<h2>Statement by the Acting Chief Secretary to the President and Cabinet, Martin Rushwaya, on the appointment of permanent secretaries.</h2>
<blockquote>
1. His Excellency the President has, in terms of Section 205(1) of the Constitution of Zimbabwe No. 20 of [2013], as amended, approved the appointment of the following senior officers as Permanent Secretaries:
(a) Mr Aaron Tonde Nhepera – Permanent Secretary in the Ministry of Defence and War Veterans Affairs, and
(b) Dr Gerald Gwinji – Permanent Secretary in the Ministry of Home Affairs and Cultural Heritage.
2. Mr Aaron Nhepera will replace Ambassador Mark Grey Marongwe as Permanent Secretary in the Ministry of Defence and War Veterans’ Affairs when the latter retires on 31st December, 2022. Prior to being Permanent Secretary in the Ministry of Home Affairs and Cultural Heritage since 2019, Mr Nhepera had served as Deputy Director General in the President’s Department.
3. The appointment of Mr Aaron Nhepera as the Permanent Secretary in the Ministry of Defence and War Veterans Affairs is with effect from 1st January, 2023.
4. Dr Gerald Gwinji will succeed as Permanent Secretary in the Ministry of Home Affairs and Cultural Heritage following the transfer of Mr. Aaron Nhepera to the Ministry of Defence and War Veterans Affairs.
5. Dr Gwinji has served in government since 1987 when he joined the Zimbabwe National Army as Medical Officer; and he rose through the ranks to become Senior Medical Officer; Director of Medical Services and Chief Adviser to the Commander Defence Forces; and Director General Health Services in the Zimbabwe Defence Forces.
6. Dr Gwinji subsequently served as Permanent Secretary in the Ministry of Health and Child Welfare until he was transferred to the Office of the President and Cabinet as Head of the Secretariat on Harmonisation and Standardisation of Public Sector Remuneration.
7. The appointment of Dr Gerald Gwinji as the Permanent Secretary in the Ministry of Home Affairs and Cultural Heritage is with effect from 1st January, 2023.

President Emmerson Mnangagwa has reassigned the former Deputy Director General in the President’s Office, Aaron Nhepera.
Ministry of Information permanent secretary Ndavaningi Mangwana said Nhepera has been moved from the Home Affairs Ministry and appointed the new secretary for Defence. Tweeted Mangwana:

His Excellency President [Emmerson Dambudzo Mnangagwa] has appointed Mr. Aaron Nhepera as the new Secretary for Defence.
He has been moved from [the Ministry of Home Affairs and Cultural Heritage]. He is a former Deputy Director General in the President’s Office.

In a related development, Mnangagwa has replaced Nhepera at the Home Affairs Ministry with the former Secretary for Health and Childcare, Gerald Gwinji. Said Mangwana:

President Mnangagwa Reassigns Former CIO Boss

The secretary of Information, Nick Mangwana has dismissed reports suggesting that the government has stopped the production of electronic passports following a major breakdown. He posted on Twitter this Sunday:
<blockquote>
We have noted a news article circulating on social media, suggesting that the processing of the Zimbabwean E-passport has been put on hold indefinitely. This is incorrect.  We would like to categorically state that the new E-passport is being processed. There was a glitch in the processes, in that the CBZ Banking system was offline due to a technical fault, which has since been rectified. We therefore  confirm that this temporary disruption to the passport enrolment process has been dealt with.

NewZimbabwe.com earlier reported that passport seekers at the Harare Registrar General’s office were sent back home Saturday by an official who said there was a huge breakdown of machines.
The publication said in an audio recording circulating, an official at the main office was heard telling people to go back home until further notice. Said the official:

The processing machine has broken down; can you please go home. Government will announce the way forward in the media.
The whole nation has been affected and no passports are being processed at the moment because of that.
This is not a small breakdown, it is a major breakdown. Beware of thieves and scammers who will try to steal your money by lying they can help you process passports.
Nothing is working, everywhere even in Bulawayo, even birth certificates have been affected.

The publication also said it contacted Home Affairs secretary <a href="https://www.pindula.co.zw/Aaron_Nhepera">Aaron Nhepera</a> who said he was not privy to the developments on the ground as he was travelling from Masvingo. 
Zimbabwe introduced electronic passports last December to replace old non-biometric passports which will be obsolete in December 2023.
Garsu Pasaulis a Lithuanian company, was awarded the tender to produce them.

Govt Dismisses Reports Saying "Production Of Electronic Passports Stopped"

The Government has launched an electronic passport (e-passport) bio-enrolment centre in Chitungwiza.
The e-passport centre was unveiled by Home Affairs and Cultural Heritage Permanent Secretary, Aaron Nhepera, who was representing Minister Kazembe Kazembe.
Speaking at the event, Nhepera said the passport application is now more convenient for members of the public. He said:

The introduction of the e-passport has significantly improved service delivery and has brought convenience to members of the public.
The application process is no longer cumbersome and the turnaround time for the production of ordinary passports has been reduced to seven days.
</blockquote>
Nhepera added that other e-passport bio-enrolment centres will be opened in other districts as well. He said:

The process of rolling out the programme to the remaining eight (8) provincial offices, including Murewa, Beitbridge, Zvishavane, and Hwange districts, is currently underway.
The Ministry of Home Affairs and Cultural Heritage, through the Civil Registry Department, has brought e-passport services to the Chitungwiza district in recognition of its position as the third-largest urban settlement in the country in terms of population size.
The availability of this service to Chitungwiza is bound to benefit surrounding communities, including Stoneridge, Hopley, Seke, Mahusekwa and Beatrice, among others.

Registrar-General Henry Machiri and Chitungwiza Acting Mayor, Councillor Kiven Mutimbanyoka, attended the ceremony.
Machiri said that the launch of e-passport services in the Chitungwiza district will go a long way in decongesting the Harare Passport Office.

Govt Opens E-passport Centre In Chitungwiza

President Emmerson Mnangagwa has appointed Henry Tawona Machiri as the substantive Registrar-General in the Civil Registry Department.
Machiri had been the Deputy Registrar General before he was appointed acting Registrar General in 2020.
His appointment as acting Registrar General came after the then Registrar General, Clemence Masango, was suspended on criminal abuse of office as a public officer allegations.
In a statement on Wednesday, Ministry of Home Affairs and Cultural Heritage permanent secretary Aaron Nhepera said:

In terms of Section 203 (1) of the Constitution of Zimbabwe Amendment (No. 20) of 2013 as read with Section 8 (1) of the Public Service Act (Chapter 16:04) and Section 6 (8) (b1) of the Public Service Regulations 2000, the Public Service Commission, with the approval of His Excellency the President, is pleased to promote Mr Henry Tawona Machiri to the post of Registrar General, in the Ministry of Home Affairs and Cultural Heritage with effect from the date of assumption of duty.
The commission, with the concurrence of Treasury, shall fix his conditions of service, including salary, allowances and other benefits, from time to time.

Nhepera said the appointment of Machiri shall be subject to security vetting and satisfactory medical examinations.
Machiri served as the ICT Director in the Registrar General’s Department and has been with the Department for more than 22 years.

Machiri Appointed As The Substantive Registrar-General

At least 100 Zimbabweans are living in slavery-like conditions in Oman after being recruited on false job promises.
Oman is a country in Western Asia, situated on the southeastern coast of the Arabian Peninsula, sharing land borders with Saudi Arabia, the United Arab Emirates, and Yemen; while sharing maritime borders with Iran and Pakistan.
The permanent secretary in the Ministry of Home Affairs and Cultural Heritage, Aaron Nhepera, told journalists in Harare on Tuesday that 18 cases have hitherto been reported.
Reports indicate that scores of Zimbabwean women who were recruited by agents to work as housemaids in Oman are now stranded and have no means to return home.
Their employers reportedly seized their passports to stop them from escaping and also routinely sexually abuse them.
Nhepera said the Government will engage the Oman government to facilitate the repatriation of the stranded Zimbabweans. He said:
<blockquote>
Our prosecution pillar which involves the police and the courts were handling 18 cases.
But we do know that there could be more people that have not reported, but by way of estimation, we think we could be having as many as 100 people in Oman currently.
We are just starting our engagement with the government of Oman. We are doing that through the Foreign Affairs ministry which happens to be part of our committee.
The other resolution we have made is to dispatch an investigation committee to Oman as soon as possible so that they can talk to the 18 victims.
As soon as we have engaged the Oman government to deliberate on these issues, we will start repatriating our people home.
I cannot give you a date. It depends on the progress we make through the engagements.

<h2>Why are Zimbabweans going to Oman?</h2>
Nhepera suggested various reasons why people go to Oman and end up being enslaved. He said:
<blockquote>
The reason why our people are in this situation is because of poverty, not having good jobs and not being well settled in their houses…others are going there because they would have heard of good job opportunities without necessarily scrutinising these places.
We urge Zimbabweans to scrutinise job offers from abroad so that they cannot fall victim to human trafficking.
We also urge citizens to consult our law enforcement agents with regard to information about foreign countries that would have offered jobs to them.

100 Zimbabweans Stranded In Oman

Buhera South MP Joseph Chinotimba (ZANU PF) has taken the Ministry of Home Affairs and Cultural Heritage to task for its failure to provide citizens with important documents like birth certificates, national identity cards and passports.
The documents are provided by the Registrar-General’s (RG) Office which falls under the Ministry of Home Affairs and Cultural Heritage which is headed by Kazembe Kazembe.
Chinotimba on Tuesday questioned Home Affairs secretary Aaron Nhepera if the ministry was still in existence.
Nhepera was giving oral evidence before the parliamentary portfolio committee on Defence, Home Affairs, and Security Services in Parliament.
Chinotimba noted that RG’s offices in some districts had no computers and electricity to process IDs, birth certificates, and passports for the citizens. Said Chinotimba:

Do we have a Home Affairs Minister in this country?… The Birchneough registry office serves Chipinge North and Buhera South. These districts are still primitive.
From the Rhodesian era till the new Zimbabwe in 1980, and now we are in a new dispensation since 2018, but there is not even one computer in this office.
It pains me because, at the Birchneough registry office, one of the employees is disabled with only two fingers and is ever struggling to write, yet you are telling us that everything is still in the pipeline.
Even if we deny it, it is happening in most sub-offices where there are no computers and electricity.

In response, Nhepera said the lack of consumables and the COVID-19 pandemic are making it difficult for the Government to process citizens’ identity documents.
He told the committee that they had engaged a Lithuania-based company, GarsuPasaulis, to produce IDs and birth certificates and this should result in an improvement on that front.

Chinotimba Questions Kazembe’s Abilities As Home Affairs Minister

The government says the passport backlog will be cleared by December this year after the purchasing of consumables required in passport production.
Zimbabwe imports passport covers and consumables, with about eight security features and foreign currency shortages, resulted in the passport backlog rising to about 200 000 in April, according to the Civil Registry Department.
Speaking on the sidelines of a strategic workshop by the Ministry of Home Affairs and Cultural Heritage, permanent secretary in the Ministry, Aaron Nhepera said:

The Ministry of Home Affairs and Cultural Heritage is holding a strategic workshop, one of the topical issues that is being discussed is the issue of passports backlog.
The passport backlog situation has however significantly improved having been reduced from the previous figure of 400 000 to the current figure of 184 000.
Payment of consumables which has been the major cause for the backlog has finally been made, we are anticipating to start receiving the consumables beginning November which will enable us to clear the backlog by December 2021.

Nhepera said while they work on clearing the backlog, they will only be issuing emergency passports with the hope that in December the situation will return to normalcy. He said:

In the meantime, GP, the company that government contracted to produce both ordinary and e-passports is still working on the logistics to enable it to start production in December. It is our hope that the time frame will be met.
Once production starts the issue of passport backlog will become a thing of the past, in the meantime issuance of passports is restricted only to emergency cases, we are hoping that with us starting to receive the consumables we will be gravitating towards normalcy.

Passport Backlog To Be Cleared By December - Govt

The government has enlisted the services of a Lithuanian printing company, Garsu Pasaulis (GP), to produce national identity documents (IDs) to ease current shortages.
Home Affairs and Cultural Heritage Minister Kazembe Kazembe last week told parliamentarians that a progress report presented by GP to the Government last week indicates that the procurement of consumables used to produce IDs has begun. Said Kazembe:
<blockquote>A private company was contracted to take over the production of IDs. This was necessitated by challenges our Government is facing with regards to foreign currency issues.
As you would appreciate, (for) our IDs and passports, we use a lot of consumables which are imported but that issue will become history very soon because the company that was contracted is seized with the matter.
In fact, only today we received a progress report to the effect that they are busy procuring all the required consumables to deal with the backlog of IDs.</blockquote>
However, in an interview with The Sunday Mail, Permanent Secretary in the Ministry of Home Affairs and Cultural Heritage Aaron Nhepera said there are some contracts that still need to be signed. He said:
<blockquote>We are still in talks with the company. There are contracts that still need to be signed, but I can confirm that Cabinet has approved.</blockquote>
Zimbabwe Human Rights Commission chair Elasto Mugwadi said while the announcement by Kazembe was welcome, they will be monitoring developments closely because national identification documents are a fundamental right. Said Mugwadi:
<blockquote>Our target is to have everyone issued with a national document by end of 2022 since it is a national document.</blockquote>

Lithuanian Company To Produce National Identity Documents

The government has declared Monday, 23 December 2019 a public holiday as it comes after the celebration of <a href="https://www.pindula.co.zw/Unity_Day" rel="noopener noreferrer" target="_blank">National Unity Day</a> on Sunday, December 22.
According to Section 2(1) (ii) of the Public Holidays and Prohibition of Business Act, when a public holiday falls on a Sunday, the following working day becomes a public holiday.
The position was corroborated by the Permanent Secretary for the Ministry of Home Affairs and Cultural Heritage Aaron Nhepera in an interview with The Herald.
Nhepera said traditionally if a public holiday is on a Sunday, then the following working day will be a holiday.
