops-gutu-west-election/">The Mirror</a> that under Section 50 of the Electoral Act, should a candidate die, the nomination process is declared void.
Pudurai explained that according to the Act, if a nomination officer is satisfied that a nominated candidate for election in that constituency dies, the election proceedings will be stopped and the Chief Elections Officer notified forthwith.
The President is expected to announce a date for the by-election soon after the general election and new aspiring candidates can also file their nomination papers.
Those who had already filed their nomination papers do not need to file new applications.

By-election For Gutu West Constituency

The MDC-T led by Douglas Mwonzora early this month reversed the recall of Victoria Falls Ward 8 Councillor Joseph Dzangai who it had mistakenly taken for a loyalist of CCC president Nelson Chamisa.
The Zimbabwe Electoral Commission (ZEC) had to cancel the by-election called to replace Dzangai. ZEC Chief Elections Officer Utloile Silaigwana wrote Friday:

This notice serves to advise the public that the Election Notice published by the Commission on 20 October 2022 on the occurrence of a vacancy in Ward 8 of Victoria Falls Municipality is hereby withdrawn.
This withdrawal follows a letter dated 3 November 2022 by the Town Clerk of Victoria Falls Municipality advising the Commission that the MDC-T had erroneously recalled the incumbent Councillor.

In October, Mwonzora issued recalls on MDC Alliance councillors in Binga, Gweru and Victoria Falls accusing them of being loyal to Chamisa.
MDC-T spokesperson Witness Dube on Friday told <a href="https://www.zimlive.com/2022/11/mwonzora-withdraws-recall-on-councillor-forces-scrapping-of-by-election/">ZimLive</a> that Councillor Dzangai “had been erroneously recalled because processes to determine his membership had not been completed”. He added:

The party has profusely apologised to him. Membership to the party is subject to our party constitution, and if he is expelled from the party because of violating his membership, he has to be recalled.
Put simply, our party constitution Article 5 provides for the expulsion of any member who ‘joins or supports’ another party while holding on to the party membership.
Party organs have to determine whether he has ‘joined’ or is ‘supported’ by another party.

MDC-T Withdraws Recall On Victoria Falls Ward 8 Councillor

CCC is confident of victory in the upcoming Matobo Ward 2 by-election after it snatched two council seats from ZANU PF in Bulilima last week.
The seat fell vacant following the death of ZANU PF councillor Tom Moyo.
The election will be held on 22 October, with CCC’s Sindiso Ngwenya up against Liberty Nyirongo of ZAPU and Frederick Siwela of ZANU PF.
In by-elections held in Bulilima on 3 September, CCC won two out of three seats in wards 1 and 16 which were previously held by ZANU PF.
In an interview with CITE’s <a href="https://cite.org.zw/author/senzeni/">Senzeni Ncube</a>, CCC candidate Nonhlanhla Mlotshwa said the same methods used in Bulilima will be employed as they approach the by-election. She said:

The same method that we used in Bulilima is the same method that we will continue to use, we will use those methods we won’t change anything.
[However], we saw some people being bused to polling stations, especially in ward 14 which was very sad and we saw that in Malalume, 10 per cent of the votes were assisted voters, some of those voters didn’t need assistance at all.
The euphoria is everywhere, from Bulilima coming to Matobo, everyone wants to win, and everyone wants change.
I strongly believe we are going to win, I think we are the only party out of these three parties that is fielding a woman, so it means it’s time for women and it’s time for change.

The commission fixed 22 October as the election day while the nomination court is scheduled to seat on the 20th of this month.

ZEC Announces Dates For Mutare Municipality Ward 18 By-election

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) on Saturday claimed that some teachers who had been recruited by the Zimbabwe Electoral Commission (ZEC) as polling officials for the by-election in Gokwe-Kabuyuni were chased away from their polling stations on Friday night.
Posting on Twitter this Saturday, ARTUZ said the fired polling agents claimed were accused of supporting CCC leader Nelson Chamisa. ARUZ said:

Some teachers in Gokwe who were recruited and trained as polling officials were chased away from their polling stations last night.
The teachers claim that they are accused of supporting Nelson Chamisa and his party CCC.
These teachers do not hold posts in the party and have never campaigned for them.

However, ZEC spokesperson Jasper Mangwana dismissed the report as false saying: “This is false. We have no reports on such an incident”.
Meanwhile, CCC and ZANU PF supporters clashed on Thursday in the constituency where Chamisa had a rally ahead of today’s polls.
Four private media journalists were brutally attacked and left severely injured by suspected ZANU PF members.
The Gokwe-Kabuyuni seat fell vacant following the death of legislator <a href="https://www.pindula.co.zw/Leonard_Chikomba">Leonard Chikomba</a> (ZANU PF).
Chikomba died in a road accident on 28 May 2022 near Chitekete Business Centre.
CCC was represented by Costin Muguti and ZANU PF by Spencer Tshuma in the by-election held on 27 August 2022.

Teachers Chased Away From Polling Stations In Gokwe-Kabuyuni - ARTUZ

ZANU PF has expressed fears that Gokwe-Nembudziya legislator Justice Mayor Wadyajena’s US$5.8 million fraud charge may cost the ruling party in a by-election that is being held this Saturday in Gokwe-Kabuyuni.
The Gokwe-Kabuyuni seat fell vacant after the death of ZANU PF legislator Leonard Chikomba in a car accident in Chitekete early this year.
The by-election is a two-horse race pitting ZANU PF’s Spencer Tshuma (42) and former MDC MP for the constituency Costin Muguti (52), who is running on a CCC ticket.
Addressing a Press conference in Harare on Friday, ZANU PF spokesperson Christopher Mutsvangwa indirectly mentioned the Wadyajena saga as a possible stumbling block. He said:

… always accepting some of the shortcomings and correcting them like what’s happening now in Cottco is what the government is working on and it has a bearing on voters, especially in that area.
We need Cottco to be properly run as a business entity so that people who farm are paid in time and their money doesn’t depreciate.
Our teams are busy on the ground. The politburo appealed to the people in Gokwe to campaign and vote quietly.
We want the people of Kabuyuni to vote peacefully and decide who they want to represent them.

Wadyajena faces fraud and money-laundering charges involving US$5.8 million.
He is charged alongside his alleged accomplices, namely Cotton Company of Zimbabwe (COTTCO) managing director Pious Manamike, marketing manager Maxmore Njanji, Fortunate Molai also of Cottco and Chiedza Danha, director for Pierpont Moncroix Mauritius.
They were granted $200 000 bail each last week and remanded to 8 September 2022.

ZANU PF Fears Wadyajena COTTCO Fraud Case May Cost Votes In Kabuyuni

The ZANU PF candidate for Gokwe-Kabuyuni, Spencer Tshuma, is confident of winning the seat in the by-election set to be held on 27 August.
Tshuma (42), who garnered 4 335 votes in the ZANU PF primary elections beating three other candidates whose combined votes were 4 246, will face CCC’s Costin Muguti (52) who held the seat between 2008 and 2013. Said Tshuma:

I am going to win that election resoundingly and I am going to break the record. The 27 August election is going to be a win for Zanu-PF and the response from the people so far points to that.
I discovered that Gokwe is still lagging behind in terms of infrastructure development and this is how I decided to represent it under my party, ZANU PF.
I will use the resources that I have to develop Gokwe and that will also be done as a way of giving back to the community that I come from.
As the President always says, Nyika inovakwa nevene vayo, I can also say Kabuyuni inovakwa nevene vayo which I am also part of.
Right now, as I am speaking, my machines are on the ground constructing dams to preserve water for the Kabuyuni people and I didn’t remove them because I won a primary election.
We are now finishing the third dam. We are targeting streams which are losing water without any form of production achieved.
Gokwe is a farming area and that water has to be preserved for livestock production and garden projects for our rural women.

The seat fell vacant following the death of Leonard Chikomba (ZANU PF) in a road accident in May.
The accident occurred about 20km away from Chikomba’s home along the Gokwe-Chitekete highway.

ZANU PF Candidate Confident Of Victory In Gokwe Kabuyuni By-election

The Citizens Coalition for Change (CCC) has claimed victory in two by-elections conducted on Saturday in Chipinge and Kariba.
The Zimbabwe Electoral Commission (ZEC) on Saturday conducted by-elections in Ward 16 under Chipinge Rural District Council (RDC) and in Kariba’s Ward 5.
ZEC has not yet officially announced the results for the two by-elections.
Posting on their Twitter page, CCC <a href="https://twitter.com/CCCZimbabwe/status/1551069773840121856?s=20&amp;t=zPnppho5SDkAb6E7k-FvEg">said</a> their candidate in Chipinge Ward 16 garnered 1 291 votes, while the ZANU PF candidate won 1 205 votes.

CCC's Victory In Chipinge, Kariba By-elections A Sign Of What's To Come - Mahere

The Zimbabwe Electoral Commission (ZEC) has refuted reports claiming that voters in the by-election in Ward 16 of Chipinge Rural District Council were being asked to take pictures of their marked ballots at polling stations.
In a statement on Saturday evening, ZEC Chief Elections Officer Utloile Silaigwana said the presiding officers are aware of the law and will ensure the secrecy of the ballot. Reads the statement:

The Zimbabwe Electoral Commission would like to inform the public that allegations of voters being forced to take pictures of their marked ballots at polling stations in ward 16 of Chipinge Rural District Council are false.
The presiding officers are very much aware of the provisions of the law in that regard.
Section 57 of the Electoral Act (c)(i) clearly states that the ballot must be marked secretly while Section 4(d) of the Fourth Schedule states that it is prohibited to reveal the identity of the candidate voted for.
Section 25 of the Electoral Regulations of 2005 further state that no person shall within a polling station take any photographs while polling is in progress except with the permission of the constituency elections officer or take any photograph of any person within a polling booth.
These regulations are meant to protect the secrecy of the ballot.

ZEC Refutes Chipinge By-election Rigging Allegations

ZANU PF members in Kariba District on Thursday disrupted learning at Mahombekombe Primary School in the district after they held a political rally at the school.
The rally was staged for ZANU PF Kariba Ward 5 candidate, Kudakwashe Mafusire ahead of this weekend’s by-election.
Pupils and Mahombekombe residents were made to sit in the blazing sun while ZANU PF officials “sold” their candidate and also donated a handful of textbooks.
ZANU PF sent high-ranking officials to the rally, among them, Mashonaland West Provincial Affairs minister and ZANU PF provincial chairman, Mary Mliswa-Chikoka, and Politburo member, Ziyambi Ziyambi, as well as senior war veterans and Youth League members.
Meanwhile, the country’s third-largest political party after ZANU PF and MDC Alliance, the Citizens Coalition for Change (CCC) accused the ruling party of vote-buying.
CCC interim provincial spokesperson, Blessing Mandava, told NewZimbabwe.com that ZANU PF has been promised US$20 cash for those who vote for the ruling party. Said Mandava:

ZANU PF Disrupts Classes At Kariba School

ZANU PF’s Spencer Tshuma and Costin Muguti of CCC will contest the Gokwe-Kabuyuni constituency by-election after they successfully filed papers when the Nomination Court sat at Gweru magistrate’s court on Friday.
President Emmerson Mnangagwa proclaimed 27 August as the date on which the Gokwe-Kabuyuni constituency by-election will be held.
The seat fell vacant following the death of Leonard Chikomba (ZANU PF) in a car accident in May this year.
The returning officer, Dorcas Mpofu, who is the Midlands Provincial Zimbabwe Election Commission officer, said:

There were two nominees for the Gokwe-Kabuyuni constituency meaning that on August 27, there will be a by-election.
Spencer Tshuma of ZANU PF and Costin Muguti of CCC successfully filed their papers.

Speaking to The Herald in separate interviews, both Tshuma and Muguti expressed confidence in winning the seat for their respective parties.
Popularly known as “Bhudhi”, Chikomba died in a car accident in May this year, 20km away from his home along the Gokwe-Chitekete highway.
He was coming from a ZANU PF Provincial Coordinating Committee meeting in Gweru when the accident occurred.

ZANU PF, CCC Field Candidates For Gokwe-Kabuyuni By-Election

ZANU PF Politburo member Ziyambi Ziyambi warned residents of Kariba Ward 5 that the ruling party will deprive the area of resources if they vote for the CCC candidate in the upcoming by-election.
Ziyambi made the remarks while addressing a mini-rally attended mostly by women in Mahombekombe Suburb, last Saturday. He said:

Vote wisely because development doesn’t need people to throw away votes. Electing CCC is throwing away votes as they are not responsible for allocating resources.
If you realise the lack of development in this place, Mahombekombe, blame yourselves because you would have thrown away votes by choosing a CCC candidate.

Ziyambi reportedly dished out mint-flavoured sweets to the women who attended the rally in a bid to convince them to vote for the ZANU PF candidate.
CCC interim provincial spokesperson, Blessing Mandava said Ziyambi, who is also Justice, Legal and Parliamentary Affairs Minister, takes the electorate for granted.

ZEC Announces Accreditation Fees For By-elections, Voters' Roll Inspection Observers

President Emmerson Mnangagwa has proclaimed a by-election in Gokwe Kabuyuni constituency to fill a post which became vacant following the death of Leonard Chikomba, who was the elected Member of Parliament in the National Assembly for the constituency. The ruling ZANU PF has won the Masvingo Rural Ward 21 by-election held on the 25th of June 2022.

ZANU PF Wins Masvingo Rural Ward 21 By-election

Zimbabwe will not hold by-elections any time soon as it needs to vaccinate about 10 million people, representing 60% of the population required to reach herd immunity.
As of Friday, 23 July 2021, only 1 400 905 people had received the first jab, while 671 155 people had received both doses.
In October 2020, the government through Vice-President and Health and Child Care Minister Constantino Chiwenga ordered the suspension of by-elections citing COVID-19 fears.
On Thursday Justice and Parliamentary Affairs Minister, Ziyambi Ziyambi said the country was sticking to the suspension of by-elections due to COVID-19.
He said elections would only take place upon the achievement of the vaccination targets. Ziyambi said this while contributing to a parliamentary debate on the Zimbabwe Electoral Commission (ZEC) report for the year 2020. He said:
<blockquote>You do not vote when you are dead. You do not exercise your democratic rights when you are dead.
I believe that all things being equal, once we have reached herd immunity, we are going to vote. So for now, we stick to the laws that are there.</blockquote>
The by-elections were necessitated by the recall of MDC Alliance MPs by the Douglas Mwonzora-led MDC-T and deaths of some MPs across the political divide, which left about 26 seats vacant, according to ZEC.
Meanwhile, Dzivarasekwa MP Edwin Mushoriwa (MDC Alliance) said ZEC was not moving with speed to fulfil its mandate and the delay to hold by-elections was prejudicing the electorate currently not represented in Parliament.

"No Elections Until 10 Million Are Vaccinated"

Khupe led MDC Faction Secretary-General Douglas Mwonzora is confident his party will defeat both the Nelson Chamisa led MDC Alliance and the ruling party in the upcoming by-elections, New Zimbabwe reports. The seats fell vacant after Mwonzora recalled 4 MDC Alliance legislators last month.
Mwonzora reportedly said this during an interview with the publication:
<blockquote>Once of course we have recalled people, we will replace them. So we are going to replace Senator Timveous, we are going to replace Hon. Thabitha Khumalo. We will invite ZEC to do that, this will be done after we have done the necessary consultations.
Let me also say that we are prepared to go for by-elections. We are prepared for by-elections and we will win them.</blockquote>
The 2 by-elections Mwonzora is confident his party will win are supposed to be held before Mid August according to the Electoral Act. The MDC Alliance has contested the expulsion of the legislators in court and the judgement on the matter is expected to come in on Friday.

The ruling ZANU PF party is confident of retaining the Chimanimani Ward 16 council seat in a by-election scheduled for March 14.
ZANU PF candidate Charles Chinamira told hundreds of party supporters at Duri Business Centre in <a href="https://www.pindula.co.zw/Chimanimani_District" rel="noopener noreferrer" target="_blank">Chimanimani district</a> at a rally to drum up support ahead of the by-election that unity among party cadres will ensure his victory. He said:
<blockquote>I am quite confident that I will win the by-election. This is because of the unity that exists here and the knowledge among villagers that Zanu PF, led by Cde Emmerson Mnangagwa, is making efforts to redress the challenges in our economy. Obviously that will not be achieved overnight but we will certainly conquer.</blockquote>
Chimanimani Ward 16 council seat, which covers areas such as Gwindingwi, Silverstream and Duri, among others, fell vacant after the death of a Zanu PF councillor, Tendai Nyabaya.
Nyabaya collapsed during the party’s annual congress last year and later died at <a href="https://www.pindula.co.zw/Parirenyatwa_Group_of_Hospitals" rel="noopener noreferrer" target="_blank">Parirenyatwa Group of Hospitals</a>.
The <a href="https://www.pindula.co.zw/MDC_Alliance" rel="noopener noreferrer" target="_blank">MDC Alliance</a> has fielded Lazarus Murada to snatch the seat that has been occupied by ZANU PF since independence in 1980.

ZANU PF Positive Of Victory In Chimanimani By-election

<a href="https://www.pindula.co.zw/National_Constitutional_Assembly" rel="noopener noreferrer" target="_blank">National Constitutional Assembly (NCA)</a> leader, <a href="https://www.pindula.co.zw/Lovemore_Madhuku" rel="noopener noreferrer" target="_blank">Lovemore Madhuku</a> said that a constitutional clause that allows a sitting president’s party to appoint his or her successor in the event of incapacitation or impeachment should be scrapped.
Madhuku made the remarks at a <a href="https://www.pindula.co.zw/Heal_Zimbabwe_Trust" rel="noopener noreferrer" target="_blank">Heal Zimbabwe Trust</a> organised a public discussion on the contentious Constitutional Amendment No. 2 which seeks to do away with the Running Mate clause. Said Madhuku:
<blockquote>We must never put in the constitution of Zimbabwe that if a sitting president dies or resigns, we will wait to hear what the political party of that president is saying. No, that is not the best way to run a country.
A country is run on the basis of either an election or you have parliament aided institutions sitting as an electoral college…but never to allow a political party to sit there and say we are giving you a president.</blockquote>
In November 2017 President Emmerson Mnangagwa was brought back from self-imposed exile by the ruling ZANU PF party after he had fled the country following his sacking as Vice President by the then President Robert Mugabe.
Mnangagwa, who had been fired from the party, was only able to return to Zimbabwe after the military launched a coup and forced Mugabe to resign.

Madhuku Calls For By-Election Or Electoral College To Choose President's Successor

The ruling ZANU PF party and the opposition <a href="https://www.pindula.co.zw/MDC_Alliance" rel="noopener noreferrer" target="_blank">MDC Alliance</a> will again contest another local authority by-election, this time in <a href="https://www.pindula.co.zw/Shurugwi" rel="noopener noreferrer" target="_blank">Shurugwi</a> South, ward 6 on December 14.
ZANU PF is represented by Edward Chitera Junior while the MDC Alliance candidate is Mary Choga. In an interview with Southern Eye, Choga outlined what she will work on if elected. She said:
<blockquote>I am a dedicated lady who will push for equal opportunities in moving towards 50-50 representation at all levels of governance in Shurugwi once I am elected. My other wish is to ensure equitable distribution of government food aid.
If elected I will also be pushing for availability of clean and potable water in the ward through the sinking of boreholes by the rural district council.</blockquote>

ZANU PF Wins Chiredzi RDC Ward 12 Seat

A senior ZANU PF official has urged members of the opposition MDC Alliance to forsake their party and join the ruling party as it is set to rule “forever”.
ZANU PF Women’s League national political commissar Maybe Mbowa told party supporters at a star rally last week that MDC-A leader Nelson Chamisa will “never” rule Zimbabwe.
She also said that MDC founding leader, the late Morgan Tsvangirai realised his impotence in removing ZANU PF from power, hence he decided to join the party in the inclusive government. Said Mbowa:
<blockquote>I want to tell Chamisa today that this country will never be run by an opposition.
It is better for the MDC supporters to join the big tent. Zanu-PF will rule forever.
Tsvangirai finally came to a realisation that if you can’t beat them, join them.
That is the reason why he joined us in a Government of national unity in 2009. I advise opposition supporters to join the winning team because we have never failed.
Zimbabwe is for Zanu-PF and opposition supporters will find themselves voting for Zanu-PF when they get into the voting booths. That is how good Zanu-PF is.</blockquote>
Mbowa was drumming up support for the ZANU PF candidate, Clemence Chiduwa, in the forthcoming Zaka East Parliamentary by-election.
The seat, which has been held by ZANU PF since independence in 1980,  fell vacant following the death of Kaston Gumbwanda on June 21.

The ruling ZANU PF party has retained the Mangwe National Assembly seat in a by-election held on Saturday.
The seat fell vacant following the death of Obedingwa Mguni (ZANU PF).

ZANU PF Retains Mangwe National Assembly Seat

Phillip Chamunorwa Ndengu, an independent candidate in the Glen View South Constituency by-election, said that he will work on improving health and education services in the constituency if elected.
The 37-year-old Glen View 3 resident told The Herald that having been born in the suburb, he understands the challenges the people are facing. He said:
<blockquote>When I was born in the 1980s our clinics served five to ten thousand people and since then the population has increased by almost 1000 per cent and there is no ambulance.
At school, we were only 30 to 50 students in a class but currently, there are more than 80 students in a class. It is high time we add more classrooms to the existing schools as well as develop other schools.</blockquote>
