Dickson Mafios is a Zimbabwean politician and member of the Zanu-PF party. He is the Zanu-PF Mashonaland Central provincial chairman. In November 2016, as chairman of his province, ahead of the party's congress in December, he led a controversial resolution proposing to stop the president of ZanuPF from appointing his deputies, opting instead that the party's two vice presidents be elected. The resolution also proposed that one of the vice presidents be a woman.

The resolution went against the One Centre of Power principle that Zanu-PF had adopted in an amendment to the party constitution in 2014 in order to get rid of Joice Mujuru who was said to be challenging Robert Mugabe position as president of the party and country.

Asked by the media why his province was against the One centre or Power principle, Mafios said:

There is need for flexibility in a democratic system. There is need for flexibility to advise the President that we adjust that concept of one centre of power, be flexible such that the Vice Presidents be elected. The President is under attack and no one is protecting him. We want people to identify those who are able to protect the President. Of course, one centre of power is there but practically people are defying. We are aware that even the President is elected and if the President is elected why not also the Vice Presidents? We are worried.^[1]

The resolution proposal was seen by some senoir Zanu -PF members as a move by Zanu-PF's G40 faction to get rid of the rival faction's supposed leader, vice president Emmerson Mnangagwa.

Supposed member of the G40 faction, Jonathan Moyo, defended the province's constitutional right to make the resolution proposal.
