Timothy Ngulube, a 42-year-old farm supervisor from Chegutu and originally from Binga in Matabeleland North Province, appeared before the Lupane Magistrates’ Court facing fraud charges.
He is accused of falsely claiming to be an officer in the Zimbabwe National Army (ZNA) with the authority to facilitate army recruitment.
According to the National Prosecuting Authority (NPA), the alleged incident occurred on September 13, 2023, around 2 PM, when the complainant met Ngulube at the Auction Bar in Lupane Business Centre, accompanied by the complainant’s cousin, Mduduzi Nkiwane. Reported the NPA:

The complainant eavesdropped the conversation between the accused person and Nkiwane about the recruitment schedules of the Zimbabwe National Army in Harare.
The accused person identified himself to the complainant as one of the ZNA officers that had authority to facilitate recruitments in the army.
The complainant showed interest and the accused person demanded USD200 to commence the recruitment process on behalf of the complainant.
On the 16th of September the complainant gave the accused person USD50. The accused person then told the complainant to prepare to travel with him to Harare that same day in the evening.
In the evening, the complainant kept contacting the accused person who kept postponing the departure time. The complainant reported the matter to the police, leading to the accused person’s arrest.

Ngulube was sentenced to 6 months imprisonment. One month was suspended on the condition that he restitutes US$50.
Ngulube’s arrest and conviction came as the ZNA issued a warning to the public about false recruitment agents who deceptively charge fees, allegedly to assist people in joining the military.
On Thursday, 19 September, Colonel Alphios Makotore, Director Army Public Relations, released a statement clarifying that the ZNA does not charge any fees for recruitment or training and does not involve third parties in the process.
To avoid falling victim to these scams, Colonel Makotore advises the public to verify the authenticity of any recruitment advertisement or agent through official ZNA channels.

The person reported him to the police and he got arrested. The man was sentenced to 6 months in jail, with 1 month suspended if he gives back the $50. The real army warned people that they don't charge money for recruitment and to be careful of fake agents. They said people should always check with official sources.

Bogus Army Recruitment "Agent" From Binga Jailed Six Months

President Emmerson Mnangagwa has reportedly fired several high-ranking members of the Zimbabwe Defence Forces (ZDF) for allegedly failing to control their subordinates who walked out on him during the handover of military equipment by the Chinese government last week.
According to NewsDay, several low-ranking army officers who were seated in the open abandoned the event and sought shelter on buses following heavy rainfall while Mnangagwa was speaking.
The President, who is the Commander-in-Chief of the ZDF, was speaking during the handover ceremony at Inkomo Mechanised Brigade, a few kilometres outside Harare.
NewsDay reported sources as saying regimental sergeant majors from the Parachute Regiment, Special Air Services and Mechanised Brigade were fired.
The officer commanding Inkomo Barracks Mechanised Brigade was reportedly demoted, while several Majors were transferred and pending court-martial for failing to control their troops. Said a source:

During President Mnangagwa’s speech, a heavy downpour caused troops seated in the open to scramble for cover on a bus.
This was interpreted as disrespect towards the Commander-in-Chief and frankly, quite embarrassing.
Last week, a flash message notified regimental sergeant majors of their dismissal due to their inability to command their troops.
Confusion has arisen as some dismissed individuals have reported for duty.
The abruptness and severity of these dismissals have unsettled many within the ZDF.
The lack of clarity surrounding the specific charges has fuelled frustration and confusion.

Contacted for comment by NewsDay yesterday, ZDF spokesperson Colonel Alphios Makotore said he would respond via email. He was quoted as saying:
<blockquote>
I will email you our response. I saw your message and we are processing it.
</blockquote>
However, Makotore had not responded to the questions by the time the story was published.
The dismissals have reportedly caused discontent and low morale within the military.

Mnangagwa Dismisses Top Soldiers | Report

A Zimbabwe National Army (ZNA) truck veered off the road several times before plunging into a valley in Nyanga on Saturday.
Police said the vehicle was speeding and had twenty-five passengers on board who were coming from a funeral.
ZRP spokesperson in Manicaland Province, Inspector Nobert Muzondo confirmed the accident to <a href="https://www.manicapost.co.zw/new-25-injured-in-nyanga-accident/">The Manica Post</a>.
He said the accident occurred at the 24-kilometre peg along the Nyanga-Rwenya Road near Baines Farm. Said Insp. Muzondo:

The driver of the Zimbabwe National Army Ashok Leyland was driving along Nyanga-Rwenya Road with 24 passengers on board at around 5 PM.
They were coming from a funeral, and on approaching Baines Farm, the driver failed to negotiate the curve due to speeding and lost control of the vehicle.
The vehicle veered off the road to the right and overturned several times before plunging into a valley about 100 metres away from the tarred road.
The vehicle landed on its wheels and the passengers sustained injuries and were taken to Nyanga District Hospital.

He appealed to motorists to exercise caution on the roads.

Speeding Army Lorry Overturns, Plunges Into A Valley In Nyanga

The Zimbabwe Defence Forces (ZDF) is underfunded and this has negatively affected the ability of the army to carry out its mandate.
This was said by the Minister of Defence and War Veterans Affairs Oppah Muchinguri-Kashiri while making a presentation at the 2023 Parliament pre-budget seminar in Harare on Monday, 24 October.
Muchinguri-Kashiri revealed that the army is not able to keep all personnel in the barracks or provide them with basics such as food and uniforms. She said:
<blockquote>
Let’s invest in our defence forces. My ministry is facing a lot of challenges, and we have inadequate accommodation to keep our forces in the barracks.
If we are adequately provided for, I can assure the nation that we will keep ourselves in the barracks.
What we see in the current situation is that our forces are renting accommodation in the townships, and they are often given names because of inadequate and indecent accommodation — let alone transport, which they also hire.
They are insulted on a daily basis. They sometimes go without food and even uniforms, and these are constitutional requirements.
Their food items have been reduced. Sometimes they have only sadza and beans. This is a serious situation we are faced with.
My fear is that these are young people who sacrifice to create this conducive environment for us to enjoy peace. We appeal for funding from you.

However, since independence in 1980, the government has prioritised the Defence ministry in budget allocations.

Zimbabwe Defence Forces Underfunded, Says Muchinguri-Kashiri

The Zimbabwe National Army (ZNA) has reportedly barred unvaccinated soldiers and visitors from entering military barracks.
Soldiers told NewZimbabwe.com on Thursday that they were turned away from their workstations on account of having not been vaccinated.
A soldier based at Llewellin Barracks in Bulawayo who declined to be named in the report said:
<blockquote>
Today (Thursday), I was off duty and went to work hoping to see a workmate but I was denied entry at the main gate because I am not vaccinated.
I was surprised because the issue was never communicated to anybody through a formal circular as is usually the case on such issues.
Now that vaccination is now compulsory, I am forced to get vaccinated.
</blockquote>
Another unvaccinated soldier was denied entry at the same institution. Speaking on condition of anonymity for fear of victimisation, he said:
<blockquote>
When the vaccination programme started I was on leave. I reported for work I was told to vaccinate or go back home. I do not know why they are forcing us to vaccinate against our will.
</blockquote>
NewZimbabwe.com said efforts to get comments from ZNA spokesperson Alphios Makotore were fruitless as his mobile phone went unanswered.

The leader of Zimbabwe’s largest opposition party, the MDC Alliance (MDC-A), has slammed the ruling ZANU PF for treating the Zimbabwe Defence Forces (ZDF) as an extension of the party in violation of the national constitution.
MDC-A president Nelson Chamisa’s remarks came after the ZANU PF acting national political commissar, Patrick Chinamasa told journalists that the party would continue to work with the military because they were inseparable.
Speaking in an exclusive interview with NewZimbabwe.com on Sunday, Chamisa reminded the ruling party that the military exists to serve national and not parochial interests. He said:
<blockquote>The military is not an extension of a political party the world over. It is condescending, patronising and unconstitutional to claim the sole and partisan proprietorship of national institutions like the military, police or the intelligence services.
Political parties and leaders come and go but national institutions like the army stay forever. As such, the military is not an arm, organ or wing of any political party whether that political party is in or out of government.
The national army is a people’s army. Citizens have a duty to correct delinquent characters whose misconceived and misbegotten view seeks to reduce a people’s military into a militia of a political party.</blockquote>
Chamisa claimed Chinamasa’s utterances are not only a source of national instability and threat to national security but also make Zimbabwe a banana republic.
The military has on several occasions intervened when the ruling party’s grip on power is threatened, resulting in deadly incidents of political violence during elections.
In 2008, the military was reportedly involved in politically motivated violence targeting opposition supporters, thereby forcing then MDC leader Morgan Tsvangirai to pull out of the presidential election runoff.
On 1 August 2018, soldiers opened fired randomly and killed 6 civilians in central Harare when MDC Alliance supporters staged a demonstration, demanding the release of presidential election results.

MDC Alliance presidential candidate Nelson Chamisa is reported to have been warned by the military not to associate with former president Robert Mugabe. There are fears that Mugabe who still feels betrayed by his ouster in November could choose to sabotage his successor President Emmerson Mnangagwa by explicitly endorsing Chamisa. Security sources  and Zanu-PF officials who spoke to The Zimbabwe Independent said,
<blockquote>There are serious concerns within the top Zanu PF leadership and security circles that Mugabe might at the eleventh hour move to spoil Mnangagwa’s party. Right from the beginning, there was a plan to contain him because after any military takeover, either the incumbent is forced into exile, arrested and detained or is killed. In this case, nothing of the sort happened to Mugabe. He was only restricted to his home.
…The strategy is if he can’t endorse Mnangagwa, then he mustn’t go to Chamisa; he must be managed or contained. His involvement in politics, as we have already seen in the background, can cause problems.
…Due to the factional fights over the years, Zanu PF is now very weak, particularly in Mashonaland region. The party and the military know that without those provinces they cannot win elections; that’s why they are worried about the possibility of Mugabe endorsing Chamisa.</blockquote>
The Independent reports that two army colonels warned Chamisa to stop associating with Mugabe. An MDC Alliance principal who spoke to the Independent said,
<blockquote>They told us that murikudya mutupo nezvamuri kuita (it is taboo to work with Mugabe).</blockquote>
Zimbabwe Defence Forces director of Public Relations, Colonel Overson Mugwisi denied that the military leadership was involved in threatening Chamisa and blamed rogue officers over the matter.
<blockquote>If there are people doing that, they are doing so individually and not at the instruction of their commanders.</blockquote>

MDC-T leader Nelson Chamisa has said that he is not worried about the military because they are professionals and will not block his ascension to power if he wins the 2018 presidential elections. He dismissed Finance Deputy Minister Terrence Mukupe’s statements that the army would block him. Speaking at a rally in Gwanda, Chamisa said,
<blockquote>Mukupe said if I win, the army won’t allow me to rule, he said they will stop me from the ruling. This will not happen because soldiers are patriotic and professional. They don’t serve an individual but they follow the will of the people and therefore they will support the will of the people because it’s the people who would have elected me.</blockquote>

Chamisa Responds To Mukupe's Claims, Says Military Will Not Block Him Because They Are Professionals

The opposition MDC-T party has supported claims that were first made by Professor Jonathan Moyo, that President Emmerson Mnangagwa had deployed thousands of soldiers into the rural areas ahead of the 2018 elections. The MDC-T claims that the move is meant to intimidate the villagers into voting for Mnangagwa who came into power in November after former president Robert Mugabe stepped down following a military intervention. The opposition also claimed that it has evidence that Mnangagwa is working on delaying elections despite pretensions to the contrary.
In a statement, the opposition said:
<blockquote>The MDC is also deeply concerned by the continued militarization of villages around the country. We have solid and incontrovertible evidence pointing to the fact that thousands of army officers in civilian attire have been deployed into the countryside for the purpose of carrying out clandestine political campaigns on behalf of Zanu PF.
…Our impeccable party intelligence has since gathered information to the effect that there are untoward and improper machinations that the Mnangagwa administration is currently pursuing in order to delay and/or postpone the holding of elections when they are due.
We also demand that the 2018 elections be Sadc, AU and UN guaranteed. Basically, this means that the elections have to have the seal of approval of all these important organisations and also that they produce a result that is credible and reflects the true will of the people.</blockquote>
The allegations that the army has been deployed into the rural areas were first made by Professor Jonathan Moyo on Twitter when he accused the government of plotting to unleash electoral violence like what happened in 2008. <a href="https://news.pindula.co.zw/2018/01/16/jonathan-moyo-claims-2000-soldiers-embedded-communities-ahead-2018-elections/" rel="noopener" target="_blank">He said that over 2000 soldiers had been deployed into the community.</a>
Despite being in exile, Moyo seems to be highly connected as he has been revealing some information before it is known. In an interview on BBC Hardtalk, Moyo claimed that President Mnangagwa had visited Tsvangirai in order to seek help in postponing the elections. Up till that point, that detail had not been revealed. However, after Moyo’s claim, George Charamba president Emmerson Mnangagwa’s spokesperson admitted that the issue had been discussed although he claimed that Tsvangirai was the one who had initiated the discussion.
