The Zimbabwe National Statistics Agency (ZIMSTAT) has dismissed allegations that figures on deaths registered in the country are inaccurate.
ZIMSTAT insists the number remains accurate regardless of whether the deaths are registered officially or not.
This comes after stakeholders questioned the accuracy of mortality figures collected during the 2022 Population and Housing Census.
Speaking in an interview with <a href="https://www.newsday.co.zw/local-news/article/200022836/our-figures-are-correct-says-zimstat">NewsDay</a>, on Wednesday, 07 February, ZIMSTAT demography and social statistics director Aluwisio Mukavhi said:

We want to set the record straight as far as our census is concerned. The census figures are correct with regard to mortality numbers.
What happened is that during the census, our enumerators were approaching households and they were asking about deaths which would have occurred in the past 12 months of the census.
After that, we would ask if the death is registered or not and we would further ask the sex of the deceased so that at the end of the day we can calculate the numbers by sex.
We also capture their age, we also capture the issue to do with maternal mortality so that we can calculate maternal mortality which are deaths due to maternal causes.
So, that was the whole idea of collecting this data so that we can calculate mortality rates.
There are under-five mortality, neonatal mortality, post-natal mortality and maternal mortality.

Mukavhi said there is a difference between data collection and official registration. He said:
<blockquote>
So going to the issue of distortion of numbers due to registration or non-registration of a death, those two things are different, they are not linked.
If at the household level let’s say we have captured that two people have died, then if the deaths are not registered, it does not distort the cumulative number of the deaths which would have occurred during the census period.
The numbers are accurate, the registration is something else. For example, if 10 deaths would have occurred, then they remain that number regardless of registration status.
The distortion which needs to be corrected is that “the census figures might be distorted because some deaths were not registered” — it is not correct.
</blockquote>
ZIMSTAT’s responsibilities include gathering data from various sources, including surveys, censuses, administrative records, and other relevant data sets.
However, some citizens view data released by ZIMSTAT with scepticism as there is a general distrust of figures released by government departments.

Our Census Figures Are Impeccable - ZIMSTAT

Mthwakazi Republic Party (MRP) has rejected preliminary 2022 population census results released by the Zimbabwe National Statistics Agency (ZIMSTAT) and said it will soon conduct its own census in southern Zimbabwe.
According to the ZIMSTAT report, Zimbabwe’s population grew by 16.2 per cent from 13,061,239 in 2012 to 15,178,979 in 2022 with an annual growth rate of 1.5 per cent.
Bulawayo Metropolitan Province’s population grew by just 12, 603 people in the past 10 years. It was 653,337 in 2012 and now stands at 665,940.
Speaking to CITE, MRP president Mqondisi Moyo alleged that the census results released by ZIMSTAT are extremely “flawed.” Said Moyo:
<blockquote>
We have always argued about the population results of Matabeleland and the Midlands, alias Mthwakazi.
I analysed these results after the 2012 results looking at 2002 figures as well. The margin of it was similar for 2002 and 2012.
When I wanted to challenge this in 2013, I engaged the Bulawayo City Council (BCC) and by then they projected that the population of Bulawayo was over 1.2 million.
They (BCC) had even said the biggest suburb in Bulawayo was Cowdray Park which they said had about 150, 000 people followed by Nkulumane which had 60, 000 people.
How many new suburbs have been built after that? Cowdray Park keeps on extending, Emganwini and other suburbs. So, their figures do not add up.
We are going to conduct our own population census on our own time using chiefs and village heads in rural areas because these are the people with the right statistics on the subjects that they have in their localities.
In Bulawayo and other urban centres, we are going to use local authority administration because these are the people with proper figures about the number of schools, households and how many people live in each household and all those things. It is easier for us to verify statistics using that information.

Moyo further alleged that ZIMSTAT deliberately suppressed Matabeleland figures to perpetuate the region’s underdevelopment and marginalisation.

MRP Says It Will Conduct Its Own Population Census After Rejecting ZIMSTAT Results

The Zimbabwe Statistical Agency (ZimStat)’s enumerators have faced a number of challenges in the ongoing 10-day National Housing and Population Census.
The problems range from the failure to deliver electronic gadgets (tablets) to enumerators on time, thereby delaying the commencement of the census in some areas, to threats of physical harm to enumerators.
Reports suggest that some enumerators have been harassed by homeowners, particularly in urban areas, with some homeowners setting dogs on enumerators.
In some parts of the country, enumerators walk long distances, crossing flooded rivers to access villages in order to count people.
Zimstat has also failed to provide protective clothing such as raincoats and material enumerators to cover their electronic gadgets from the current wet spell.
The census enumerators have also bemoaned the lack of toilets in some places.
Addressing journalists during a Press conference in Harare on Monday, ZimStats director-general, Taguma Mahonde said:
<blockquote>
As the case with many major operations, there are bound to be challenges. We hired vehicles for provinces.
However, there are some challenges we faced because of the rains.
In Matabeleland North and Midlands we have had challenges with flooded rivers.
We managed to deal with those issues although we had to use longer routes to access the areas.
In urban areas network connectivity has not been a challenge and as a result, the data collected has been easy to sync with our servers.
However, when we go to some remote areas connectivity becomes a challenge.
So, what we have received so far isn’t concrete because some enumerators are still trying to sync the data.

He also said the start of the census (on 21 April) coincided with the end of the Easter period when some apostolic sect congregants were away from their homes, thus causing logistical challenges for Zimstat. Said Mahonde:
<blockquote>
We had to withdraw our enumerators from the whole of Shamva (for instance, to the Johane Masowe Vadzidzi VaJesu Church gathering in Madziwa Shamva) to enumerate congregants.
The exercise moved to the area the following morning and when we were about to finish there was another gathering nearby.
That was a day lost. That explains the delays in distributing tablets to some areas.
The challenge is that we were just coming from Easter and that’s the time some churches congregated.

Based on data that had been consolidated by ZimStats as at 1500hrs (on day 5) 5 816 396 people and 1 464 050 households had been counted. Said Mahonde:

As of 1500hrs, yesterday 1 456 088 interviews had been successfully completed.
People in 203 buses that were travelling were enumerated on the census night along highways.

Census Enumerators Face Difficult Situations

The Zimbabwe Statistical Agency (ZimStat) has urged members of the public to desist from behaviour that borders on criminality when interacting with census enumerators.
This comes after some enumerators were threatened and robbed of their tablets while doing their work.
Addressing a press conference in Harare on Monday, 25 April, ZimStats director-general, Taguma Mahonde said people should not vent their frustrations on enumerators. Said Mahonde:
<blockquote>
We have received such cases, but they are few. We are aware that there are people with frustrations who want to vent on census enumerators.
It’s important to note that being aggressive is actually a crime, and that should be brought to book.
We will persist until we get what we want as mandated by Statutory Instrument 205 of 2021, which mandates us to do the census.
</blockquote>
The permanent secretary in the Information, Publicity and Broadcasting Services Ministry, Ndavaningi Mangwana said the police has received several reports of death threats and harassment of census enumerators. Mangwana tweeted:
<blockquote>
In Warren Park, an enumerator was chased away by a respondent holding a knife threatening to kill him. The case was reported to the police and the respondent was arrested.
In Mandara, one case of a respondent who wanted to burn an enumerator with hot water was reported. Another enumerator in ward 41 (Marlborough) was bitten by dogs.
Some robber mugged a Census 2022 supervisor and took the Tablet in Bikita. He was caught trying to sell the gadget in Gutu.
This thing has 2GB storage and surely the risk of being charged with handling stolen property is not worth it. Don’t bother.
</blockquote>
Mangwana also revealed that in Avondale, a Pakistani family offered an enumerator a US$150 “bribe” after mistaking the enumerator for an immigration official.
In areas such as Nyanga and Chimanimani, enumerators walk very long distances and cross flooded rivers to access villages in order to count people.

Enumerators have also complained about the lack of protective clothing such as raincoats and materials to protect their electronic gadgets such as cellphones and tablets.
The 2022 National Housing and Population Census runs for 10 days from 21 April to 30 April.
