Some private schools have hiked tuition fees for the 2023 first term, citing rising inflation.
Arundel School in Harare has pegged its 2023 school fees at US$2 980 per term for day schoolers, while boarding schoolers will have to fork out US$5 150, <a href="https://www.newsday.co.zw/local-news/article/200004666/form-1-fees-shocker">reported NewsDay</a>.
According to a circular released by the school, learners will fork out over US$1 500 in enrolment fees for Form 1 places. The circular reads in part:
<blockquote>
Our country’s economic challenges and US$ inflation continue to present difficulties as costs increase in real terms.
Despite this, I assure you that the board remains committed to strategically pursue all avenues to keep costs at reasonable levels without compromising the quality of education offered at the school.
</blockquote>
Last month, Primary and Secondary Education ministry spokesperson Taungana Ndoro told State media that government will not block schools from charging exclusively in foreign currency if the majority of parents agree on the decision. He said:
<blockquote>
If parents have a consensus we cannot stop them, if they agree as a majority that they want to pay for their children in foreign currency we will not block them.
Yes, we have the policy that says schools cannot charge exclusively in forex, but remember we are dealing with a community of parents and if they collectively decide on something, we will not stand in their way.
</blockquote>
However, speaking to State media on Monday, Ndoro backtracked on his previous remarks, saying if parents have free funds in foreign currency, they can pay but no school must force any parent to pay in foreign currency.
Ndoro added that if schools have pegged fees in foreign currency, parents must be allowed to pay in local currency at the prevailing interbank rate of the day the fees are paid.

Private School Charges US$1 500 In Enrolment Fees

Arundel School in Harare has been dragged to court for barring a student from writing Ordinary Level examinations after failing to pay ZW$44000 the school demanded as fees for the third term.
The student had already paid the examination and centre fees for this year’s Cambridge examination.
The girl’s mother, Mavis Jakarasi, has filed an urgent chamber application at the High Court saying the school’s decision was unlawful. She argued in her papers:
<blockquote>The problem arose when my child appeared to sit for her first examination on October 15, 2019, English Paper 2. The respondent’s (Arundel) school official, the Headmistress Mrs Pauline Makoni and her officials refused to allow the child to sit for her examination.
Though I owe the school in arrears tuition, for the school to then bar my child from writing examinations that are not property or a program of Arundel School, but an independent external examinations body, on the basis of fees I owe to the school is unacceptable.</blockquote>
The matter is pending.
The government is on record saying that schools must not bar students from lessons over unpaid fees.
On the other hand, schools say that they need the fees to fund their operations.

School Bars Female Student From Writing O' Level Exams Over Unpaid School Fees

The government has confirmed that it had approved new school fees increases by public schools.
Speaking to the DailyNews, Primary and Secondary Education minister Paul Mavima confirmed that several schools had applied to increase their fees again. He said:
<blockquote>I am not in a position to tell how many had applied initially and how many have been approved. You can get that information from the permanent secretary who is in charge of that.
Any increases outside the approval by the secretary are thus illegal. You can get a full schedule of the applicants and those that were approved from the secretary.</blockquote>
Responding price hikes recently, many people have attacked both ZANU PF and the MDC Alliance for their continued fight. They said that the parties must put people first and find each other to resolve the pending political and economic crises.
Although school fees vary from school to school, many boarding schools are believed to have proposed to raise fees to above RTGS$1000 per term. One of the schools that have increased fees is Arundel which now requires day scholars to pay RTGS6 600 or US$1 500, while weekly borders will be paying RTGS$8 900 or US$2 023. Full borders will have to pay RTGS$10 800 or US$2 455.

Gvt Approves School Fees Hikes

Arundel School in Mt Pleasant, Harare has hiked second term school fees up to $10 800 local currency or US$2 455, for full borders.
A letter dated 12 April 2019 and signed by one D. Hoto, Chairman of the Board of Governors and Trustees of the school reads in part:
Re: Term 2/2019 fees
<blockquote>On behalf of the Arundel Board, thank you to all who attended the fees meeting on Tuesday 9 April 2019. Although we continue to operate in an uncertain environment, the school must continue to operate well.</blockquote>
The letter then states the approved fees for the second term which are as follows:

<li>Day scholar – RTGS$6 600.00 or USD1 500.00</li>
<li>Weekly Border – RTGS$8 900.00 or USD2 023.00</li>
<li>Full Boarder – RTGS$10 800 OR USD 2 455.00</li>
</ol>
The letter further states:
<blockquote>The budget and fees for the second term were set in RTGS dollars however, parents requested to be given the US dollar equivalent amount that could be paid.
It was agreed that those paying the full fee in US dollars, as shown above, will not be subject to a Top-up during the term.
However, for those paying in RTGS dollars, the school will charge a Top-up during the term if necessary.
