The Bankers Association of Zimbabwe (BAZ) has warned that the recent devaluation of the Zimbabwe Gold (ZiG) by the Reserve Bank of Zimbabwe (RBZ) last week could lead to rising prices and shortages of essential commodities.
On September 27, the RBZ set the official exchange rate at ZiG24.3 per US$1, up from ZiG14.1 per US$1. On October 2, 2024, the official ZiG rate against the US dollar had fallen to ZiG25.2 per US$1.
The warning from BAZ is contained in a leaked internal document that outlined the topics discussed during a meeting between its members and RBZ Governor John Mushayavanhu on Tuesday of this week. Said BAZ:
<blockquote>
If market conditions remain unfavourable, such as high inflation, low investor confidence or trade imbalances, the ZiG will depreciate rapidly.
This can lead to higher costs for imports and inflationary pressures on goods priced in foreign currency.
There’s a need to ensure sufficient forex to meet demand. Demand can be limited by minimising creation of local currency.
</blockquote>
BAZ said if the exchange rate weakens significantly, it could result in higher prices for imported goods, further driving inflation in an economy that is already grappling with price instability.
The bankers warned that consumers would encounter rising costs for essential items such as fuel, food, and other goods priced in foreign currency. Added BAZ:
<blockquote>
Foreign investors may view a more flexible exchange rate regime as a positive sign, as it reduces the risk of sudden devaluations and allows them to assess currency risk more accurately.
However, short-term volatility may still make investors cautious. History does not work in our favour as the market holds inhibition around the local currency as long as the confidence levels remain low.
</blockquote>
BAZ also warned that limiting the amount of money individuals can take out of the country could disrupt the informal import trade and lead to job losses within the informal sector. It said:
<blockquote>
[We saw the] reduction of the foreign currency an individual can take out from the country from US$10 000 to US$2 000. [Thus the] reduction in externalisation of funds. [This will see the] disruption to informal import trade, with more transactions taking place underground.
</blockquote>
BAZ said job losses or decreased incomes for individuals in informal retail, transportation, and related sectors could occur, exacerbating economic difficulties, especially in a country where formal employment opportunities are limited.
The bankers also stated that the increase in the policy rate from 25% to 35% would affect borrowing costs and lead to higher prices, contributing to inflation. BAZ said:
<blockquote>
On the increase in policy rate from 25% to 35%, effective immediately, the implications are higher borrowing costs.
This may deter investment and expansion, as accessing capital becomes more expensive, potential to see an increase in NPL [non-performing loans, likely increase in prices and subsequently inflation, market likely to shun the local currency.
</blockquote>
BAZ said the 30% increase in statutory reserve requirements could lead to banks struggling to meet these obligations due to liquidity constraints, as their funds will be tied up in Treasury Bills, loans, coins, and other investments.
In response to BAZ, Mushayavanhu said the increase in the bank policy rate is a common policy measure to curtail market liquidity and control inflation.
Mushayavanhu defended the increase in statutory reserves to 30% saying it is intended to further tighten monetary conditions and support the stabilisation efforts.
The RBZ said banks unable to meet the new statutory reserve requirements can seek accommodation from the RBZ as the lender of last resort (unsecured) at 40% ZWG and 15% USD.
The central bank also rejected the proposal by BAZ to stagger statutory reserve payments.
The RBZ said the exchange rate will firm up once the policies of increasing the policy rate and statutory reserves are implemented.

The Bankers Association of Zimbabwe warned that devaluing Zimbabwe Gold could make prices go up and cause shortages. The official exchange rate went up from ZiG14.1 to ZiG24.3 per US dollar. If the exchange rate keeps getting worse, prices may go up more. This could make it harder for people to buy essential things like food and fuel. The banks also said that changing the policy rate and reserve requirements could make borrowing more expensive. The Reserve Bank of Zimbabwe is trying to control inflation by making these changes, even though it might be hard for some banks to follow.

Bankers Warn Of Price Hikes And Shortages After Induced ZiG Devaluation

The government of Zimbabwe has reminded it’s licensees, Radio and TV broadcaster in Zimbabwe, that prophet and traditional healer adverts are banned.
The move suggests that broadcasters have largely ignored the Code of Conduct banning these ads that was put in place by the Broadcasting Authority of Zimbabwe (BAZ), in August 2023.
Broadcasters, even government owned ones, have for several years now featured Prophet and N’anga adverts on their programming.
<h2>Said BAZ in the statement:</h2>
<blockquote>
PROHIBITION TO BROADCAST ADVERTISEMENTS ON PROPHETS AND TRADITIONAL HEALERS
This letter serves to remind you of the Authority’s directive to all broadcasters to stop the broadcasting of advertising content from churches and traditional healers and of traditional herbs and medicines which cannot be authenticated, since they tend to mislead the public.
Considering the Authority’s mandate to protect the interests of consumers, account being taken of the prohibition of such advertisements and infomercials in terms of Section 23 (a) &amp; (b) of the Broadcasting Services (Code of Conduct for Broadcasters) Regulations, 2023, as read with section 27(4)(e) of the Broadcasting Services (Licensing and Content) Regulations, 2004, all broadcasters are directed to discontinue the broadcasting of such content.
Please note that this directive does not stop the broadcasting of discussion programmes or debates which do not contain advertising content on these issue.

The cited sections of the Code of Conduct for broadcasters reads:
<blockquote>
23. No broadcasting service licencee shall broadcast any advertisement or infomercial that—
(a) claims to or predicts the future, or pertaining to matters of health, cures, curing and or healing powers unless if the text of the advertisement has been approved by the Ministry of Health for medicines; and
(b) promotes or shows powers of faith and traditional healers and the use of scientifically untested methods of 
treatment and or healing through use of herbs or other objects by individuals, churches or organisations.
</blockquote>
Violation of the ban attracts a penalty of $1,280 and failure of a broadcaster to pay the fine could result in the cancellation of their licence.
The ban affects broadcasters that are licensed by BAZ, but leaves out online technology platforms such Facebook, YouTube  and Intsagram. These platforms do not register with BAZ to operate in Zimbabwe and are generally considered technology providers and not broadcasters.
Media personalities that have huge following on these technology platforms are also not required to register with BAZ.

The Zimbabwe government has banned radio and TV stations from advertising prophets and traditional healers. This ban was put in place because these ads can mislead people. Broadcasters who do not follow this rule can be fined $1,280 or lose their license. The ban does not apply to online platforms like Facebook and YouTube because they are not registered with the government. Media personalities with big followings on these platforms also do not have to follow this rule.

Prophet And N'anga Adverts Are Banned On Radio, TV - Zim Government

The Broadcasting Authority of Zimbabwe (BAZ) recently unveiled the ZimDigital set-top boxes (decoders) that allow Zimbabweans to access local content freely across seven HD television stations namely 3KTV, ZTN Prime, NRTV, Kumba TV, Ke Yona TV, and Channel D, and ZBCtv.
With these decoders, viewers can access seven TV stations and six national radio stations, without any monthly subscriptions.
Speaking to <a href="https://www.chronicle.co.zw/baz-introduces-set-top-boxes-for-free-access-to-local-tv-channels-in-zimbabwe/">State media</a>, BAZ’s technical director, Mathias Chakanyuka, said the launch of the ZimDigital decoders could help promote Zimbabwean talent and content creation within the country. He said:
<blockquote>
We have prioritised installing transmission infrastructure across the country, starting with border areas.
With the essential transmission structures in place, the focus shifted to enabling the public to access these digital services via set-top boxes or decoders.
These set-top boxes are critical in receiving the digital signals, allowing viewers to access a wide variety of local content across the seven television channels.
These devices play a crucial role in accessing the diverse local content programming transmitted by our seven television channels, marking a significant step towards realising our goal of providing free entertainment galore to the public.
This move could help promote Zimbabwean talent and content creation within the country, potentially boosting the local entertainment industry.
This is a positive step towards enriching the viewing experience for Zimbabwean audiences.

ZimDigital Decoders To Promote Local Talent And Content Creation - BAZ

The Member of Parliament for Marondera Central, Caston Matewu (CCC), said that the Broadcasting Authority of Zimbabwe (BAZ) should take over radio and television licensing from the Zimbabwe Broadcasting Corporation (ZBC).
As reported by <a href="https://www.newsday.co.zw/local-news/article/200026590/baz-should-collect-licence-fees">NewsDay</a>, Matewu said this while responding to a question during the belated World Press Freedom Day celebrations organised by the Zimbabwe Association of Community Radio Stations in Harare on Monday, 06 May.
Matewu, who is the chairperson of the Parliamentary Portfolio Committee on Information, Publicity and Broadcasting Services, also said the issue will be tabled before Parliament for debate. He said:
<blockquote>
I never believed that ZBC should be collecting these license [fee]s. It should be BAZ which collects the licence [fee]s on behalf of the State.
So this is a conversation that is going to be happening and once the Bill comes to Parliament we are going to begin this debate.
We are going to call you as well as other stakeholders to come and give us your views and share them with us.
So we are collecting a number of stakeholders to come to Parliament so that you can give us your views on what you think.

The Cabinet recently approved amendments to the Broadcasting Services Act which will compel motorists to buy radio licences from ZBC whenever they renew their vehicle licences.
If the amendments are passed by Parliament, it will become mandatory for motorists to first pay for a radio licence before acquiring vehicle insurance cover or policy unless there is an exemption from the Zimbabwe Broadcasting Corporation (ZBC).

BAZ, Not ZBC Should Collect Radio And TV Licence Fees - CCC MP

The Bankers Association of Zimbabwe (BAZ) has defended current bank charges, saying the fees were being increased by the Treasury’s Intermediated Money Transfer Tax (IMTT).
Local banks have been accused of fleecing depositors through astronomical bank fees coupled with meagre interest rates on deposits.
Even though almost every other industry in Zimbabwe is struggling due to a weak economy, banks have been thriving as a result of the new focus on non-funded income rather than the core business of lending more.
Banks have hiked withdrawal fees to about 3% of the amount being withdrawn from the 1% charged a few months ago.
Depositors are also being charged about 2.5% for withdrawals done on Automated Teller Machines.
The permanent secretary of the Ministry of Finance, Economic Development and Investment Promotion, George Guvamatanga, said that banks should slash their charges and desist from “robbing” depositors.
However, Fanuel Mutogo, the CEO of the Bankers Association of Zimbabwe, told <a href="https://businesstimes.co.zw/banks-fleece-depositors/">Business Times</a> that bank charges reflect IMTT. He said:
<blockquote>
We have competitive charges but the problem is that with this IMTT from the Treasury, the charges going higher and the blame is on banks. We are not responsible for IMTT.
</blockquote>
According to ZIMRA, IMTT is tax-chargeable on financial transactions which happen through transfers such as direct debits, online transfers, mobile money transfers, supplier payments and interbank transfers subject to specified exemptions.

Banks Blame Money Transfer Tax For "Exorbitant" Fees

The Reserve Bank of Zimbabwe (RBZ) and bank executives have been holding a series of crisis meetings in the past few days with the view to finding a lasting solution to the liquidity crunch, reported <a href="https://businesstimes.co.zw/rbz-banks-in-crisis-indaba/">Business Times</a>.
There are concerns that the chronic liquidity crunch bedevilling the economy can potentially hamper the upcoming summer agricultural season.
Senior officials from the Ministry of Lands, Agriculture, Fisheries, Water and Rural Development, are also part of the meetings.
Speaking to Business Times, Bankers Association of Zimbabwe (BAZ) CEO, Fanwell Mutogo, said the crisis meetings are set to continue this week. He said:
<blockquote>
The liquidity situation remains challenging but we are worried more for the farmers as this is the financing period for them.
There are a series of meetings being held among the central bank, banks and Lands, Agriculture, Fisheries, Water and Rural Development ministry and I am sure, we will come up with a solution together.
… Direction is not yet clear on how much money will banks splurge for the new season given the current liquidity challenges.
</blockquote>
Recently BAZ president Mehluli Mpofu warned that if the agriculture sector doesn’t perform well, it will affect other sectors of the economy. He said:
<blockquote>
The 2022/2023 summer cropping season has already kicked off with irrigated crops already planted and with this liquidity squeeze in the market, the desired agriculture growth will be difficult to achieve.
As an agro-based economy, agriculture performance is key to economic growth hence if the sector doesn’t perform well, this will affect next year’s economic projections.
</blockquote>
The Confederation of Zimbabwe Industries president, Kurai Matsheza, also said the liquidity crunch has hindered the funding of agriculture. Matsheza said:
<blockquote>
We are in a serious liquidity squeeze as we are failing to get working capital from the banks and with the agriculture funding being delayed the shortages of the raw material will persist in the long run as the farmers should have completed some preparations but they are yet to do so due to the liquidity crunch.

RBZ, Banks In Crisis Meetings

The Portfolio Committee on Information, Media and Broadcasting Services has urged the Broadcasting Authority of Zimbabwe (BAZ) to reduce fees for community radio licenses.
This was after the committee went visited Kenya in 2021 to take notes regarding the legislation and operationalisation of community radio stations in the East African country.
The committee said in Kenya, Free-to-Air Community Radio Stations are licensed for a period of 10 years.
It noted that licensees pay an application fee of US$9, an initial license fee of US$132 and an annual operation fee of US$132.
Presenting their findings before Parliament on Tuesday, Sipho Mokone, Chairperson of the committee, said:
<blockquote>
They also have free-to-air community televisions which pay an application, initial license and annual operation fees of US$9 and US$263 respectively.
The delegation was informed that they benchmarked the fees with other countries and their fees were very low and affordable to the licensee as they were paid on an annual basis.
</blockquote>
In Zimbabwe, community radio stations pay an application fee of US$321, a basic license fee of US$646 per annum and a monthly frequency fee of US$26 per month.
The committee also reported on the funding for community radio stations in Kenya.
In Zimbabwe, community radio stations are required to provide sources and proof of funding for the broadcasting Services. Said Mokone:

The delegation learnt that in a majority of cases, the funding for community radio stations in Kenya came from outside sources in the forms of grants and donations, as opposed to membership fees contributed by the community.
In most cases, funding comes from the community through membership fees and donations.
However, the regulations permit community radio licensees to come up with sponsored programmes for the sustenance of the Radio Station

In Zimbabwe, only foreign donations and contributions are prohibited and any funding model is permissible.

The Broadcasting Authority of Zimbabwe (BAZ) has issued operators’ licences to eight community radio stations across the country.
BAZ acting chief executive officer, Matthius Chakanyuka announced the development in a statement on Wednesday.

Eight Community Radio Stations Granted Operating Licences

The Broadcasting Authority of Zimbabwe (BAZ) through the Government Gazette of 9 April 2021 has flighted an invitation for application for Broadcasting License services.
In its invitation for application of Broadcasting License services, BAZ has stipulated that the categories of licenses are; Content Distribution, Video on demand (VOD), Webcasting, Diffusion and Open Narrowcasting (e-billboards and PVA).
BAZ has additionally stated that all other broadcasting services licences which expire in 2021 are urged to submit their applications for license renewal for considerations by the Authority. General Notice 687 of 2021 reads:
<blockquote>IT is hereby notified, in terms of section 10 of the Broadcasting Services Act (Chapter 12:06), the Broadcasting Authority of Zimbabwe is inviting applications for licences to provide the classes of broadcasting services for considerations by the Authority as specified in the Schedule.
Application forms can be collected from the Broadcasting Authority of Zimbabwe, 27, Boscobel West Drive, Highlands, Harare, or can be downloaded from the Authority’s website www.baz.co.zw
All other broadcasting service licensees whose licences expire in 2021 are urged to submit their applications for renewal of licences for considerations by the Authority.

The Broadcasting Authority of Zimbabwe(BAZ) has published the following list of shortlisted applicants for Free To Air Commercial Television Licenses. According to Mduduzi Mathuthu, Rusununguko Media which he claims belongs to the Army has already made it: Mathuthu tweeted:

LIST: Shortlisted Applicants For Free To Air National Commercial Television Broadcasting Services

The Broadcasting Authority of Zimbabwe (BAZ) has extended the deadline for submitting licensing applications for television and community radio stations.
This is the second time BAZ has extended the deadline, having initially moved it from the 20th of March 2020 to the 29th of May.
In a statement on Tuesday, BAZ chief executive Mr Obert Muganyura announced the further extension of the deadline to June 30 or television applicants and July 31 community radio stations applications. He said:
<blockquote>It is hereby notified, that in terms of section 10 of the Broadcasting service Act (Chapter12:06), the BAZ has extended the deadline for submission of applications for the provision of digital television and community broadcasting services published in the General Notice 48 of 2020.

GZU has obtained a radio license to operate Zimbabwe’s first university “campus radio” station, The Herald reports. The development was announced by Broadcasting Authority of Zimbabwe (BAZ) which said the university will be issued with a licence upon paying the license fee of $42 500 within 2 weeks.
GZU Vice-Chancellor Professor Rungano Zvobgo confirmed the development and said:

This development comes at a time when higher education is devising new means of reaching out to students in the wake of the Covid-19 pandemic and I am very happy that we are the first university to successfully apply for radio broadcasting licence which will be handy given the obtaining challenges caused by the current pandemic.
GZU is particularly excited because we will be able to reach our students at all campuses, the development obviously transforms our learning and teaching strategy as an institution, while also offering our media students and even media practitioners from houses such as ZBC to benefit from real life working environment at our Campus Radio. We feel this is a major accomplishment.

GZU Becomes The First University In Zimbabwe To Obtain A Radio License

The <a href="https://www.pindula.co.zw/Broadcasting_Authority_of_Zimbabwe" rel="noopener noreferrer" target="_blank">Broadcasting Authority of Zimbabwe (BAZ)</a> has extended the deadline for digital television and community radio licence applications to May 29.
BAZ chief executive Obert Muganyura on Wednesday said the decision was reached after a request from stakeholders. He said:
<blockquote>The Broadcasting Authority of Zimbabwe wishes to advise members of the public that the deadline for submission of licence applications for the provision of Digital Television and Community Broadcasting Services has been extended from the 20th of March 2020 to the 29th of May.
This extension is due to the request and representations that have been made to the Authority by prospective applicants and stakeholders.</blockquote>
BAZ had initially set March 20 as the deadline for both television and community radio station applications, while university campus radio stations were not given any deadline.

6 TV & 29 Radio Stations Offered Licenses By BAZ

The Media Institute for Southern Africa (MISA) has criticised the <a href="https://www.pindula.co.zw/Government_of_Zimbabwe" rel="noopener noreferrer" target="_blank">government of Zimbabwe</a> for hiking licence fees for broadcasters as the cost is now beyond the reach of many.
In a statement on Thursday, MISA also castigated the government’s decision to own community radio stations and limiting foreign investment in the media industry to only 20 per cent. Part of the statement reads:
<blockquote>The licensing fees as gazetted, inhibit the right to establish as they are beyond the reach of many, especially in the areas of content creation and aggregation and community broadcasting.
As already noted, the government, hopefully, will not use the cost of establishment as justification to register its own community radio stations and cracking down on online content creators.
Furthermore, the government has no business in owning <a href="https://www.pindula.co.zw/Community_Radio_Stations" rel="noopener noreferrer" target="_blank">community radio stations</a>, while the limiting of foreign investment to 20% smacks of an attempt to ring-fence the ruling elite monopoly in the industry.</blockquote>

MISA Criticises Zim Govt Over 'Exorbitant' Broadcasting License Fees

The government has revised fees for broadcasting licenses that were based on US dollars and set them in Zimbabwe dollars through the gazetting of Statutory Instrument 27 of 2020.
The new regulations also include a definition of ‘Campus radio station’, a move that will allow colleges, universities and other educational institutions to operate radio stations. Below is the full text:

Broadcasting Services (Licensing and Content (Amendment) Regulations. 2020 (No. 3)
IT is hereby notified that the Minister of Information. Publicity and Broadcasting Services has, in terms of section 16 of the <a href="https://www.pindula.co.zw/Broadcasting_Services_Act" rel="noopener noreferrer" target="_blank">Broadcasting Services Act</a> Chapter 12:06). approved the following regulations made by the <a href="https://www.pindula.co.zw/Broadcasting_Authority_of_Zimbabwe" rel="noopener noreferrer" target="_blank">Broadcasting Authority of Zimbabwe</a> Board: –
1. These regulations may be cited as the Broadcasting Services (Licensing and Content) (Amendment) Regulations. 2020 (No. 3). 
2. The Broadcasting Services (Licensing and Content) Regulations, 2004. published in Statutory Instrument 185 of 2004. (hereinafter called the principal regulations”).arcamendedin section 2 by insertion of the following definition 
“Campus radio station” means a broadcasting service run and owned by a college, university or other educational institution whose programming is exclusively by students and broadcast mainly educational programmes for the training of students in media and broadcasting studies.” 
3. The principal regulations are amended by the insertion of the following section after section 12A 
“Additional categories of broadcasting service 
12B in addition to the classes of broadcasting services that a licensee may be permitted to provide in terms of section 7 of the Act, a broadcasting license may authorise the licensee to provide a Campus Radio Station.”. 
4. The principal regulations are amended by the repeal of the Second Schedule and the substitution of the following

Govt Passes Law To Allow Universities To Operate Radio Stations {Full Text}

Deputy Minister of Information, <a href="https://www.pindula.co.zw/Energy_Mutodi" rel="noopener noreferrer" target="_blank">Energy Mutodi</a>, said that the newly appointed <a href="https://www.pindula.co.zw/Broadcasting_Authority_of_Zimbabwe" rel="noopener noreferrer" target="_blank">Broadcasting Authority of Zimbabwe</a> (BAZ) board members should promote the interests of the ruling ZANU PF party.
Mutodi was speaking during the board’s induction in Harare on Friday. He said:
<blockquote>So, the board which we are putting in office today must perform an oversight role and guarantee corporate governance practices ensuring that managers stick to their role of increasing the value of the firm.
The board must give a strategic direction to the firm that reflects the interests of those in power, whose views and opinions reflect the expectations of the electorate.</blockquote>
The new BAZ board has 11 members, with some of them being war veterans. The war veterans are board chairman Charles Manzi Sibanda, Ambassador Boniface Chidyausiku, Rodin Mzyyece and Siphiwe Mamvura.
