President Emmerson Mnangagwa has reassigned Frederick Shava, the Foreign Affairs and International Trade Minister, to the Ministry of Higher and Tertiary Education, Innovation, Science and Technology Development. In turn, Amon Murwira will now take over Shava’s previous role.
The reassignment was announced by Chief Secretary to the President and Cabinet, Martin Rushwaya, on Tuesday evening.
Murwira has frequently served as Acting Foreign Affairs Minister since 2020. Said Rushwaya:

In terms of Section 104 Subsection (1) of the Constitution of Zimbabwe, His Excellency the President, Cde. Dr. Emmerson Dambudzo Mnangagwa has reassigned the under-listed Ministers as follows:
Hon.A. Murwira, M.P. : Minister of Foreign Affairs and International Trade.
Hon. F.M. Shava, M.P. :Minister of Higher and Tertiary Education, Innovation, Science and Technology Development.
The re-assignments are with immediate effect.

Former Foreign Affairs Minister Walter Mzembi, who is currently in self-imposed exile, opined that the reassignments may not be based on merit, but rather on loyalty to President Mnangagwa. He posted on X:

Ministers are not Permanent deployments anywhere in the world but some abrupt changes just raise eyebrows. Presidents can reassign anyone to anywhere and in fact, drop some unlucky folks altogether!
Being moved to Foreign Affairs is always considered a ” promotion ” and being moved from it a ” demotion ” but in essence, all Cabinet deployments are equally important, members of one body, like the arm, leg, eye, ear or mouth scenario.
There is not one unimportant or more important than the other. The only thing making Foreign Affairs prestigious is proximity to the Principal and of course visibility. Often you wear borrowed robes but they are exactly what they are “borrowed “.
If any thought lingers on as a result of conduct that you now want the robes permanently you are quickly disabused…
Often a sudden movement from the portfolio is linked to loyalty issues perceived or real than meritocracy. In fact meritocracy threatens loyalty and before you know it, you are out.

President Emmerson Mnangagwa has moved Frederick Shava from the Foreign Affairs Ministry to the Higher Education Ministry. Amon Murwira will now take over as the Foreign Affairs Minister. Frederick Shava And Amon Murwira Swap Roles In Cabinet Reshuffle

The Minister of Higher and Tertiary Education, Innovation, Science and Technology Development, Amon Murwira, said the government will “jealously” guard the quality of the country’s education system.
Murwira made the remarks during his speech at the Harare Polytechnic College graduation ceremony on Wednesday, 07 August. He said:

So the way we do our education is vital. That’s why it is sacrosanct to guard the quality of our education. We will guard it jealously.
Therefore, it is important to focus on our education, our skills, on our knowledge.
The purpose of education is to liberate people. Liberation means when you want food, you get it, when you want anything you get it.

He also challenged graduates to use their acquired skills to develop Zimbabwe and the rest of the continent. Said Murwira:

I challenge graduates to use the skills acquired here to develop Zimbabwe and the rest of the continent. Nyika inovakwa nevene vayo.

Zimbabwe has embraced quality assurance in higher education since the 1990s through the establishment of the Zimbabwe Council for Higher Education (ZIMCHE).
This body ensures that institutions meet certain standards and continuously improve their educational offerings.
In March 2024, ZIMCHE announced that the International Institute of Philanthropy (IIP) was not authorised to award degrees in Zimbabwe as it is not a registered higher education institution.
It made the declaration after IIP had conferred honorary degrees upon several Zimbabweans, among them Dilesh Nguwaya, Midlands businesswoman Smelly Dube, Fatima Maruta, who runs an orphanage, and Paul Shambare.
Meanwhile, 3 460 students graduated from the Harare Polytechnic College. The event ran under the theme “Transforming learning, research and intellectual excellence for accelerated innovation and industrialisation through heritage-based Education 5.0”.

The government wants to protect and improve the quality of education in Zimbabwe. The Minister of Higher and Tertiary Education, Amon Murwira, said this during a graduation ceremony. He wants graduates to use their skills to help the country and the continent. Zimbabwe has had a body, ZIMCHE, since the 1990s to make sure educational standards are met. Recently, this body declared that the International Institute of Philanthropy cannot give degrees in Zimbabwe. Over 3,000 students graduated from Harare Polytechnic College, with a focus on innovation and industrialization.

Government To Safeguard Quality Of Higher Education - Murwira

The Minister of Higher and Tertiary Education, Innovation, Science and Technology Development Amon Murwira has reaffirmed the government’s policy requiring teachers to learn three local languages besides their mother tongue.
As reported by the <a href="https://www.chronicle.co.zw/three-local-languages-remain-mandatory-for-teachers/">Chronicle</a>, Murwira said the existing policy (introduced in 2018) mandates teachers to master three local languages in addition to their native tongue upon graduation.
He was responding to Senator Annah Shiri (representing people with disabilities) who had inquired about Government initiatives to incorporate minority languages like sign language into tertiary education. Said Murwira:

We aim to have the expertise in all the languages. If you get there, you will have people speaking Chewa, isiNdebele, Shona et cetera.
At the United College of Education in Bulawayo, you will also see that we have introduced special language programmes, including Mutare Teachers’ College.
We are appealing to the Senators and all the Parliamentarians to continue providing more financial support towards this direction. We must leave a legacy of peace and treasures.

Matabeleland North Senator Rebecca Fanuel said the deployment of non-Tonga speaking teachers to Binga has resulted in poor pass rates, particularly in primary school. She said:
<blockquote>
The President said no one should be left behind, but I have realised that in our district, Binga, we are still lagging.
Learners in primary schools are not doing well as teachers being employed in Binga cannot speak or write Tonga, although we are grateful that a few have been employed.
Why is the employment of teachers in Binga only for people from other provinces who do not speak our local language? What is the Government doing to employ teachers who are from Binga?
</blockquote>
In response, Murwira said:

This policy of having teachers that can speak the language of the child is alive and we are implementing it to the extent that one of the issues that we have done in terms of teachers’ colleges in that in 2019, we started Hwange Teachers’ College where we recruited 150 students from Hwange who speak Nambya and some who speak Tonga.
So, the policy there is very clear. In terms of the speed of movement, this is what we always need to improve every day because we cannot say we are 100 per cent correct, but the direction is correct and we will be moving in that direction and continue to move in that direction.

Zimbabwean Teachers Required To Learn Three Local Languages

Zimbabweans who study in Russia can now start their careers locally without doing the conversion of degree programmes.
This was said by the Minister of Higher and Tertiary Education, Innovation, Science and Technology Development Minister, Amon Murwira following his participation at the World Youth Festival (WYF) that ran from March 1 to 7 in Sochi, Russia. Murwira said (via <a href="https://www.chronicle.co.zw/zimbabwe-russia-standardise-professional-qualifications/">Chronicle)</a>:

We signed an agreement in mutual recognition of qualification, which means our education system has been made interoperable.
If you graduate here (in Russia), at home it is an automatic recognition. If you come from Zimbabwe with a Zimbabwean qualification and enter the education system here without question, the only difference is that when you come here you might need to learn the Russian language.
Someone who graduates from here can automatically go into our systems. In the past it was not like that, we signed that agreement two years ago, so a person had to be re-evaluated before a person had to be evaluated in Zimbabwe. But we have made that breakthrough.
</blockquote>
Murwira visited Sochi University, and Sirius University and also engaged with the Science and Higher Education Minister of the Russian Federation to strengthen cooperation between the two countries.

However, for many young individuals like Tanyaradzwa Mangwanya, funding their education has become a daunting challenge, hindering their journey towards a brighter future.
Tanyaradzwa, a determined 19-year-old girl from Ruwa, embodies the struggles and aspirations of numerous Zimbabwean youths. Despite facing adversity from an early age, having lost her mother at the tender age of two, Tanyaradzwa’s spirit remains unyielding. Recognizing the transformative power of education, she has set her sights on university, yearning to expand her knowledge and skills, and carve a path towards success. Ruwa's Former Junior Mayor Tanyaradzwa Mangwanya Appeals For Scholarship Assistance

The Government has reportedly failed to pay State University workers their December salaries.
Zimbabwe Universities Allied Workers Union (ZUAWU) secretary-general Jabulani Mpofu told <a href="https://www.newsday.co.zw/local-news/article/200021291/govt-fails-to-pay-university-workers">NewsDay</a> that their members were yet to be paid their December salaries. He said:
<blockquote>
Salaries have not been disbursed for State university workers. We have been trying to get an audience from the ministry over the matter, but they have not furnished us with any details.
Workers are worried that they are going to the festive season without salaries, there is no festivity for them.
</blockquote>
Zimbabwe State Universities Lecturers Association secretary-general Givewell Munyaradzi said:
<blockquote>
We continue to wonder why they are treating us like this every year. We complained to councils and even the ministry.
The ministry said the money comes from the Ministry of Finance. Almost more than half of the country’s State university workers have not received their salaries.
</blockquote>
In March this year, the Minister of Higher and Tertiary Education, Innovation, Science and Technology Development <a href="https://www.herald.co.zw/universities-responsible-for-lecturers-salaries-murwira/">Amon Murwira said the Government was paying block salary grants to all State universities</a> just as a baseline upon which their income should be built.
Murwira said lecturers and other staff at State universities are not hired by the Government but by the universities themselves.
He said universities should be innovative enough to generate their income to augment the block salary grants they get from the fiscus.
Murwirwa also said it was absurd for university staff to complain about poor conditions of service to the Government instead of directing their concerns to their university councils which have the overall authority and financial powers to raise money.
Meanwhile, this year, <a href="https://www.newsday.co.zw/thestandard/news/article/200019440/govt-awards-chiefs-hefty-bonuses">the Government awarded traditional leaders a 100% bonus</a> as a “performance reward”.
Political commentators said the Government rewarded traditional leaders for playing a key role in mobilising their subjects to vote for ZANU PF during the August 2023 general elections.
Chiefs, headmen, village heads and their messengers were awarded the bonuses both in United States dollars and in local currency.

Govt Fails To Pay University Workers

Mt Pleasant Member of Parliament <a href="https://pindula.co.zw/Fadzayi_Mahere">Fadzayi Mahere</a> (CCC), has said Higher Education, Science and Technology Development Minister Amon Murwira is “out of touch with the depth of the unemployment crisis” in Zimbabwe.
Murwira recently told parliamentarians that unemployed graduates should not seek jobs but rather create their own businesses. He said:
<blockquote>
We nolonger talk of brain drain but brain circulation. We will not construct people who work for other people. The issue of graduating and seeking employement should be a thing of the past.
We want to change the mentality now. You need to go to school and put to use what you learnt not sleep at home and wait for employment. Those were colonial industries, let us start our own.
</blockquote>
In response, Mahere, who is also the Chairperson of the Parliamentary Portfolio Committee on Higher Education, Science and Technology Development, said:
<blockquote>
Regrettably, the Minister of Higher Education once again shows how out of touch he is with the depth of the unemployment crisis, the realities of Zimbabwe’s job market, the state of our economy and the needs of higher education graduates.
In most professions, the regulatory bodies don’t permit graduates to assume self-employment upon graduation.
He appears ignorant of the professional rules that govern the graduates he is churning out which is disturbing.
Doctors, lawyers, accountants &amp; engineers, for example, can’t just start up on their own. They have to first be employed for a set number of years before they can practice for their own account.
How does he expect such graduates not to seek employment? It’s ludicrous.
Zimbabwe has the highest unemployment rate in the region. The latest figures show that we are faced with over 85% unemployment.
This is clear evidence of a comatose economy, a shrinking formal sector and the disintegration of industry.
Graduates have been reduced to vending tomatoes because the economy does not work. He fails to make the connection or see the relatedness between the broken economy and the unemployment crisis.
There is an urgent need to stop the rhetoric, analyze the data, listen to key stakeholders and review Education 5.0.
Except for in The Herald and in his own head, the higher education system in Zimbabwe is not working.
The Minister ignores analytics at his peril. Lip service is paid to the notions of technology and innovation yet the reality on the ground shows that most universities and tertiary colleges lack efficient internet access, stable electricity and adequate water – not to mention the adverse impact of student poverty.
Propaganda can never fix the crisis – that’s the mentality that has to change!

Mahere said Murwira has been employed “his whole life” and has no authority to tell graduates to start their own business ventures. She said:

How does someone who is employed by the taxpayer predominantly to create an ecosystem that ensures students are fit for employment stand up in the august house to say that seeking employment should be a thing of the past?
Has he not been employed his whole life? Why didn’t he start his own thing instead of seeking employment?

Mahere Ridicules Minister Murwira's Call For Unemployed Graduates To Establish Industries

Higher and Tertiary Education Minister <a href="https://pindula.co.zw/Amon_Murwira">Amon Murwira</a> said that unemployed graduates must create their own opportunities, rather than seek jobs.
Speaking during a Question and Answer session in Parliament recently, Murwira said that Zimbabwe was changing the philosophy of why people enroll at institutions of learning.
He said Zimbabwe is not suffering a brain drain but experiencing brain circulation, adding that graduates should ditch the colonial mindset whereby people were educated to be employed.
Responding to a question about the Government’s position with regards to brain drain due to a lack of job opportunities, Murwira said, as quoted by <a href="https://www.newzimbabwe.com/brain-circulation-not-drain-argues-minister-murwira-tells-unemployed-graduates-to-create-opportunities-for-themselves/">NewZimbabwe.com</a>:
<blockquote>
Zimbabwe will continue training people and we are also changing the philosophy of why we go to school.
We go to school in order to be able to use our knowledge and skills and attitudes to start new enterprises.
We should no longer talk about brain drain. We talk about brain circulation.
We will be able to train our people so that they are useful to us either locally or elsewhere and they will be able to do things and be able to be useful to the country.
This is a deep philosophy that diverts from the philosophy of going to school to be employed by the colonial master, kuzvishandira, kwete kushandiswa.
Brain drain assumes that the pot that is cooking people has stopped cooking. We will continue cooking our people in our higher and tertiary education institutions.
Hativapedzi, ticharamba tichi trainer vanhu to the extent that these days what they call brain drain is actually brain circulation because we can still use our people wherever they are.

He said the Government will create an environment that allows graduates to start their own industries and also provide them with venture capital. Said Murwira:

When the education trains them how to be able to make things; how to be able to form industries and how to be able to work for themselves, our duty will be to provide them with the correct policy environment so that they are able to do so.
Also, how to provide them with the venture fund so that they have the finances. We shall not construct people who work for other people.

Minister Murwira Challenges Unemployed Graduates To Create Jobs For Themselves

President Emmerson Mnangagwa appointed six non-constituency Ministers into his Cabinet, out of a possible seven from outside parliament. Some of the Ministers had lost their seats prior to the election.
In 2018, the non-constituency Ministers included individuals like Professor Mthuli Ncube (Finance), Professor Amon Murwira (Higher Education), <a href="https://www.pindula.co.zw/Kirsty_Coventry/">Kirsty Coventry</a> (Sports), Dr. <a href="https://www.pindula.co.zw/Obadiah_Moyo/">Obadiah Moyo</a> (Health), and <a href="https://www.pindula.co.zw/July_Moyo/">July Moyo</a> (Local Government).

The seat was won by Dingumuzi Phuti, who was the Member of Parliament for Bulilima West. However, Ndlovu has been given a new role. To accommodate him, President Mnangagwa split the old Ministry, appointing Barbara Rwodzi as the Minister of Tourism and Hospitality, while retaining Ndlovu as the Minister of Environment, Climate, and Wildlife. Tongai Mnangagwa, the President’s nephew and MP for Harare South, was named as Ndlovu’s deputy.
<h3><a href="https://www.pindula.co.zw/Anxious_Masuka/">Dr Anxious Masuka:</a></h3>
President Mnangagwa exempted Minister Anxious Masuka from constituency politics to focus on reviving the agriculture sector. Masuka and John Basera were recognised as top performers in the 2022 evaluation. Masuka will serve as a non-constituency legislator, according to Mnangagwa’s column in The Sunday Mail and Sunday News. He wrote:

Before last year’s output, the highest-ever wheat output since commercial production began in the 1960s was 325 000 tonnes realised in 1990.

Ziyambi Ziyambi was reappointed as the non-constituency Minister of Justice, Legal, and Parliamentary Affairs. Ziyambi’s history of pushing legislation to strengthen President Mnangagwa’s power is not surprising. He demonstrated his loyalty by criticizing observer reports. His deputy is lawyer Norbert Mazungunye, who won against <a href="https://www.pindula.co.zw/Fortune_Chasi/">Fortune Chasi</a> in the ZANU PF primaries.

New Cabinet: President Mnangagwa's Non-Constituency Ministers

Zimbabwe has committed to cooperating in bringing to justice the perpetrators of the 1994 Genocide against the Tutsi in Rwanda.
The Rwandan Genocide is one of the most notorious modern genocides which occurred between April and July 1994.
Almost one million ethnic Tutsi and moderate Hutu were killed as the international community and UN peacekeepers stood by.
Zimbabwe’s acting Minister of Foreign Affairs and International Trade, Amon Murwira, said there cannot be justice and lasting peace without full accountability. <a href="https://www.newtimes.co.rw/article/6665/news/kwibuka/zimbabwe-commits-to-bring-perpetrators-of-1994-genocide-against-the-tutsi-to-justice">The New Times</a> quoted Murwira as saying:

The primary responsibility to prevent and stop genocide lies with all of us.
On that note let me reaffirm Zimbabwe’s commitment to providing support to all international and continental efforts to bring to book those responsible for genocide in Rwanda and elsewhere.
We believe there cannot be justice and lasting peace without full accountability.

Murwira was addressing Rwandans living in Zimbabwe, diplomats accredited to Zimbabwe, the business community and friends of Rwanda.
Last year, <a href="https://zero.pindula.co.zw/zimbabwe-denies-hiding-rwandese-genocidaire-protais-mpiranya-full-statement/">Zimbabwe denied that it had harboured the most wanted Rwandese fugitive, Protais Mpiranya</a>, whose remains were found in Zimbabwe under the alias Ndume Sambao.
While Murwira committed Zimbabwe to bring to justice the perpetrators of the Rwanda Genocide, the Government of Zimbabwe is yet to bring to justice those responsible for the Gukurahundi killings in the 1980s.
Moreover, the findings of the Chihambakwe Commission of Inquiry, which was set up by the government to investigate Gkurahundi, were never made public.
The Government has also failed to bring to account those responsible for the 01 August 2018 killings as recommended by the Motlanthe Commission.

Zimbabwe Commits To Bring Perpetrators Of 1994 Rwandan Genocide To Justice

The government says it will train 5 000 Science and Mathematics teachers in the next three years to address the teacher shortage problem.
Umzingwane MP Levi Mayihlome (ZANU PF) told the National Assembly that the shortage of Mathematics and Science teachers could be contributing to a decline in the pass rate in Sciences.
Mayihlome claimed Umzingwane District in Matabeleland South Province has more than 45 vacancies for Science teachers, but only two posts were filled.
He then asked the Higher and Tertiary Education, Innovation and Technology Development Minister Amon Murwira about the measures that the Government is implementing to address the problem.
In response, Murwira said several teachers’ colleges such as Mkoba Teachers’ College; Masvingo Teachers’ College, and Joshua Mqabuko Nkomo Polytechnic are training Science and Mathematics teachers. He said:

So, we have been able to enroll 600 teachers for Science only at Mkoba Teachers’ College, at Mary Mount Teachers’ College, at Masvingo Teachers’ College and Joshua Mqabuko Nkomo Polytechnic which was never there before.
We have also bolstered the Science teaching programme at Mutare Teachers’ College, Hillside Teachers’ College and Belvedere Technical Teachers’ College.
So, the response has been such that last year in 2022, we graduated our first crop of secondary Science teachers.
We are looking at having 5 000 secondary Science teachers trained by 2025 and there are steps that we are taking.

Govt Says It Plans To Train 5 000 Science Teachers By 2025

The University of Zimbabwe (UZ) has finished refurbishing a factory shell and installing a production plant that will produce vehicle registration plates.
The US$1 million project is being jointly implemented by the Ministry of Transport and Infrastructural Development in conjunction with the Ministry of Higher and Tertiary Education, Innovation, Science and Technology Development.
Acting Information, Publicity and Broadcasting Services Minister Dr<a href="https://www.pindula.co.zw/Sekai_Nzenza"> Sekai Nzenza</a> made the announcement while addressing Tuesday’s post-Cabinet briefing. She said:

The refurbishment of the factory shell to house the National Number Plate Programme at the University of Zimbabwe has reached 90 per cent completion, with the number plates production plant having been installed.
The plant has the capacity to produce seven million e-number plates annually.

The development is expected to reduce the import bill as well as the cost of vehicle registration plates.
Zimbabwe reportedly spends more than US$800 000 annually in importing vehicle number plates.
In 2021, Higher and Tertiary Education, Innovation, Science and Technology Development Minister <a href="https://www.pindula.co.zw/Amon_Murwira">Amon Murwira</a> announced that the production of plates would be coordinated through a national project being implemented by a consortium of <a href="https://news.pindula.co.zw/2021/07/19/local-colleges-venture-into-vehicle-number-plates-production/">universities and colleges at their innovation hubs.</a>
Murwira told State media that universities and colleges will use local resources and skills to develop a system that will ease the shortage of vehicle number plates and create a new generation vehicle registration system that will improve driving standards and prevent fraud.

University Of Zimbabwe Set To Start Producing Vehicle Registration Plates

Higher and Tertiary Education, Innovation, Science and Technology Development Minister Amon Murwira has defended current university fee increases saying they are now lower compared to 2017.
Most State universities have increased fees from around ZWL$50 000 for undergraduate degrees to between ZW$215 000 up to a high of ZWL$358 000 per semester.
Based on the official exchange rate currently standing at US$1:ZWL$628.19 the lowest fees at university now stands between a low of US$342.25 and a high of US$569.89.
Postgraduate students now have to pay an equivalent of between US$469 and US$912.14.
Speaking during an interview with <a href="https://www.newzimbabwe.com/university-education-is-now-cheaper-than-before-struggling-students-must-apply-for-jobs-for-fees-programme-says-higher-education-minister/">NewZimbabwe.com</a> on Thursday, Murwira said part of the fees is ancillary fees set by the universities. He said:
<blockquote>
If you compare the current fee thresholds with what was being charged in 2017, you will note that the fees are now much cheaper.
Back then state university fees were around US$400 but right now we are at around US$200.
Remember, we only approved between ZW$184 000 and a high of ZW$220 000 with the remainder being ancillary fees set by the universities.

Murwira refused to link the fee structures with current salaries in the economy saying that his mandate is to oversee the efficient provision of higher and tertiary education. He added:
<blockquote>
We are supporting our students in the best way we can. We have a work-for-fees program. We also have a student loan program which even has a very low uptake.
Every student is eligible to take up that loan right now. We have got more than ZW$200 million ready for take-ups. This is what the government is currently doing.

Meanwhile, Progressive Teachers Union of Zimbabwe president, Takavafira Zhou, said the university fee hikes have relegated education to a privilege and not a right. He said:
<blockquote>
At worst it must be, therefore, accessible and affordable. The government is to blame and so is the Minister.
In fact, Minister Murwira is always off-side if we are to recall his utterances urging graduating students to build schools.
That only reflect is an achievement way beyond the reach of ordinary citizens and only within reach of the government and development partners
Instead, he must lobby the government and key stakeholders to give students flexible loans, payment terms and grants so that education does not become a preserve of the rich.

University Fees Now Lower Than In 2017 - Murwira

<a href="https://www.pindula.co.zw/Midlands_State_University">Midlands State University (MSU</a>) has reportedly approved a 407% tuition fee increase amid reports that many students are already struggling to make ends meet.
In a notice seen by Pindula News, the higher learning institution informed students about the upward review of the fees.
The notice signed by Doctor K. Mudzingwa shows that undergraduate students will pay between ZW$285 000 (US$453) to ZW$359 212, with Medicine and Engineering degrees being the most expensive.
Converted to foreign currency equivalency based on the official exchange rate, the new fee structure ranges between US$453 and US$571 per semester.
The hike is significant considering most degrees were averaging ZW$50 000 last semester.
Postgraduate students, who were initially paying about ZW$81 000 last semester, will now pay between ZW$318 472 and ZW$573 360 up to the Masters’ level with some doctoral students paying ZW$1 million.
At least 50% of the fees are expected to have been paid by the close of registration on November 4, 2022, with the remainder expected by November 25, 2022.
Other institutions like the University of Zimbabwe (UZ) urged students to pay just 10% of the fees to register for classes.

MSU Hikes Tuition Fee By More Than 400%

Teachers’ unions are demanding the dismissal of Higher and Tertiary Education, Innovation, Science and Technology Development minister <a href="https://www.pindula.co.zw/Amon_Murwira">Amon Murwira</a> for <a href="https://zero.pindula.co.zw/govt-tells-teachers-to-establish-own-schools/">urging new graduates to open their own schools</a> to cater for the estimated 4 000 schools deficit in the country.
The unions said the remarks were reckless since the government is constitutionally mandated to provide education facilities for its citizens and not delegate that responsibility to private investors, according to <a href="https://www.newsday.co.zw/local-news/article/200001844/teachers-unions-wrap-reckless-minister">NewsDay</a>.
Addressing a graduation ceremony at the United College of Education (UCE) in Bulawayo recently, Murwira said:

What we lacked was the framework under which our graduates can start schools and be facilitated to do so.
It’s normally a matter of policy direction and resources being poured towards that policy direction.
That’s where the discussion is, not whether we have enough jobs or not. We don’t have enough schools; we don’t have enough teachers and we don’t have enough people with the expertise that you have.
I told you about the deficit of schools. So why are we stuck? Why are we not building schools?
Who said we cannot build schools? Who said we should work for the Public Service Commission?

Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) president Obert Masaraure said private educational institutions were never designed to take the responsibility to provide education from the State. He added:

Only ruling party, the elite can afford to create these private schools. Murwira’s sentiments were meant to legitimise the proliferation of private schools owned by the ruling elites. Teachers are being exploited in such schools and we hope the graduate teachers understand that they are being lured to private schools to be exploited.

Progressive Teachers Union of Zimbabwe president Takavafira Zhou concurred with Masaraure adding that the Minister must accept that the State has failed and look for investors who could possibly build schools.

Murwira made the remarks while speaking during a graduation ceremony at the United College of Education (UCE). He said:

It’s normally a matter of policy direction and resources being poured towards that policy direction.
That’s where the discussion is, not whether we have enough jobs or not. We don’t have enough schools; we don’t have enough teachers and we don’t have enough people with the expertise that you have.
I told you about the deficit of schools. So why are we stuck? Why are we not building schools?
Who said we cannot build schools? Who said we should work for the Public Service Commission?
Section 75, Sub-section 2 of the constitution says you can be the founder of your own schools.
Anybody can start their own school but when you look at most of the private schools, except for the Mother Touch group of schools which was started by a student from Seke Teachers’ College, they belong to people that are not even trained in teaching.
We have to start forming groups of our students to start their own schools and we fund them so they start those institutions.
Why was it not possible? It was not possible because we did not have Education 5.0. Now we have changed the law so that it is now possible to do so.
We changed the National Planning and Development Act so that it can fund school start-ups.
We are starting to operationalise that we have said to every college that at the end, they must spend some time with a graduating class forming these consortiums so we can have, for example, the UCE group of schools or whatever other name you might want to call them. Let’s start with one or two examples next year.

Govt Tells Teachers To Establish Own Schools

Higher, Tertiary Education, Innovation, Science and Technology Development Minister Amon Murwira has justified the recent tuition fee increase at the University of Zimbabwe (UZ) arguing that the government is already subsidising tertiary education in the country.
The UZ hiked fees by more than 700 per cent, with students now expected to pay an equivalent of US$1 000 per semester.
Speaking at a Press conference on Thursday as he welcomed a Russian Federation delegation that is set to tour the country’s tertiary institutions, Murwira said:
<blockquote>
If only we could compare Zimbabwe with southern Africa, we have a relatively lower level of fees. I am avoiding saying the word cheap because we are subsidising higher education.
If we were not subsiding, it would be around US$10 000. The issue with the UZ is that they met on August 18 and they agreed on the fees that they are going to charge. Let’s separate politics (from) education. We are not going to entertain that.

The tuition fee hike sparked protests at the UZ’s Mt Pleasant campus that resulted in 19 students being arrested early this week.
UZ Students Representative Council (SRC) spokesperson Takunda Gift Chinoda denied claims that there was an agreement on the new fee structure. He said:

As SRC we want to distance ourselves from the claim by the administration that we agreed on the 30% US dollar increment of fees.

The government is in the process of establishing industrial training polytechnic colleges in Binga and Plumtree to speed up the country’s development, a cabinet minister has said.
Speaking during a graduation ceremony at Bulawayo Polytechnic on Thursday, Higher, Tertiary Education, Innovation, Science and Technology Development Minister Amon Murwira, said:
<blockquote>
When we do things, we do them for others. That’s why we get educated. Bulawayo Polytechnic is important to us, we are building an industrial training college in Binga and it is this institution that is doing that. We are very proud that we are spreading our wings.
We can’t be beggars every time, it’s not possible. We are also happy that Bulawayo Polytechnic is involved in establishing Plumtree College, which has taken about 30 students. We are going to increase the number of students, we want our people to be capable.
I have told the principal not to advertise only in the newspapers but to do a door-to-door campaign, telling people to go to school. It’s not everyone is able to read a newspaper or has access to WhatsApp.
We are also happy that Bulawayo Polytechnic contributed in building a students’ centre at National University of Science and Technology and refurbished the Gwabalanda hostels at Hillside Teacher’s College.
It is time we redefine what education is, let’s be practical. Why do we need English in order to study physics. It’s time we prioritise ourselves.
Let’s be real in terms of what we want for our nation. We are ready to fund the first start-ups for Bulawayo Polytechnic.

The Government has justified recent university fee hikes as necessary to enable institutions of higher learning to provide quality education that is credible.
Members of Parliament had demanded a ministerial statement after university fees for both undergraduate and post-graduate programmes were increased by over 100 per cent.
The Minister of Higher and Tertiary Education, Innovation, Science and Technology Development Amon Murwira issued a ministerial statement in the National Assembly on Tuesday on the fees increases. He said:
<blockquote>
Maintaining 2021 tuition fees per semester would threaten the achievement of the sustainable development goal (SDG) 4.
In fact, it would result in education and training institutions cutting down on essential budget lines such as internet bandwidth, e-library subscriptions, workshop practice for engineering, practical sessions for life sciences, outdoor field trips and supervision of students on attachment would be totally removed. This would be the death of the credibility of our education system.
With regard to tertiary institutions, the fees structure that was agreed upon in 2020 has never changed, except for catering and practical fees that are determined by market forces.
However, the student fees and other income are generally inadequate to meet all other costs because we always have to moderate them.
This is because the income source and student fees are generally inadequate. To ensure institutions operate on a balanced budget, universities and colleges should receive more support or charge higher fees, but normally we ask for more support.

Govt Justifies University Fee Hikes

The Government has rejected a proposal by Hwange Central MP Daniel Molokela (MDC Alliance) to strip President Emmerson Mnangagwa of his ceremonial title of Chancellor of State universities.
Molokela made the suggestion during the second reading of the State Universities Statutes Bill by the Higher and Tertiary Education, Innovation, Science and Technology Development Minister Amon Murwira in the National Assembly on Tuesday.
Molokela, who sits on parliament’s education committee, proposed that every institution should be allowed to pick the chancellor as happens in other countries and not “burden” the President. He said:
<blockquote>
I’m proposing that there be a clause that gives flexibility in the appointment of chancellors to say that the chancellor of the university can be the president of the republic or someone else who the University Council may deem fit.
This is in line with other institutions for higher learning across the world, even public institutions of higher learning.
For example in South Africa, the president is not the chancellor of each and every state university.
The university councils are given the flexibility to appoint another eminent person in society to be a chancellor.
I’m recommending that we include a clause in this Bill that says the university council should have an option of appointing another chancellor, apart from the president of Zimbabwe because we now have a lot of universities and there is no need to burden the president to officiate.
You have seen graduation ceremonies being postponed because the president is unavailable, and the president is busy.
Yes, that is normal because the universities are now many. So, let’s include a new clause that says that the chancellor can be the president of the republic or any other eminent Zimbabwean citizen who the council may choose.
</blockquote>
Murwira, however, argued that the chancellor is a ceremonial post with the most prominent person in that nation and therefore, no changes will be made to that. He said:
<blockquote>
When it comes to the chancellor, it’s not a new introduction that we’re making here. The chancellor is already known and is the president of the Republic. We’re not making any amendment about the chancellor at all.
In my tenure, with the privilege of being in this tenure, we have never delayed any graduation. It is on time.
The chancellor is a ceremonial post with the most prominent person in that nation.
We take our first citizen proudly as our most prominent person.
It’s in the statutes and we don’t have any problems with that.

Zimbabwe has explained the rationale behind its decision to abstain from voting against Russia when the United Nations General Assembly put the Ukraine crisis for a vote on Wednesday.
The vote was 141 to 5, with 35 abstentions. It came after the 193-member assembly convened its first emergency session since 1997.
In a statement, the Acting Minister of Foreign Affairs and International Trade, Amon Murirwa, said Zimbabwe prefers dialogue between Russia and Ukraine, instead of sanctions as they will only worsen human suffering. The statement read:

As you are aware, there was a vote in the UN General Assembly yesterday 2 March 2022, on a resolution on Ukraine. Zimbabwe abstained in that vote.
We wish to assure you that Zimbabwe is a strong believer in the United Nations Charter and all its principles and purposes including the peaceful settlement of disputes.
The situation in Ukraine is a very complex one and is deeply rooted in the history and geopolitics of that region.
Zimbabwe believes that it is the duty of the international community not to make that situation more complex than it already is.
The International Community must tirelessly work towards the facilitation of dialogue aimed at finding a durable solution to the situation.
Zimbabwe is not convinced that the resolution adopted yesterday points in the direction of dialogue. On the contrary, it poured more fuel into the fire thus further complicating the situation.
As you know, Zimbabwe does not support the imposition of unilateral coercive measures or unilateral sanctions of any kind on any member state for that matter, as this is contrary to the United Nations Charter. Unilateral sanctions have never worked to resolve any situation.
On the contrary, sanctions unleash untold humanitarian crises and the human suffering of ordinary people.
Zimbabweans, have been victims of unilateral sanctions for over 20 years and would not wish this on anyone. Dialogue is the way forward.
Zimbabwe, therefore, commends the Russian Federation and Ukraine for initiating dialogue and urge them to intensify their efforts towards finding a durable solution to the conflict taking into account the security interests of both parties.
It is for these reasons that Zimbabwe abstained from the vote on the resolution on Ukraine in the UN General Assembly on 2 March 2022.

Murwira Explains Why Zimbabwe Abstained From UN Vote

The Ministry of Primary and Secondary Education says it is ready for the commencement of the first term for 2022 when the Presidential proclamation is made to resume classes.
The Presidential decision to reopen schools could be made anytime from today.
A fortnight ago, Acting President Constantino Chiwenga extended the closure of schools by another two weeks but made it clear that a week’s notice would be given to ensure schools prepare for the return of learners.
Acting Minister of Health and Child Care, Minister of Higher and Tertiary Education, Innovation, Science and Technology Development Amon Murwira said:

The principle which is there is that whenever he announces that he is going to ease off the lockdown, it is at that point that he will give one week for schools to prepare.

Ministry of Education spokesperson Taungana Ndoro said several schools were damaged by heavy rainfall and strong winds and need to be repaired but the ministry was in a position to manage COVID-19 in schools. Said Ndoro:

Yes, we are more than ready. However, some schools have been affected by the rains and roofs have been blown off so we are working flat out to repair that infrastructure.
In proportion to all schools, there are not many but still, we need them repaired and we have started modalities and assessments.
In terms of COVID-19 management, we have adjusted to the new reality and ensure that we have enough stocks for sanitisers, soap and water.

Schools were initially set to be reopened on 10 January but President Emmerson Mnangagwa postponed the resumption of classes indefinitely following a surge in coronavirus infections driven by the Omicron variant.
On Wednesday the test positivity rate had fallen to 4%, having reached close to 50% at the peak of the fourth wave.

Education Ministry 'Ready' For The Reopening Of Schools

The Ministry of Higher and Tertiary Education, Innovation, Science and Technology Development has revealed a massive salary hike for academic and non-academic staff at public universities.
In an internal staff notice signed by the Ministry’s permanent secretary and dated 22 July 2021, the salary hike is with effect from this month.
According to the notice, the salaries of Vice-Chancellors has been hiked from ZWL$153 996.00 to ZWL$223 294.00, while Pro-Vice Chancellors will take home $194 030.00, a significant jump from the ZWL$133 814.00 they had been getting since April.
Professors, Dean of Students, Executive Deans will receive ZWL$148 619.00 per month, Associate Professors, IT Managers, Director of Works &amp; Estates will take home ZWL$139 146.00 and Senior Lecturers, Systems Managers, Operations Managers, ICT Managers, Projects Managers and Research Fellows will be paid ZWL$130 104.00.
Lecturers, Director Institute of Continuing Health will get ZWL$107 809.00, Assistant Lecturers, Teaching Assistants, Resident Vets, Chief Nursing Officers and Senior Technicians were awarded ZWL$73 073.00, while Computer Operators will get ZWL$47 606, up from ZWL$32 832.00.
Chief Accounts Clerks, Chief library Assistants, Service Managers and Security Officers will now take home ZWL$36 580.00 while Accounting Assistants, Library Assistants, Chief Secretaries and Senior Secretaries were awarded ZWL$31 969.00.
Senior cleaners and Messengers will now take home ZWL$19 475.00, Kitchen Porters ZWL$18 962, while Labourers and Cleaners will get ZWL$16 706.00, up from ZWL$ 9 827.

Staff At Public Universities Awarded Major Salary Hike

The production of vehicle number plates locally has started at selected colleges and universities, a Cabinet Minister has said.
Higher and Tertiary Education, Innovation, Science and Technology Development Minister Amon Murwira said that the production of plates would be coordinated through a national project being implemented by a consortium of universities and colleges at their innovation hubs.
Murwira told State media that universities and colleges will use local resources and skills to develop a system that will ease the shortage of vehicle number plates, create a new generation vehicle registration system that will improve driving standards and prevent fraud. Said Murwira:
<blockquote>Cabinet approved the Zimbabwe National Vehicle Number Plate Project and work has started to improve our national capability to produce registration plates locally.
Zimbabwe has the capability to produce new number plates and develop a modern vehicle registration system that will save us foreign currency, utilise local resources and skills.
The project has started and people are working on it.</blockquote>
Zimbabwe has a backlog of number plates, which are imported and require foreign currency.
The country reportedly spends more than US$800 000 annually in importing vehicle number plates.
According to the Central Vehicle Registry, Zimbabwe’s vehicle population stands around 1.3 million.
The Zimbabwe National Road Administration (ZINARA) says that about 170 000 vehicles on the country’s roads are not registered.

Local Colleges Venture Into Vehicle Number Plates Production

Several Zimbabweans, among them students on scholarships, are stuck in India at Gujarat University amid fears that COVID-19 could get to them before they are allowed to return home.
India is currently on lockdown as COVID-19 infections continue to escalate, with a daily death rate of 4 000. Over 250 000 people have died so far.
Minister of Higher and Tertiary Education, innovation, Science and Technology Development, Amon Murwira said authorities will urgently look into the matter as all students in foreign countries are of concern to Zimbabwe.
Zimbabwe has a history of neglecting students on State scholarships with past reports indicating that students in countries such as Russia, Algeria and South Africa had at one point, ventured into prostitution and other social ills to make end meets.

Zimbabwean Varsity Students Stuck In India

The government will consider extending the 30-day level four national lockdown which ends next week.
Some health experts have called for the extension of the stay at home order following an exponential rise in new coronavirus infections and a surge in COVID-19 deaths in January.
While new infections have started to ease in recent days, they are still far higher than at the beginning of January or at the peak of the first wave in 2020.
Vice-chairperson of the Ad-Hoc Inter-Ministerial Taskforce on COVID-19 Amon Murwira on Thursday said they will hold a meeting and consider extending the lockdown. He said:
<blockquote>The efforts of Zimbabweans should be thanked because the lockdown is holding. The cases are going down but we have to hold on, and we want to thank all our health workers and security personnel for an excellent job.
We believe we will win this war. We will have a meeting (on the lockdown) and we will consider.</blockquote>
Meanwhile, police on Thursday said they have tightened enforcement to ensure that essential service providers and those who are exempted adhere to restrictions outlined in Statutory Instrument 10/2021.

Govt Contemplates Lockdown Extension

The vice-chairperson of the Ad-Hoc Inter-Ministerial Taskforce on Covid-19, Professor Amon Murwira, has emphasised the importance of frontline workers.
Professor Murwira who is also the Minister of Higher and Tertiary Education said health caregivers are the heroes of our time and everyone must play their part in helping them do their jobs in the difficult time of the Covid-19 pandemic.
He made the remarks after disturbing reports from some areas which suggest that nurses were being stigmatised after images from Norton showed some nurse aides being barred from boarding public transport. Murwira said:
<blockquote>
Health services, nurses, doctors are the heroes of our time.
Everyone must make sure they play a part in helping them do their job. Yes, the Government has provided transport for frontline workers, but as a responsible society, we need to be seen appreciating their efforts.
Let us never lose our guard in the fight against Covid-19. Let us continue to adhere to the prescribed protocols to win the fight against this virus, and also avoid a spike in Covid-19 infections.
</blockquote>
This is happening when health workers have continued to show resilience even when health caregiver, especially nurses, have died after testing positive to coronavirus.
Health caregivers have since 2019 embarked on periodic industrial actions while some have since deserted public health institutions citing potential exposure to the virus and poor remuneration.
Meanwhile, the Zimbabwe United Passenger Company has indicated intentions to beef up its fleet in response to high demand.

"Nurses, Doctors Are The Heroes Of Our Time" - Murwira

The government has rejected proposed fee hikes by universities until at least the threat of COVID-19 has receded.
Higher and Tertiary Education minister, Amon Murwira said no fees increases will be approved until the economic conditions improve. Said the minister:
<blockquote>The fees structures we are maintaining at universities are even lower than those being charged by most boarding schools in the country.
Three factors; affordability, reasonability and sustainability will determine fees hikes.</blockquote>
He said local universities were not there to make profits, therefore, the current fees structures must be maintained.
Murwira also revealed that the government has secured five high tech servers to improve online learning across the country’s learning institutions. He said:
<blockquote>We also bought five high tech servers last year in a bid to achieve online learning for our institutions.
These will be shared and as the year progresses, we are expecting to add five more to bring stability to our institutions.</blockquote>
Undergraduate students pay an equivalent of about US$200 on average at local universities which is far below regional averages of US$2 500 per year.

Current University Fees Must Be Maintained - Murwira

Amon Murwira, the Higher and Tertiary Education, Science and Technology Development Minister on Wednesday told Parliament that there was no going back on public examinations set to start next month despite protestations that pupils have lost study time due to the coronavirus-induced lockdown.
Murwira was responding to Magwegwe legislator Anele Ndebele (MDC Alliance) during the National Assembly’s question-and-answer session.
Ndebele had said students at private schools were more prepared than their counterparts at public schools where teachers are ‘incapacitated’ to which Murwira responded by saying:
<blockquote>The government is trying its best to make sure that there is harmony in the education sector; it is a matter of putting interest in education.
The Zimbabwe Schools Examination Council is doing its best to prepare for exams, which will not be written in a compromising position.
It is up to us as people to prepare for students to sit for exams without anybody being compromised.</blockquote>
Murwira added that the Ministry of Primary and Secondary Education has provided radio and online lessons, thus pupils were ready to sit for the examinations.

ZIMSEC Exams Won't Be Deferred - Murwira

Higher and Tertiary Education Minister Amon Murwira recently told incapacitated state university lecturers to leave the profession if they were not willing to wait for the outcome of salary negotiations between the Government and the Apex.
This was revealed in a communiqué issued by the Zimbabwe Unions Staff Association (ZUSA) and signed by representatives of all the country’s 10 state universities. The communiqué read:
<blockquote>He (the minister) preferred to summon one member to his office and indicated that the government was working on the condition of service for university workers. He showed his interest in the issues brought to him.
He reiterated that state university workers must exercise patience, trust and collegiality or pack their bags.</blockquote>
ZUSA has, as a result of Murwira’s response, resolved that all state university employees are incapacitated to report for duty with immediate effect.
The university lecturers are demanding minimum monthly salaries of US$1 600.
