War Veteran Says Govt Departmental Heads Need ZANU PF Indoctrination
War veteran Max Mkandla says all senior government officials in their respective provinces should be sent to the ZANU PF Herbert Chitepo School of Ideology for ideological re-orientation.
The Herbert Chitepo School of Ideology’s objective is to impart knowledge and a sense of patriotism to acquaint the nation with ZANU PF ideology.
Mkandla argued that government departmental heads need indoctrination so that they pursue the devolution agenda. Southern Eye quoted him as saying:
Chief executive officers are the ones responsible for their areas but are not implementing devolution dictates in their jurisdictions.
They are not employing locals. They must be sent to the school of ideology to indoctrinate them with the devolution agenda. It is a good school.
I was there myself. People must go through it so that they know where the country came from.
However, political analyst Effie Ncube said the conflation of party and State is unlawful. He said:
This is a dangerous conflation. The interference of the school of ideology in the running of the State is unconstitutional and completely unlawful.
ZANU PF is not Zimbabwe, nor is Zimbabwe ZANU PF. Understanding this distinction is crucial for the proper running of the State.
Civil servants should be apolitical in the sense that they should not be actively involved in partisan political activities or show favoritism towards any political party or candidate.
This is because civil servants are public servants and are expected to serve all citizens and implement government policies impartially, regardless of their personal political affiliations.
Making it compulsory for top government officials to undergo ZANU PF ideological reorientation would mean that their impartiality in discharging their duties will be compromised.
