It's Time To Bring Harare Municipality Under Direct State Administration - Presidential Spokesperson

Presidential spokesperson George Charamba has suggested that the Local Government Minister proposed using presidential powers to bring the Harare Municipality under direct state administration. Charamba believes this is necessary to address crises such as cholera and water shortages in the capital.

Charamba argues that the infighting within the Citizens Coalition for Change (CCC) party which runs the City of Harare, coupled with the ongoing cholera pandemic, calls for a direct state administration. He believes that the state is already doing much of the work in addressing these issues, so it makes sense to take full control. He even suggests reappointing Harare Mayor, Jacob Mafume to lead the new rescue initiative created under presidential powers. He said:

THERE IS A GOOD CASE NOW USING PUBLIC HEALTH ARGUMENT. THE STATE IS DOING MUCH OF THE WORK ANYWAY!!!!!

EVEN BETTER POLITICS WOULD BE TO REAPPOINT DOINK – MAFUME – TO LEAD THE NEW RESCUE CREATURE CREATED UNDER PRESIDENTIAL POWERS.

However, some commentators have pushed back against this proposal. They point out that even in areas where local authorities are already under state administration, there has been no tangible development or even worse conditions than in Harare. They question the effectiveness of presidential powers in bringing about real change and argue that those powers could be better utilised to address other pressing issues, such as the country’s economic collapse, abolishing the Zimbabwe dollar, increasing civil servants’ salaries, and combating corruption.

Critics also argue that the state of Harare is a reflection of the country’s overall economic situation. They emphasise that managing a city with a large informal trading sector is challenging. They place responsibility for the current problems in Harare and other cities on the government, particularly the ruling party, ZANU PF, attributing the issues to their governance and economic policies.

Since the early 2000s, the opposition has been in charge of managing major cities in Zimbabwe. However, these cities have struggled to provide essential public goods and services like clean water, sewage systems, garbage collection, road maintenance, and street lighting. The opposition blames this failure on insufficient funds and interference from the central government. They argue that the central government does not allocate the necessary resources to local authorities as required by the constitution. They also believe that the central government, through the local government ministry, intentionally undermines development efforts by local authorities to weaken the opposition’s hold on power.

On the other hand, the central government denies these allegations. They claim that they have a responsibility to oversee the operations of local governments. When local authorities are unable to fulfil their obligations, the central government argues that it must intervene to protect the interests of the general public. They deny purposely sabotaging development to influence electoral outcomes.

You're right Joji Poji. Its much cheaper to win the urban vote by first ignoring all developmental initiatives, afterall its pocket money to us. When the alternative is chosen over us, we just take all their revenue and eat it, then leave them with just enough to pay salaries and wages, we do need a semblance of normalcy at some points in the system in order to create plausible scapegoats. During this period, (our renowned statisticians say at least 40yrs should do the trick) we also sabotage the already inadequate and derelict infrastructure rendering it irreparable and essentially useless until vemine, disease and pestilence wreck havoc in the urban settlements. By now we are at least 40yrs into reverse propulsion, yes the effort and figures involved in transforming this magnanimous mess is astronomical, absolutely shocking to the feeble minded ofcourse 😁😁. In reality its a walk in the park for us guys. The guys in need of the urban infrastructure should pay for it, and we grab all the credit. Simple!!!

good move but will it surely be strict or it's just another yep yep from charamba..CBD is a mess..inosemesa honestly..council only concentrating on clamping vehicles..hapana chimes chinhu chatoona chichitwa mu town..the fact that most of these ministers or top officials don't even use CBD for majority of their stuff...they shop and spend their monies in borrowdale or fly out of zim..hapana minister kana official ingati let me use the toilet mu town kunyeba chaiko..even these so called simbisa brands have poor toilet facilities mainly with no water available yet they serve food..so cholera haipere zvekumhanya..council not doing enuf to clean rubbish in CBD..

Hakuna chinoitwa ne local gvt chisina approval ye national gvt. All council budgets and activities are approved by the minister of local gvt who is a member of the zanupf central committee and politburo. A fish rots from the head, local gvt is guided by national gvt. National gvt is the head. If there is rot in local gvt you should know it started from the head, national gvt.

We need to have Zimbabwe under UN administration Zanupf yakundikana Zanupf collects taxes from the citizens and instead of ploughing it back into social services, the elite share it among themselves, recently the US$500 000 shared among ministers, judges, perm secs, the US$350 000 for deputy ministers and others and the $40 000 given to MPs, it does not end there, the same people get free vehicles, free fuel, free tollgate passage, free electricity, free data, free airtime, free farming inputs, free farm labour, all they do is pocket the proceeds. They get all this for no service rendered to the taxpayers. Zim needs to be under UN administration, zanupf has failed dismally. Harare is under a zanupf local gvt minister who approves all HCC projects, it's also under a zanupf provincial minister who has power over the council. Its not opposition councils that are failing HCC and other councils, it's the Zanupf gvt

It's well known that the opposition holds the majority seats in the entire local government, then it's prudent for the appointment of an opposition minister of local government. The current situation for the govt to impose a ruling party minister doesn't work well, it is counterproductive. Zanu pf failure track record of more than 40years is clear testimony that they will fail dismal, one they're very corrupt and their priorities are always misplaced. Anywhere, zvavo zvekubvuta will lead to a miasma worse than the current situation we are facing.

Government takes 60 % of all the revenue generated by councils.The remainder goes to council for salaries and other expenses. Government refused councils to audit the number of buildings in Harare and other towns which means there are properties that are not paying anything to councils.
