Vice President Constantino Chiwenga has claimed that the Zimbabwe Gold (ZiG) currency is Zimbabwe’s first post-independence currency, <a href="https://cite.org.zw/chiwenga-says-zig-first-post-independence-currency/">reported CITE</a>.
Chiwenga said the “bond”, that is the Zimbabwe dollar, was inherited from the colonial government, therefore, Zimbabweans and the international community should fully embrace the structured currency.
The Vice President also warned speculators who he accused of attempting to destroy the new currency that their businesses could be shut down or could face arrest.
Since independence in 1980, Zimbabwe’s currency has undergone many revisions and re-denominations, and the ZiG is the country’s sixth attempt to relaunch its local currency.
Delivering his main speech at the International Business Conference held on Wednesday at the 64th edition of the Zimbabwe International Trade Fair (ZITF) in Bulawayo, Chiwenga said there is no going back on ZiG. He said:

Given these boundless benefits, I therefore call on the public, the private sector, households, labour and businesses, civic society and the international community to fully embrace and support the ZIG.

Chiwenga surprisingly claimed that the Zimbabwe dollar was inherited from the colonial government. He said:

We have done away with the ‘Bond’ which had been inherited from the time of Rhodesia when after declaring the Unilateral Declaration of Independence (UDI ) they were given sanctions by the United Nations Security Council which is why they came up with the bond.
The Bond did not come with Zimbabwe, it came with the Rhodesia Bond, that red note which you used to see so the Bond is away. We now have our Zimbabwe currency, support it!

The Real-Time Gross Settlement dollar (RTGS) dollar was introduced in 2019 and merged the surrogate bond note and electronic dollars.
The bond notes were initially issued in 2016 to alleviate currency shortages and were officially traded at parity with the US dollar.

VP Chiwenga Says ZiG “First Post-independence Local Currency”

Information, Publicity and Broadcasting Services Minister Jenfan Muswere has said the public should ignore negative comments about the new currency, Zimbabwe Gold (ZiG), especially on social media.
Muswere described those who criticise ZiG as prophets of doom and social media terrorists.
Addressing a media workshop organised by the National Aids Council (NAC) in Kadoma last week, Muswere said President Mnangagwa made the unprecedented decision of inviting the media to see the opening of vaults at the Reserve Bank of Zimbabwe (RBZ). He said (via <a href="https://www.sundaymail.co.zw/ignore-alarmists-support-new-currency-dr-muswere">The Sunday Mail</a>):

The ZiG is our currency which gives us the freedom and right to self-determination.
The President is a transparent and accountable visionary leader. He allowed media houses to be part of the inspection of the vaults at the RBZ to see the gold reserves being used to back our currency. All that was part of confidence-building ahead of the launch of the ZiG.
We should all ignore the alarmists and prophets of doom.
Yes, the freedom of expression is enshrined in the Constitution and as the Government, we respect that. But we want ethical journalism that is factual and accurate.
There are plenty of alarmists and social media terrorists who are blind to see the thousands of infrastructure projects that have been completed by the Second Republic.
We have completed roads, the Robert Gabriel Mugabe International Airport, the new Parliament building, dams, power stations, houses and courts.

However, Zimbabweans’ scepticism toward authorities’ assertions about ZiG is well-founded. The Government’s track record with bond notes and coins undermines their credibility and the fact that ZiG cannot be used for purchasing fuel or paying passport fees further fuels this mistrust.
On 10 October 2018, Government spokesperson Nick Mangwana tweeted that the bond note was backed by an African Export-Import Bank (Afreximbank) facility. He said:

After Afreximbank has offered Zimbabwe a facility to back the Bond note so its value remains at equity with the USD, one hopes that the right institutions will deal with those who are “burning” cash and their alleged godparents. Greedy few should not [make] many suffer.
</blockquote>
However, five and a half years later, Mangwana shared a post on X (formerly Twitter) on April 14, 2024, quoting the new RBZ Governor, John Mushayavanhu: “We had a situation, as I said earlier, RTGS and bond notes were not backed by anything, so we cannot link ZiG to the old currency; it’s a different currency altogether.”

Govt Castigates "Prophets Of Doom" And "Social Media Terrorists" Denigrating ZiG

The Reserve Bank of Zimbabwe (RBZ) Governor John Mushayavanhu has reiterated that the Zimbabwe dollar remains legal tender for all domestic transactions until April 30, when the Zimbabwe Gold (ZiG) notes and coins will come into circulation.
This comes after some traders, public transport operators and members of the public, stopped accepting the Zimbabwe dollar notes in response to the introduction of the “structured currency”.
During a 2024 Monetary Policy Statement breakfast meeting in Harare on Tuesday, 09 April, Mushayavanhu said that Zim dollar notes remain legal tender, and banks can continue to dispense them to their customers. He said:

Between now and April 30, 2024, the bond notes are still legal tender; banks can pay them out to customers, and people should be able to use those to transact and for change. It is only after the 30th that we will be introducing the new notes and coins.
On Saturday, a day after he announced the launch of ZiG, Mushayavanhu said that the central bank will conduct an extensive educational and awareness campaign on the new currency’s structure and security features before the notes and coins are released on April 30.

The central bank chief on Tuesday also sought to assure the public that ZiG was going to be a stable currency. He said the new currency had already started appreciating after gaining in Monday and Tuesday trading sessions on the interbank market. He said:

If you are a retailer and you put a 10 per cent margin, you are most likely to be outside the market. You cannot put 10 per cent on top of a stable exchange rate, so you are going to moderate yourselves.
If you do not apply it and take the interbank exchange rate, you are not flouting the law, but if you apply more than 10 percent, you will be above the official exchange rate of 13,50 ZiG and (You will be around) probably 14 ZiG, hence you will price yourself out of business and will not be able to sell your products.
</blockquote>
Mushayavanhu said Statutory Instrument 185 of 2020 which authorises dealers and the market to price goods and services based on the prevailing interbank market rate plus a margin of up to 10 percent should be withdrawn.

Zimdollar Remains Legal Tender Until 30 April - RBZ

The <a href="https://www.pindula.co.zw/Reserve_Bank_of_Zimbabwe">Reserve Bank of Zimbabwe (RBZ)</a> has maintained that bond notes never failed, instead arguing that the scheme served its purpose of promoting exports.
Upon the introduction of the notes back in 2016, the central bank governor, <a href="https://www.pindula.co.zw/John_Mangudya">John Mangudya</a> vowed to leave office in the event that the notes failed.
Years later, sections of society continue to question why the governor is still in office as they largely believe that the bond notes failed.
But responding to similar sentiments before the Budget and Finance parliamentary portfolio committee Monday, Mangudya maintained that the bond notes were a success. <a href="https://www.newzimbabwe.com/bond-notes-never-failed-says-rbz-governor-as-he-blames-gnu-for-currency-problems/">NewZimbabwe.com</a> quotes him as saying:
<blockquote>
I do not believe that bond notes failed. In fact, nobody has come to me with evidence showing that bond notes failed.
You will recall that their sole purpose was to serve as export incentives. During that time, this economy indeed managed to increase exports.
I can give you the number of companies which did so. It was based on 1:1 exchange rate and we expected companies to increase their exports.
Did inflation go up during the bond notes era? No. Even the interbank did not fall. The 1:1 rate did not change. The change to these patterns were a result of decisions made by the business community.
In January 2018, business organised an indaba at the Rainbow Tourism Group where they said the government should now float the currency.
That was the decision from the business community not the government of Zimbabwe. The government did exactly what the business community had asked for because there was now more virtual currency in the system.

Mangudya blamed decisions made by the<a href="https://www.pindula.co.zw/Government_of_National_Unity"> Government of National Unity (GNU)</a> saying they are the root causes of current economic challenges. He maintained:
<blockquote>
This economy has no capacity to fully dollarize.
It is not Mangudya who legislated the fixed 1:1 exchange rate. It was by a statute passed in April 2009. When we dollarised, the country had no foreign currency.
It was by faith, not by sight. We then abandoned our currency and we laid our own currency to rest six feet under. That was a mistake made by Zimbabweans.
</blockquote>
He said the prudent step to take then was to leave the local currency limping through with the hard currency as opposed to total abandonment, citing examples that such practices have been upheld in Zambia, Mozambique and the Democratic Republic of Congo.

RBZ: "Bond Notes Never Failed, They Served Their Purpose"

Reserve Bank of Zimbabwe (RBZ) Governor John Mangudya believes he has been very successful in both his first snd second terms as Central Bank boss.
Mangudya’s first term of office ran from 2014 to 2019. This was when the RBZ introduced bond notes and attempted to de-dollarise the economy.
Speaking on Alpha Media Holdings chairman Trevor Ncube’s programme, In Conversation with Trevor, Mangudya said he has managed to tame inflation from 87% in July 2020 to 58% in November 2021. He said:
<blockquote>
The first term of office, 2014 to 2019. It was a period where Zimbabwe was using dollarisation as a means of economic set-up.
Therefore, the impact of the monetary policy was not felt much in the economy because we were using dollarisation for most of the term, 2014 to 2018.
We only removed dollarisation in 2019.
Therefore, you will find the first term of office we had deflation.
Whilst lots of people want dollarisation, but we had deflation most of the part of my first term, it only ended in 2017 after we introduced the currency of bond notes in 2016.
The whole idea there was to ensure that we pump up the economy, we inject some liquidity in the economy, that is what happened, of which by that time the first term was so different from the second term.
The second term is basically where we have our own local currency as our functional currency and, therefore, the impact of the monetary policy and its transmission is now being felt in the economy.
Therefore, our success during this second term is basically that we have managed to reduce inflation from the 87% in July 2020, down to 58% now in November 2021.
That is a very significant decrease, significant work in discharging our remit as a central bank, and together with the government we have put in place well-coordinated fiscal and monetary policies that worked very well to ensure there is fiscal consolidation by the government, and there is conservative monetary policy stance to ensure we tame inflation.
That combination, that strong coordination between the two, fiscal and monetary policies by the government and central bank helped the economy to be where it is today.
So yes, today we can say we are smelling success of our coordination of policies, which is what any country should do.

Zimbabwe basket of local currency notes consists of the 2, 5, 10, 20 and 50-dollar bills. The $2 and $5 banknotes disappeared a long time ago as the market rejected them for bigger denominations. The central bank said in a statement:
<blockquote>The Bank would like to advise the public that all banknotes issued by RBZ since 2016 are legal tender in Zimbabwe. Traders who reject such notes should be reported to the Financial Intelligence Unit on hotline numbers 0714039897 or 0780434475.</blockquote>
Smaller denominations were ditched mainly because inflation was soaring.
Some fear that the recent hike in civil servants’ salaries will trigger a price hike that will render other denominations useless.
However, economic experts allay the fears saying there is not going to be an increase in money supply to support price increase.

All Banknotes Issued Since 2016 Still Legal Tender - RBZ

The Zimbabwe dollar is accepted regionally and internationally through the exchange rate, the Deputy Minister of Finance Clemence Chiduwa has said.
Chiduwa was responding to Godfrey Sithole (MDC Alliance) in Parliament after the latter had asked about what the government is doing to ensure Bond notes are accepted internationally. Said Chiduwa:
<blockquote>The issue of the convertibility and regional or international acceptance of our currency as we speak now, the Zimbabwean Dollar is accepted regionally and internationally through the exchange rate.
Not every currency is convertible. We are looking at currencies like the United States Dollar, the Euro, the Chinese and all that.
Not every currency can be accepted in every country. Every country has its own currency and that is what is being used locally.
When you want to do international and regional transactions, then you go to your bank and convert to the accepted currency in that destination.
When using the exchange rate, it means our currency can be used locally and regionally via the exchange rate.
There is no need for us to come up with a policy position to say we would want our currency to be used in the US. We use the exchange rate.</blockquote>
Sithole was speaking for the first time in the National Assembly, after going for almost six months without saying anything.
He is on a list of legislators that were published by OpenParly who had not spoken in Parliament.
The list has the likes of such legislators as Philip Chiyangwa, John Houghton, Supa Mandiwanzira, Gertrude Chibagu, and Cathrine Gozho.

'Bond Notes Accepted Regionally And Internationally'

The Zimbabwe Republic Police (ZRP) has arrested a total of 294 people across the country for refusing to accept bond notes.
Some of those arrested were brought before the courts while others were fined between $200 and $500 respectively.
Most of the bond notes are worn out as Zimbabweans generally hoard cash and are unwilling to deposit it with banks due to its scarcity.
In an interview with The Herald on Monday, national police spokesperson Assistant Commissioner Paul Nyathi urged members of the public to cooperate with police officers to ensure that bond notes continue to be accepted. He said:
<blockquote>Members of the public should cooperate with officers on patrols and conducting these checks.
We also want to warn some people who are victimising members of the public who are reporting to the police that they risk being arrested and face the full wrath of the law.
The public should also be aware that the police are there to enforce the country’s laws.</blockquote>
The Reserve Bank of Zimbabwe (RBZ) introduced the bond note in 2016 ostensibly as an export incentive and to ease cash shortages.
Following the introduction of ‘real’ Zimbabwe dollars in 2019, members of the public have begun to shun the bond notes, a development that has worried authorities.

294 People Arrested For Rejecting Bond Notes

Police officers on 4 July arrested a canteen owner in Mwenezi, Masvingo Province after she refused to accept $5 bond notes as payment for the sadza they had bought, instead, demanding US dollars or South African Rands.
Shalati Siziba (47) of Valley Business Centre appeared before Mwenezi Resident Magistrate Honesty Musiiwa facing charges of contravening section 3 (2) of Statutory Instrument 175 of 2008.
She was lucky to escape 10-day jail terms after she was fined $200.
In a related incident, Sellina Mapopera (39) of Kavi Village under Chief Chitanga was also arrested for denying bond notes as legal tender.
Mapopera allegedly refused to accept $2 bond notes from one Brilliant Mutasa who also wanted to buy sadza from her canteen.
She was also fined $200.

Renowned economist, Steve Hanke has listed the Zimbabwe dollar among the “top 20 junk currencies” that need to be dumped to prevent a total collapse of economies. 
On top of his list is Venezuela whose currency has since 2019 depreciated by 70.64 percent followed by Zimbabwe whose dollar has depreciated by 54.78 percent.

Zimbabwe reintroduced its dollar in June 2019 at the same time suspending the multicurrency system that had been in place for a decade.
The multicurrency system was adopted following a record 231 million percent hyper inflation of 2008.
Since its reintroduction, the Zimbabwe dollar has rapidly shed value against other currencies, particularly the United States dollar.
This has had an adverse impact on the country’s economy and living standards resulting in a worsened socio-economic crisis.

Kukurigo reported today that a German company that was contracted to print new Zimbabwe dollar notes delivered 60,000 kgs of the cash today.
The cash was delivered at Robert Gabriel Mugabe. The Reserve Bank of Zimbabwe revealed last week that it would release higher denomination notes in the coming weeks.
Finance Minister Mthuli Ncube said this week that the <a href="https://news.pindula.co.zw/2020/05/13/zimbabwe-now-printing-more-money-mthuli-ncube-reveals/">government had resolved to print more money</a> as part of the measures to raise $18 billion for an economic stimulus.
According to Kukurigo, based on where the plane originated, it is highly likely the banknotes were printed by the Leipzig division of Giesecke &amp; Devrient, a Munich-headquartered company that has a history of doing business with the country.

Finance and Economic Development Minister <a href="https://www.pindula.co.zw/Mthuli_Ncube" rel="noopener noreferrer" target="_blank">Mthuli Ncube</a> has been accused of being dishonest after he allegedly denied saying he would ditch the bond note (in 2017) if he was appointed Finance Minister. Official Bank Rates & Black Market Exchange Rates Today – 18 February 2020

Reserve Bank Governor, Dr John Mangudya has announced that the central bank shall introduce a cocktail of measures to deal with uneven distribution of money in the economy.
He made the remarks on Monday while presenting the country’s 2020 first half Monetary Policy Statement in Harare. Mangudya said:
<blockquote>Focusing on liquidity management becomes critical especially the context under which around 50 per cent of this $34,5 billion is concentrated on only 200 entities, whilst the majority of the Zimbabwean population is struggling to make ends meet in an economy with a huge output gap
This framework will be operationalised through the use of open market operations tools like Treasury Bills, savings bonds, corporate bonds, statutory reserves and specific management instruments to deal with uneven distribution of money in the economy.</blockquote>
The governor speaks when reports have suggested that some of the few individuals and entities where the cash is concentrated on are allegedly injecting that money into the parallel market.
This has resultantly exacerbated the cash crisis at the same time putting the forex exchange rates on the loose. Due to inflation, the daily and maximum bank withdrawals have become insignificant thereby leaving the citizenry stranded and at the mercy of money changers.

RBZ To Introduce A Raft Of Measures To "Deal With Uneven Distribution Of Money In The Economy"

The governor of the Reserve Bank of Zimbabwe, Dr John Mangudya on Monday projected that Zimbabwe’s de-dollarisation process would be completed in five years.
He said the remarks while presenting the country’s 2020 first half Monetary Policy Statement during which he also claimed that the use of the local currency for domestic transactions had improved.
<blockquote>The bank believes that the macro-economic signals that include fiscal and monetary discipline, prospects of positive economic growth and lower inflation are improving to support a gradual de-dollarisation process within a time-frame of five years.</blockquote>
In June 2019, Zimbabwe through Statutory Instrument (SI) 142 of 2019, banned the use of all foreign currencies on domestic transactions. The SI also reintroduced the local currency which had been ditched in 2009 following hyperinflation that reached a 231 million per cent record high.
Businesses have however not welcomed the transition as they are still charging their commodities in foreign currencies particularly the United States dollar and the South African Rand.
They assert that the local currency which is constantly shedding value against other currencies is not sustainable for business.

Official Bank Rates & Black Market Exchange Rates Today – 17 February 2020

The foreign exchange rate on the parallel market rate is reportedly rising amid speculations that the Reserve Bank of Zimbabwe intends to liberalise the local currency.
New Zimbabwe, an online publication reports that USD$10 is selling at Zwl $28.3 today Saturday 15 February 2020.
Yesterday’s reports from three research institutions mentioned below suggest that the rate on the parallel market was around 27.50, on average whilst the Old Mutual Implied Rate (OMIR) was at 43.7. See reports below

Interbank Rates And Bureau De Change Rates Today – 10 February 2020

Finance Minister, Professor Mthuli Ncube has said that the government is introducing measures to punish those who violate Statutory Instrument (SI) 142 of 2019 which banned the use of all foreign currencies on domestic transactions.
The SI that was issued in June last year also <a href="https://news.pindula.co.zw/2019/06/24/breaking-rbz-si-142-bans-use-of-all-foreign-currencies-with-effect-from-24-june-2019/">reintroduced the Zimbabwe dollar and made it the sole currency</a> in the country. Speaking to the Sunday Mail on the finance policy, Ncube said:
<blockquote>Zimbabwe is in a mono-currency situation. We introduced the Zimbabwe dollar, which is the domestic currency of Zimbabwe. But we know that it’s taking time for Zimbabwe to adjust.
Why? Because it’s difficult to have that silver bullet where everyone complies. Of course, as Government, we are enforcing compliance, we are introducing penalties for those who deviate.</blockquote>
Meanwhile, snap surveys conducted recently suggest that the country might be illegally and slowly redollarising as businesses are charging their commodities in foreign currency, particularly the US dollar.
Businesses argue that the local currency is rapidly shedding value against big currencies therefore unsustainable for business.
