About SADC chair  rotation.Article by Njabulo email libertyatliberty at gmail dot com.We wish Zimbabwe  well during that tenure when they head the  SADC.This is not about the politics of an individual  country.Many do not understand the aims of the SADC.This is about each country doing its part for the  development of the SADC .Its not about political parties in each country.It  is not about an individual President or a ruling political party in any member state. .All member states have to work collectively in achieving the goals/objectives and aims of the SADC.As this is on rotational bases,no one member state can deny a member state from heading the SADC at any given time.If you have no idea ask lawyers to  explain to you what this is all about in relation to laws that govern the functioning of the SADC.Many people who do not know about the functions of SADC,think that SADC can impose a President in a member state.They also  think that SADC can make laws and enforce them (like the EU)for a sovereign country.SADC can only observe and make recommendations Further ,it cannot change the Constitution of any member state or dictate how the government of a country with self determination can enforce its laws and change them.SADC cannot  also  change its Constitution to be inline with what an individual state member envisages to see happening in a member state that they are in conflict with.SADC is expected to be impartial and have no prejudice about any member state.The relationshiip of member states has to be fluid.However,it cannot disqualify any member because of pressure from another member state that is in conflict with another.It cannot do that even if the UN or AU tells it to do that.That goes for any human right organisation, it cannot impose what SADC can do and not do.SADC does not police any country.And no entity or any other body reserves that authority.SADC is independent from any interference by western countries.Hence  its decisions are based on the Constitution of the SADC.SADC is not a parody of the UN or AU and/or EU.Many people who are not enlightened about the mandate and aims of the SADC ,think SADC can support opposition parties or they can use it to side with any opposition party.SADC can only observe voting and make recommendations.It has no jurisdiction to amend any elections of any country or to be a court that adjudicates on election matters.It can only point out the short comings  during the elections and make recommendations of what it sees fit  to  have been done.For example,it can declare elections free and fair or that they were not fair and free.However,it cannot go deeper and investigate any alleged riggings  neither can it declare a losing part  the winner because it deemed in its observations that the elections were not free and fair.Many think they can use SADC as a tool   of changing governments in individual member  states or dictate as to who should hold the position of being the head of SADC at any  given turn.South Africa made its decision to form a coalition government based  on what is enshrined in its Constitution  ,but not on the SADC Constitution.It is better to fanthom the functions of SADC before submitting any requests to its office.Find out whether it has the jurisdicction to deal with your issue and the legal part.SADC cannot concede to the requests of any pressure groups or opposition parties.It remains focused on its mandate and what it has jurisdiction in.It is not an organisation meant to police member states ,Presidents of its member  states.It only focuses on them fullfuling their mandate of that  entity.Please do not misconstrue this to mean that  I am trying to protect the SADC so  that people cannot blame it for its shortcomings.Everyone has the right to scrutinise it.I am only a neutral in this matter and I am looking at the issues in contention with a legal eye.Nb:It is my right as black person who identifies to the SADC region to scrutinise the SADC.

Zimbabwe’s Minister of Foreign Affairs and International Trade, Frederick Shava on 13 August 2024 assumed the Chairship of the Southern African Development Community (SADC) Council of Ministers.
Shava took over from Angolan Minister of External Relations, Téte António.

The SADC Council of Ministers consists of Ministers from each Member State, usually from the Ministries of Foreign Affairs, Economic Planning or Finance.
It was established under Article 11 of the SADC Treaty to oversee the functioning and development of SADC and to ensure that SADC policies are properly implemented.

Shava’s assumption of the Chairship of the SADC Council of Ministers comes ahead of the assumption of the SADC Chairship by President Emmerson Mnangagwa, who will succeed Angolan president, João Lourenço at the 44th SADC Summit to be held on 17 August 2024.
