The chairperson of Parliament’s Public Accounts Committee (PAC), Chalton Hwende, said that they will summon the Permanent Secretary in the Ministry of Finance, Economic Development and Investment Promotion, George Guvamatanga, over his criticism of the Auditor-General’s report.
The 2023 report presented to Parliament by Auditor-General Rhea Kujinga exposed how the government had paid substantial sums of money for a range of items, including 97 vehicles and medical and ICT equipment, but the suppliers had failed to deliver these goods to various government ministries and departments.
In response, Guvamatanga criticised the Office of the Auditor General (OAG), saying the findings were misleading and suggesting that the report should have clarified that the government was taking action on the matter.
However, speaking in an interview with <a href="https://www.newsday.co.zw/thestandard/news/article/200030201/guvamatanga-faces-censure-over-outburst">The Standard</a>, Hwende characterised Guvamatanga’s comments as an attempt to “intimidate and undermine the Auditor General.” Said Hwende:

The attack on the OAG’s report by the permanent secretary is rather unfortunate and as a public accounts committee, we view it as an attempt to intimidate and interfere with the constitutional responsibility bestowed on the Office of the Auditor General.
We will soon be summoning him to Parliament so that he can appear before the committee. Parliament through our committee is seized with the 2023 Office of the Auditor General’s report and we must be allowed to perform our oversight role and ensure that public resources are properly accounted for.

Transparency International Zimbabwe executive director Tafadzwa Chikumbu said:
<blockquote>
The secretary of Finance should respect the role of the auditor general as established by Section 310 of the constitution of Zimbabwe and the Audit Office Act [Chapter 22:18] which mandates the Office of the Auditor General to provide oversight and ensure accountability within the three arms of government, state-owned enterprises and local authorities.
As Transparency International, we value the role of supreme audit institutions in identifying corruption risks in the public sector.
Instead, the permanent secretary should work closely with the OAGs office to ensure that financial management systems are in place and being adhered to.
His utterances are quite concerning and worrying in view of the damning findings of the 2023 reports…
I concur that the public accounts commit to summon the secretary in there as Parliament to protect the constitution and safeguard public resources for the common good.

Speaking during a familiarisation tour of the Finance Ministry by the Budget and Finance Parliamentary Committee on Monday last week, Guvamatanga said the Auditor General’s office “misdirected itself” in its report. He said:

l can safely say that the auditor general misdirected themselves because, within the three pillars of control, those are regarded as issues known to management so l am not saying they should not have highlighted them but they should have mentioned them and say, government has discovered that there were undelivered vehicles.

Parliament Set To Summon Guvamatanga For "Undermining" Auditor General

The Crisis in Zimbabwe Coalition (CiZC) has called on the government to launch comprehensive investigations into all the cases of corruption and financial mismanagement highlighted in the Auditor General’s report for the Financial Year ended December 31, 2023.
In a statement, CiZC said that the AG’s report exposes a culture of impunity, a lack of accountability, and a blatant disregard for proper procedures by those occupying public offices. Reads the statement:

The Crisis in Zimbabwe Coalition is appalled by the damning revelations contained in the latest Auditor General’s report on the widespread corruption and financial mismanagement and calls on Zimbabweans to stand up to demand that those responsible be held accountable.
The latest report, which closely mirrors the previous ones by the AG, lays bare the culture of impunity, lack of accountability, and blatant disregard for proper procedures that have become the hallmark of governance in Zimbabwe.
The report exposes a disturbing pattern of corruption and abuse of public resources across these include:
<ul>
<li>Unfulfilled Contracts and Missing Assets,</li>
<li>Inflated Pricing and Suspicious Procurement,</li>
<li>Unaccounted Funds and Arrears,</li>
<li>Failure to Respond to Audit Findings</li>
</ul>
The government’s failure to address the financial rot has exacerbated the economic and humanitarian crises facing the country, leaving millions of Zimbabweans suffering.
The Crisis in Zimbabwe Coalition demands the following urgent actions: 
<ul>
<li>The government must launch comprehensive investigations into all the cases of corruption and financial mismanagement highlighted in the Auditor General’s report. Those responsible must be held accountable</li>
<li>The govt must urgently revamp its public financial management systems and procurement procedures to ensure transparency, competitive bidding, and effective oversight. All govt ministries and agencies must be required to promptly respond to audit findings and recommendations</li>
<li>Independent Oversight and Civil Society Participation: The govt must empower independent oversight bodies, such as the AG’s Office, and actively engage with civil society organizations to enhance transparency and public participation in the management of public resources.</li>

CSOs Urge Govt to Probe Corruption Detailed In Auditor General's Report

Air Zimbabwe (Private) Limited’s financial statements have come under scrutiny after the Auditor-General (AG) issued an adverse opinion for 2020 and an unmodified opinion for 2021.
The Acting Auditor-General Rheah Kujinga, in the Auditor-General’s report for the Financial Year ended December 31, 2023, note several key issues, including discrepancies in opening balances, inventory valuation, and ongoing concern uncertainties at the national airline.
According to the report, in 2020, the Auditor-General found that opening balances did not agree with the prior year’s financial statements, with variances amounting to USD$4.89 million. Said Kujinga:
<blockquote>
As at the beginning of the year ended December 31, 2020, Air Zimbabwe’s opening balances were not agreeing to the prior year financial statement balances.
Management could not provide a justification or correction for the variances in the opening balances amounting to USD$4.89 million.
As such, I could not satisfy myself on the accuracy of the opening balances and determine if any adjustments were necessary to the statement of financial position.
Therefore, for all balance sheet balances, valuation and accuracy of them could not be determined. The prior year financial statements were modified in respect of this matter.
</blockquote>
The AG also said an inventory count was not performed, casting doubt on the existence, completeness, and valuation of inventories. She said:
<blockquote>
During the year ended December 31, 2020, inventory amounting to USD$14.4 million was recognised in the financial statements. An inventory count was not performed as at December 31, 2020.
As a result, I was unable to determine whether any adjustments might be necessary in respect of the recorded or unrecorded inventories. I was thus unable to satisfy myself as to the existence, completeness and valuation of the inventories.
The prior year financial statements were modified in respect of this matter.
</blockquote>
The Auditor-General also noted that the company’s current liabilities exceeded its total assets by US$358.2 million, raising concerns about its ability to continue as a going concern. Reads the report:
<blockquote>
I draw your attention to the fact that Air Zimbabwe incurred a net loss of USD11.1 million (2019: USD15.3 million).
The accumulated losses of USD417.4 million have been recognised to date and that the Company’s current liabilities exceeded its total assets by USD358.2 million.
In addition, there is a contingent liability amounting to approximately USD39 million arising from claims being done over the ownership of ZWPN Airbus A320.
These conditions indicated uncertainties which cast significant doubt on the Company’s ability to continue as a going 
concern. My opinion was not modified in respect of this matter.
</blockquote>
In response to the concerns raised, the Air Zimbabwe management team acknowledged the issues and committed to implementing corrective measures.
This included finalizing the relevant policy documents and aligning the organization’s accounting processes with the established reporting framework.
While the auditor noted that the organisation had made progress in addressing some of the previous audit findings, one finding from the 2021 report remained outstanding and unresolved. Said the AG:

The Commission made progress in addressing audit findings raised in my 2021 and 2022 annual reports.
I raised three (3) findings in my 2022 annual report and followed up on one (1) finding which was outstanding from my 2021 annual report.

The Auditor-General found that Air Zimbabwe has over US$4.8 million unaccounted for in 2020.
There were issues with opening balances, inventory valuation, and the company's financial stability.
The company's liabilities are more than its assets by US$358.2 million.
The management of Air Zimbabwe has promised to fix the problems.
They are working on updating policies and improving accounting processes.
Even though some progress has been made, there are still outstanding issues from previous audits.
Overall, the company's financial situation is uncertain, and they need to make changes to survive.

Over US$4.8 Million At Air Zimbabwe Unaccounted For - Auditor-General

The Auditor-General’s report which focused on local authorities for the financial year ending December 31, 2022, states that some local councils are diverting devolution funds intended for developmental projects towards salaries.
The report by Acting Auditor-General Mrs. Rhea Kujinga was published in June 2023. Kujinga said:
<blockquote>
Central government disbursed devolution funds to Local Authorities. However, I noted that some Councils did not use the money as intended. For instance, Bindura Municipality received devolution funds amounting to ZWL34,2 million, however, ZWL7.7 million was used for salaries and ZWL19.2million was invested at the expense of undertaking development projects. Gokwe Town Council received ZWL7.3 million in 2020, but could not provide approved plans of projects, internal audit report on acquittals, minutes of meetings of project consultations, documentary evidence of implementation of the projects. Kadoma City Council utilized ZWL3.6 million from devolution funds which was 80% of the contract price for installation of eight (8) power correction units in 2020, however, only one unit was partly installed.
</blockquote>
Governance issues were a significant concern, with audit findings revealing an increase in revenue collection and debt recovery issues, indicating weak internal controls. Procurement issues and mismanagement of assets were also reported, pointing to weakening procurement management systems and non-compliance with regulations.
Local government authorities are facing various challenges, including the inability to provide clean drinking water, collect garbage, maintain sewer systems, provide street lighting, and upkeep roads. Reports have emerged suggesting that these authorities are misusing funds, which ultimately burdens the ratepayers who rely on their services. Some local authorities believe that their failure to deliver public goods and services is due to two main reasons: non-payment of rates and interference by the central government.

Councils Divert Devolution Funds Intended For Developmental Projects Towards Salaries - Auditor's Report

The Zimbabwe Anti-Corruption Commission (ZACC) has accused parastatals and state enterprises bosses of abusing public funds under the pretext of donations.
ZACC deputy chairperson Kuziva Murapa made the disclosures Saturday but did not divulge the extent of economic damage stemming from the plunder.
But an auditor-general (AG)’s report exposed how a state agency was forced to fund election campaigns for an influential ruling ZANU PF bigwig.
Murapa said ZACC was worried that the AG’s recommendations for State firms to make follow-ups on undelivered goods had been ignored. 
Speaking during the inaugural accounting and financial reporting seminar for independent commissions in Nyanga, Murapa said:
<blockquote>
(The) auditor-general’s reports are replete with cases of flagrant abuse of public funds under the pretext of donations where public entities made numerous payments towards activities that were totally out of sync with the institutions’ line of operations.
As ZACC, we have received cases of such shameless abuse of public funds some of which are before the courts. Little or no action had been taken by the concerned institutions to preempt repetition of such activities in line with the auditor-general’s recommendations. Zacc would like to call on Parliament to unreservedly stamp its authority and use its powers to cause sanction to those found not upholding the principles related to use of and accounting for public funds.

He added that poor or lack of controls in public institutions has been a recurrent issue in Auditor-General’s reports thereby creating a ready opportunity for public officials to engage in acts of corruption, fraud, theft, money-laundering and other offences. 
Parastatals used to contribute about 40% to the country’s gross domestic (GDP) during the 1990s but Finance Minister, Professor Mthuli Ncube said their contribution to GDP had slowed to about 12% in 2020.

ZACC Accuses Parastatals Of Abusing Public Funds Under The Pretext Of Donations

Former Finance Minister (GNU era), Tendai Biti has accused the government of plundering a staggering US$13.2billion between 2017 and 2019 through unauthorised expenditure.
Biti made the claims while commenting on the recent report released by Auditor-General Mildred Chiri for the financial year ended December 31, 2019, on Appropriation Accounts and Fund Accounts.
Biti who is also the Vice President of opposition MDC Alliance led by Nelson Chamisa said the “plundered” US$13.2 billion could transform Zimbabwe into an upper-middle tier economy in a short period of time.
The AG’s report has damning details on how government departments, parastatals, local councils, and other state entities looted public funds running into billions of dollars through various channels. The Auditor-General’s report reads in part:
<blockquote>_During the year under review, Treasury incurred unauthorised excess expenditure amounting to $6 806 340 654 as a result of unallocated reserve transfers made to line ministries amounting to $7 386 995 654. This exceeded the approved budget of $580 655 000 in contravention of section 305(5) of the Constitution._
_Treasury as the manager of the public purse did not adhere to legal provisions on the sanctioning of excess expenditure by Parliament._
_Furthermore, I noted some variances between the schedule of unallocated reserve transfers from Treasury and the received transfer schedules of the same from the individual line ministries and the variances needed to be reconciled. I raised this issue in my prior year reports and the matter is recurring._</blockquote>
The AG also said the Finance Ministry headed by Mthuli Ncube, made direct payments to various ministries without proper documentation, a situation that was open to manipulation.
In response to the report, Biti said Chiri’s statement “confirms what we have always known” that the President Emmerson Mnangagwa-led administration “is a rogue regime pillaging national resources.”
Biti called for forensic examination saying the plundering of US$13.2billion by the government was unacceptable especially considering that Zimbabwe was in a pariah state. 

In her report, Chiri said the 2019 audit findings revealed most weaknesses emanated from governance issues and the absence of good stewardship.
